Civil society organizations represent important actors in delivery of development assistance. International community recognizes them not only as actors on their own, but also as the contractors of the official governmental programmes and projects. Their involvement in development policies of donor countries has been especially emphasized since the 1990s, and it is generally regarded as valuable in fulfilment of the 2030 Agenda for Sustainable Development. Governments of the Central European Countries also cooperate with civil society organizations in development policies, and use them inter alia as the channels for aid delivery. However, the level in which governments use their services in delivery of the Official Development Assistance differs. Therefore, the aim of this paper is to identify and evaluate territorial and sectoral distribution of the ODA gross disbursements of Czechia channelled using civil society organizations, and to compare this distribution with the ones found in Hungary, Poland and Slovakia. Through civil society organizations Czechia has allocated nearly 1⁄4 of its total volume of ODA gross disbursements related to individual programmes and projects during the period between 2014 and 2018. However, the Hungarian government cooperated with civil society organizations marginally, and their participation reached a maximum level of 6% in 2018. Civil society organizations, participating in development policies of the Central European Countries, were involved mainly in the programmes and projects concerning social infrastructure and services, which complies with their traditional and most common roles.

The topic of sustainable development has become increasingly central to the international community. In 2015, the UN approved the 2030 Agenda, an action plan aimed at pursuing sustainable development. The founding elements of the 2030 Agenda are the 17 Sustainable Development Goals (SDG) that refer to different areas of development. The objective of this study is to determine the state of implementation of the SDGs in Italy and to understand to what extent the country will be able to reach European standards in 2030 under current policies. To this end, a quantitative analysis was carried out which, thanks to the use of official statistics and the FORECAST.ETS function, made it possible to identify the value that the indicators will have in 2030. In addition, the dynamic index methodology was applied to measure the degree of implementation of the SDGs between two different historical periods: 2018 and 2030. The analyses carried out shows that Italy needs to take urgent measures to meet its commitment to the 2030 Agenda. The study offers one of the first insights into the implementation of the 2030 Agenda as, in addition to analyzing the country’s performance, it examines the pursuit of the SDGs within the country itself. It is therefore believed that the results may be of interest to governments, experts, and academics.

Contemporary studies surrounding the creation of civil society in Africa have revealed two important findings. First, despite the effort of civil society organizations in supporting inclusive democratic governance, promoting participation, advocating for transparency and accountability, sustainable development and stability remain elusive due to the challenges of social exclusion. Second, institutions central to the exercise of governmental powers exhibit inefficiency, weakness, lack transparency, and low credibility which worsen extreme poverty, inequality, and deprivation. Drawing upon extensive contemporary literature on social exclusion and inclusive growth, this study examines the role of civil society organisations as a pathway for social inclusion and sustainable development. Findings reveal that the management and distribution of services in the Nigerian society is largely inefficient and exclusionary, leading to myriad of social problems. This study has a significant implication for cumulative research on the subject of inclusive society and sustainable development.

Belgium was one of the first European countries to establish a local ‘national’ branch of the global Indymedia network. The diversity of those involved in this ‘national movement’ ultimately turned out to be both the strength of the original website and the cause of its decline. Indeed, due to political and organizational disagreement, many activists decided to create their own ‘local’ Independent Media Centre (IMC). This article distinguishes two perspectives on the role of Indymedia: the political activists saw Indymedia as a means to an end, as an instrument to discuss strategies and tactics, and to coordinate social movements and grassroots movements. The media activists, on the contrary, saw Indymedia as an end in itself, as a platform for civil society organizations to make their voices heard and facilitate democratic debate – in this vein, the experience of Indymedia.be was transformed into the alternative news site DeWereldMorgen.be.

