In Spain, the new Law 13/2015, dated June 24, modifying the Mortgage Law and the Cadastre Law in the search for its coordination, introduce the obligation to obtain georeferenced mapping and update the Cadastre in many cases. It is necessary to provide the graphic representation of the farms in case of: segregation, division, grouping and aggregation, and in the case of the operations of parceling, reparcelling, land consolidation, segregation, division, grouping or aggregation, forced expropriation or demarcation which determine a reordering of the land. It also requires the geographical delimitation of the area occupied by buildings declared within a farm. In all of these cases, if there is no coincidence of the farm in the field with the descriptive cadastral certification and the graphic of the farm, an alternative georeferenced graphical representation, duly accredited, is necessary, and where the adventurers are quoted to express or not their Conformity. This thesis aims to investigate an international level with the possibility of collaborating in the current developments, especially applying the ISO 19152 (On the Land Administration Domain Model) to the Spanish case and national level, applying the new Reforms of the Mortgage Law and the Cadastre Law. Performing geo-referenced graphical maps, in the cases in which the law forces it. To develop GIS software for the automation of information creation, as well as, the new formats creation used to Spanish Cadastre updating. The fractional integrals of Bessel-type Fractional Integrals from left-sided and right-sided integrals of fractional order is established on finite and infinite interval of the real-line, half axis and real axis. The Bessel-type fractional derivatives are also established. The properties of Fractional derivatives and integrals are studied. The fractional derivatives of Bessel-type of fractional order on finite of the real-line are studied by graphical representation. Results are direct output of the computer algebra system coded from MATLAB R2011b.

Abstract The activities in name of tourist development in Wodzislaw poviat are the reason to evaluate the tourist land development. The evaluation was prepared on the basis of selected indexes characterizing the level of tourist infrastructure development. It considered: the number of lodgings per km2, the number of restaurants per km2, the amount of additional attractions per km2 and the density of tourist tracks. This database was analyzed by the use of GIS tools. Using GIS software allowed working with large databases and provided the possibility to create a graphic representation of the results. The level of tourist land development is diversified and depends on it function. The cities with the best developed tourist infrastructure are Wodzislaw Slaski, Radlin, Pszow, Rydultowy and town in Odra Valley: Olza, Bukow and Nieboczowy. Pszow, Gorzyce and Godow commons have the biggest density of tourist tracks.

IntroductionDifferent value frameworks (VFs) have been proposed in order to translate available evidence on risk-benefit profiles of new treatments into Pricing & Reimbursement (P&R) decisions. However limited evidence is available on the impact of their implementation. It's relevant to distinguish among VFs proposed by scientific societies and providers, which usually are applicable to all treatments, and VFs elaborated by regulatory agencies and health technology assessment (HTA), which focused on specific therapeutic areas. Such heterogeneity in VFs has significant implications in terms of value dimension considered and criteria adopted to define or support a price decision.MethodsA literature research was conducted to identify already proposed or adopted VF for onco-hematology treatments. Both scientific and grey literature were investigated. Then, an ad hoc data collection was conducted for multiple myeloma; breast, prostate and urothelial cancer; and Non Small Cell Lung Cancer (NSCLC) therapies. Pharmaceutical products authorized by European Medicines Agency from January 2014 till December 2019 were identified. Primary sources of data were European Public Assessment Reports and P&R decision taken by the Italian Medicines Agency (AIFA) till September 2019.ResultsThe analysis allowed to define a taxonomy to distinguish categories of VF relevant to onco-hematological treatments. We identified the “real-world” VF that emerged given past P&R decisions taken at the Italian level. Data was collected both for clinical and economical outcomes/indicators, as well as decisions taken on innovativeness of therapies. Relevant differences emerge between the real world value framework and the one that should be applied given the normative framework of the Italian Health System.ConclusionsThe value framework that emerged from the analysis addressed issues of specific aspects of onco-hematological treatments which emerged during an ad hoc analysis conducted on treatment authorized in the last 5 years. The perspective adopted to elaborate the VF was the one of an HTA agency responsible for P&R decisions at a national level. Furthermore, comparing a real-world value framework with the one based on the general criteria defined by the national legislation, our analysis allowed identification of the most critical point of the current national P&R process in terms ofsustainability of current and future therapies as advance therapies and agnostic-tumor therapies.

