В настоящей работе представлены результаты теоретико-методологического анализа факторов, влияющих на формирование у студентов инженерных специальностей цифровых компетенций, интерпретируемых как группа компетенций, связанных с умением работать с информацией в цифровой среде, функциональным использованием методов и инструментов для управления процессами, проектами, продуктами цифровой трансформации, решением сложных профессиональных задач. Актуальность данного исследования определяется современной образовательной парадигмой, являющейся основой реформирования образования, моделью в постановке проблем и их решении. Вместе с этим, в условиях современных трендов, цифровые компетенции следует рассматривать и как базовые в подготовке конкурентноспособных специалистов в области инженерии. С учетом этого, вопрос оценки цифровых навыков и компетенций обучающихся является фундаментальным для современной системы инженерного образования и рассматривается в настоящей работе через анализ различных инициатив, выдвигаемых странами Европейского Союза в оценке цифровых компетенций, и практических подходов к их развитию в условиях виртуальной инженерной образовательной среды. На основании проведенных исследований в работе предложен список основных элементов для системы оценивания цифровых компетенций студентов, что имеет важное практическое значение для более широкого использования потенциала цифровых технологий в образовании и обучении. Для адаптации результатов проведенного в работе теоретико-методологического анализа к условиям казахстанского образования в работе проведен опрос экспертов, преподавателей вузов и колледжей, обучающихся по инженерным специальностям в южном, северном и центрально-казахстанском регионах. This paper presents the results of theoretical and methodological analysis of factors influencing the formation of engineering students' digital competencies interpreted as a group of competencies related to the ability to work with information in digital environment, functional use of methods and tools for managing processes, projects, digital transformation products, and solving complex professional tasks. The relevance of this study is determined by the modern educational paradigm, which is the basis for education reform, a model in problem-setting and problem-solving. At the same time, in the context of current trends, digital competencies should also be considered as basic competencies in training competitive engineering professionals. With this in mind, the issue of assessing digital skills and competencies of students is fundamental to the modern system of engineering education and is considered in this paper through the analysis of various initiatives by the European Union countries in assessing digital competencies, and practical approaches to their development in a virtual engineering educational environment. Based on the research, the paper proposes a list of basic elements for the system of evaluating digital competences of students, which has important practical implications for wider use of the potential of digital technologies in education and training. In order to adapt the results of theoretical and methodological analysis to the context of the Kazakhstan education, a survey of experts, teachers of universities and colleges, students of engineering specialties in the southern, northern and central regions of Kazakhstan, was conducted.

The article analyzes tendencies of national payment systems development in the European Union and Russia: electronic and deposit money, bank cards, financial technologies in the field of retail payments. The author identifies factors that stimulate the development of cashless retail payments and the national payment card systems in the European Union, as well as the problems and prospects of this sector forming in Russia. Recommendations on the development of a competitive environment and financial technologies in the field of retail payments in Russia are proposed.

Background Antimicrobial resistance is widely considered an urgent global health issue due to associated mortality and disability, societal and healthcare costs. Aim To estimate the past, current and projected future proportion of infections resistant to treatment for eight priority antibiotic-bacterium combinations from 2000 to 2030 for 52 countries. Methods We collated data from a variety of sources including ResistanceMap and World Bank. Feature selection algorithms and multiple imputation were used to produce a complete historical dataset. Forecasts were derived from an ensemble of three models: exponential smoothing, linear regression and random forest. The latter two were informed by projections of antibiotic consumption, out-of-pocket medical spending, populations aged 64 years and older and under 15 years and real gross domestic product. We incorporated three types of uncertainty, producing 150 estimates for each country-antibiotic-bacterium-year. Results Average resistance proportions across antibiotic-bacterium combinations could grow moderately from 17% to 18% within the Organisation for Economic Co-operation and Development (OECD; growth in 64% of uncertainty sets), from 18% to 19% in the European Union/European Economic Area (EU/EEA; growth in 87% of uncertainty sets) and from 29% to 31% in Group of Twenty (G20) countries (growth in 62% of uncertainty sets) between 2015 and 2030. There is broad heterogeneity in levels and rates of change across countries and antibiotic-bacterium combinations from 2000 to 2030. Conclusion If current trends continue, resistance proportions are projected to marginally increase in the coming years. The estimates indicate there is significant heterogeneity in resistance proportions across countries and antibiotic-bacterium combinations.