Abstract Background People who inject drugs (PWID) account for the majority of new cases of hepatitis C virus (HCV) infection in Europe; however, HCV testing, and treatment for PWID remain suboptimal. With the advent of direct acting antivirals (DAAs) the World Health Organization (WHO) adopted a strategy to eliminate HCV as public health threat by 2030. To achieve this, key policies for PWID must be implemented and HCV continuum of care needs to be monitored. This study presents results of the first monitoring led by civil society that provide harm reduction services for PWID. Methods In 2019, harm reduction civil society organizations representing focal points of Correlation-European Harm Reduction Network in 36 European countries were invited to complete a 27-item online survey on four strategic fields: use/impact of guidelines on HCV testing and treatment for PWID, availability/functioning of continuum of care, changes compared to the previous year and, the role of harm reduction services and non-governmental organizations (NGOs) of PWID. A descriptive analysis of the responses was undertaken. Results The response rate was 97.2%. Six countries reported having no guidelines on HCV treatment (17.1%). Twenty-three (65.7%) reported having treatment guidelines with specific measures for PWID; guidelines that impact on accessibility to HCV testing/treatment and improve access to harm reduction services in 95.6% and 86.3% of them, respectively. DAAs were available in 97.1% of countries; in 26.4% of them they were contraindicated for active drug users. HCV screening/confirmatory tests performed at harm reduction services/community centers, prisons and drug dependence clinics were reported from 80.0%/25.7%, 60.0%/48.6%, and 62.9%/34.3% of countries, respectively. Provision of DAAs at drug dependence clinics and prisons was reported from 34.3 to 42.9% of countries, respectively. Compared to the previous year, HCV awareness campaigns, testing and treatment on service providers’ own locations were reported to increase in 42.9%, 51.4% and 42.9% of countries, respectively. NGOs of PWID conducted awareness campaigns on HCV interventions in 68.9% of countries, and 25.7% of countries had no such support. Conclusion Further improvements in continuum-of-care interventions for PWID are needed, which could be achieved by including harm reduction and PWID organizations in strategic planning of testing and treatment and in efforts to monitor progress toward WHO 2030 elimination goal.

Maintaining and expanding public goods is synonymous with promoting sustainable development but discussions are needed to clarify how policies need to be coordinated to enable collective action on public goods. Collective action for Public Goods will only be successful if all who partake in such actions can gain complimentary benefits that would be either more costly or impossible to achieve without the collective effort. Such complementary benefits are possible provided all stakeholders contributing to the public good of social peace and social cohesion cooperate with each other and preserve this and other public goods be they citizens, civil society organizations, all public authorities and all business firms. This concerted effort for a good cause can certainly be coined “ethics in action” – a notion which exhibits the moral foundation of the private and public choices inherent in sustainable development implementation of which interactions amongst stakeholders are no longer transactional, but rather aspiring toward greater good. Civil society organizations are key stakeholders producing, maintaining, and benefitting from Public Goods. They should strive for full inclusion, as there are many people who are either excluded or under-provided with respect to public goods. Public authorities, another key stakeholder group, need to cooperate with other stakeholders through collaborative frameworks and mechanisms for collective action that bind states and international organizations at a global scale. Another important stakeholder group, private and public enterprises need to operate within a level playing field globally, conduct business based on Responsible Business criteria and be welcomed to contribute to Public Goods creation in a sustainable and proactive manner without causing negative impacts due to their business activities. This paper presents and discusses how collective action can be achieved through concerted efforts by all members of society aiming to produce and maintain public goods essential for the sustained and equitable functioning of society. The UN 2030 Agenda for Sustainable Development serves as a shared roadmap in achieving a shared future. In 1972, the first United Nations Conference on Human Environment (UNCED) was held in Stockholm, Sweden. At the conference, government officials from industrialized and developing nations met alongside civil society organizations to create the United Nations Environment Programme (UNEP). “This conference put environmental issues on the international agenda for the first time, and marked a turning point in the development of international environmental politics. It has also been recognized as the beginning of modern political and public awareness of global environmental issues” (Baylis & Smith, 2005, pp. 454-455). Twenty years later, the United Nations Conference on Environment and Development (UNCED), also known as the Rio Earth Summit, was held in Rio de Janeiro. One hundred and seventy two government officials participated, of which 108 were heads of state (United Nations, 1992, United Nations Conference on Environment and Development, para. 1). This conference was one of the largest gatherings of heads of state, civil society organizations, and individuals in human history to date. Stakeholders met with the purpose of charting a course for a more sustainable future. From the conference emerged agreements, most notably Agenda 21, which created a framework for developing global, national, and regional plans for sustainability. The Rio Earth Summit has since stood as an example of what is possible when governments and citizens work together. The outcomes of this conference still affect human lives today, mainly through the United Nations Framework Convention on Climate Change meetings, which led to the Kyoto Protocol, the only legally binding agreement to cut down carbon dioxide (CO₂) emissions. The United Nations Conference on Sustainable Development, also known as Earth Summit 2012 or Rio+20, is regarded as one of the most crucial events in United Nations history and has been referred to by the Secretary General of the United Nations (2011), Ban Ki-moon, as “the most important global meeting on sustainable development in our time" (The Future We Want, p 2).

“Post-2015” is the “flavor of the day”; it is currently right in the center of the development discourse. The United Nations, governments, civil society organizations, researchers, and even business people are currently discussing what will come aft er the Millennium Development Goals (MDGs). As you all know, the reference period for the MDGs will expire in 2015, and this is the reason why the world community is now engaged in the task of formulating an agenda for the following period. But this Post-2015 Agenda can and must be much more than just an updated list of MDGs.