The application of forensic science and expertise is a necessary prerequisite for the investigation of crimes at the local and national level. Without the use of forensic science and expertise, an investigation within the framework of a criminal process becomes dead and unsubstantiated. But with the globalisation of world processes, the development of technologies, the speed of information transmission, the formation of crime outside the borders of one state and its entry into the international level has become an urgent problem, which has become a challenge in countering such crime and the need to steer forensic science and expertise towards assisting law enforcement activities. A special feature of countering the investigation of crimes was the creation of international cooperation between forensic specialists and expert witnesses even prior to the establishment of practical institutions that could counteract them in practice. Therewith, some representatives of such international unions and associations have taken serious steps in creating mechanisms for real counteraction to crimes at the international level (R.A. Reiss, G. Soderman, M.Sh. Bassiuni). Coverage of the problem of international cooperation in the investigation of crimes through the definition of the role of forensic science and expertise allowed focusing on the following blocks: 1) international associations of forensic specialists for combating crime in the historical context; 2) international criminal police organisations in combating crime; 3) international cooperation in the field of conducting forensic examinations; 4) the use of forensic and special knowledge in the activities of the International Criminal Court. Thus, a combination of theory and practice in the fight against crime is demonstrated. Historically, this is associated with the role of forensic science and expertise in recording traces of crimes, analysing them, and forming legal, forensic, and expert witness opinions. The purpose of the study is to establish the decisive role of forensic science and expertise in international cooperation in the investigation of crimes. For this, the authors turned to forensic science and expertise, historical processes that served to create substantial international organisations created to counter international crime

Documentation of archaeological heritage is a fundamental tool for understanding and protection. Although we have a number of laws, conventions and recommendations to protect heritage at national, European and international level, their application in practice is not easy anywhere. Since 2000, The Romanian Ministry of Culture and CIMEC – The Institute for Cultural Memory (now a Department in the National Heritage Institute, since July 1, 2011) developed national databases for archaeological documentation, including sites, investigations and reports. By the end of 2013, there are three main archaeological databases at national level, all available online. The last 12 years means a great progress in regulating modern archaeology in Romania, agreeing national legislation with European and international ones, providing of tools and responses to the challenges of reality, primarily immediate threat to the archaeological heritage.

The article deals with challenges and prospects of implementation of the Statistical Data and Metadata eXchange (SDMX) standard and using it in the international sharing of statistical data and metadata. The authors identified potential areas where this standard can be used, described a mechanism for data and metadata sharing according to SDMX standard. Major issues classified into three groups - general, statistical, information technology - were outlined by applying both domestic and foreign experience of implementation of the standard. These issues may arise at the national level (if the standard is implemented domestically), at the international level (when the standard is applied by international organizations), and at the national-international level (if the information is exchanged between national statistical data providers and international organizations). General issues arise at the regulatory level and are associated with establishing boundaries of responsibility of counterpart organizations at all three levels of interaction, as well as in terms of increasing the capacity to apply the SDMX standard. Issues of statistical nature are most often encountered due to the sharing of large amounts of data and metadata related to various thematic areas of statistics; there should be a unified structure of data and metadata generation and transmission. With the development of information sharing, arise challenges and issues associated with continuous monitoring and expanding SDMX code lists. At the same time, there is a lack of a universal data structure at the international level and, as a result, it is difficult to understand and apply at the national level the existing data structures developed by international organizations. Challenges of information technology are related to creating an IT infrastructure for data and metadata sharing using the SDMX standard. The IT infrastructure (depending on the participant status) includes the following elements: tools for the receiving organizations, tools for sending organization and the infrastructure for the IT professionals. For each of the outlined issues, the authors formulated some practical recommendations based on the complexity principle as applied to the implementation of the international SDMX standard for the exchange of data and metadata.

The real-world-semantics interpretability concept of fuzzy systems introduced in [1] is new for the both methodology and application and is necessary to meet the demand of establishing a mathematical basis to construct computational semantics of linguistic words so that a method developed based on handling the computational semantics of linguistic terms to simulate a human method immediately handling words can produce outputs similar to the one produced by the human method. As the real world of each application problem having its own structure which is described by certain linguistic expressions, this requirement can be ensured by imposing constraints on the interpretation assigning computational objects in the appropriate computational structure to the words so that the relationships between the computational semantics in the computational structure is the image of relationships between the real-world objects described by the word-expressions. This study will discuss more clearly the concept of real-world-semantics interpretability and point out that such requirement is a challenge to the study of the interpretability of fuzzy systems, especially for approaches within the fuzzy set framework. A methodological challenge is that it requires both the computational expression representing a given linguistic fuzzy rule base and an approximate reasoning method working on this computation expression must also preserve the real-world semantics of the application problem. Fortunately, the hedge algebra (HA) based approach demonstrates the expectation that the graphical representation of the rule of fuzzy systems and the interpolation reasoning method on them are able to preserve the real-world semantics of the real-world counterpart of the given application problem.

Abstract The development of new areas is associated with costs that partly burden public budgets. One example of such costs is the necessity of purchasing land for the construction of public roads. Geoinformation can be used to forecast such costs. In the era of transformation, the land administration system and transition from traditional (raster) data to an electronic (vector) version opens new possibilities for the use of geoinformation. Modern systems must satisfy certain requirements set out by the recipient as well as by legislation, on both the European and national level. They must also be powered by expertise gained in accordance with good practice. In this case, a property appraiser is the source of such information.. The study presents the possibility of using the CommunityViz system for forecasting the financial consequences of adopting the local plan for the area Jagodno II in Wroclaw. The paper also presents the possibility of using the results of the calculations during public consultations.