The objective of this study was to outline the education reform approaches which could implement during online teaching and learning activities. The approaches consisted with online teaching, online mentoring /student induction programmes, online examinations and online guest lectures/webinars. The approaches practiced, were discussed in activity 1 to 7 in the methodology section. In addition, the outcome assessed using 4Rs model for reflection and PDCA cycle at the results and discussion section. In conclusion, this study showed that the approaches implemented assist to improve the interaction of the students.

In Europe, China’s One Belt One Road (OBOR) initiative primarily interacts with the institutional and physical landscape of the ‘shared neighbourhood’ between Russia and the European Union (EU). Norms and institutions in these ‘borderland’ states reflect an institutional ambiguity between the Eurasian and EU brands of market integration. In this chapter, the structures of economic governance in this region and their interaction with OBOR are examined from institutional and infrastructural perspectives. It is argued that OBOR is incompatible with current trends of European economic governance. In Ukraine and the 16+1 states, the interplay between Chinese state-controlled entities and oligarchic elites deconstructs formal norms and institutions and reinforces informal structures. Instability in the borderlands increases, while infrastructure investments extend the shadowy character of OBOR-induced practices into the future.

The scope of the chapter is to present a thorough review on the most up to date research and development activities funded by the European Union in the m-health sector and more specifically in the domain of m-Health Innovations for Patient-Centered Care. This review brings to light the latest research directions and trends that are taking place around Europe and the world. The mhealth market is analyzed along with the focusing on the main apps and their classification. Moreover, it presents the trends of the research topics addressed and what are the plans and future activities pushed. The obstacles faced, the pros and cons and the proposed actions, and their match to real life situations are also discussed. The chapter concludes on the current trends and the potential market on m-health solutions and innovations and how they are trying to address the global need for patient-centered care.

The increasing prices of energy and the drive to reduce the emission of greenhouse gases into the atmosphere observed in the recent years have contributed to the intensive development of research on how to reduce the energy consumption of buildings. The confirmations of the current trends are the formal and legal regulations of the European Union that require the buildings to be passive and “zero-energy” in the near future. The introduction of new elements helping one to save energy in the structure of a building requires their formal verification and the confirmation of their safety, effectiveness, and parameters crucial from the point of their application in residential buildings and offices. The authors present an original prototype of an innovative device and a methodology of conducting studies on air-handling units with heat recuperation used in passive and energy-saving buildings. They also discuss the structure and the modus operandi of the system that reconstructs the actual operating conditions of a tested object. The system was used for tests on the tightness of several air-handling units, which also aimed at the verification of their thermal efficiency and the effectiveness of the recuperation of humidity. Air-handling unit tests came from different manufacturers, and they all had the function of heat recuperation. The authors present the results of their investigations that enabled the assessment of the safety of the objects tested, and they also facilitated the comparison of their performance parameters deciding on the energy effect. The tests also formed the foundation for the verification of the developed research system.

Hereby paper is dedicated to the issue of Brexit in the context of liberal theory of international relations, mainly by adoption of the qualitative method of textual examination of selected works, devoted to the abovementioned paradigm. The hypothesis of this article is a statement that liberal approach has a limited applicability to description of community disintegration mechanisms, including Brexit as their unquestionable syndrome. Existing theories of European integration, of which liberalism is one of the most influential theoretical schemes, reveal several malfunctions in exploration of Union’s decomposition processes, however, on the other hand, some of their specific components still remain valid. The above issue exposes a demand for investigating new tools and researching methods to scrutinize current trends in the European Union that would allow to review the present state of this organization in a more adequate manner.

The article deals with the issues of employment of economically active population. For the period 2011–2017 the dynamics of the number of employed population is analyzed. The current trends in employment in the countries of the European Union are odserved. The reasons for reducing the number of employed are found. The quantitative parameters of labor potential of Ukraine are calculated as well as the features of regional employment are analyzed.
