Objective: to estimate the hazard of radiation safety to the population and the environment in the Republic of Belarus analyzing the information about discovered orphan sources of ionizing radiation over 2003-2015. Material and methods. The work describes the method of cluster analysis, which made it possible to systematize and analyze the operative information of the Ministry for Emergency Situations of the Republic of Belarus about orphan sources of ionizing radiation in the territory of the country. Results. It has been found out that 55 % of all the episodes of local radiation pollution of the environment happened in the city of Minsk and Minsk region, out of them 61 % - at economic entities. We have performed the assessment of hazards of point and areal radiation pollution of the environment.

Introduction. The important factors affecting health and performance of young people are the conditions of education, in particular, a comfortable microclimate in the classrooms of higher educational institutions. Materials and methods. In view of the urgency of this problem, an analysis was made of the microclimate parameters of educational organizations of different profiles (Ufa city, the Republic of Bashkortostan). 294 classrooms were studied in 22 buildings of 4 leading universities in Ufa. A total of 3,822 measurements were taken to determine the parameters of the microclimate. The analysis of ionizing radiation in the aerial environment of classrooms. There was performed determination of radon and its affiliated products content. In order to assess the conditions and lifestyle of students of 4 higher educational institutions of the city of Ufa, we conducted an anonymous survey of 1,820 students of I and IV years of education. Results. The average temperature in the classrooms of all universities studied was 23.9±0.09 C. The average relative humidity in all classrooms was 34.2 ± 0.42%. Analysis of ionizing radiation (radon and its daughter products decay) in the aerial environment of the classrooms and sports halls located in the basement determined that the average annual equivalent equilibrium volumetric activity of the radon daughter products (EROA ± Δ222Rn) ranged from 28 ± 14 to 69 ± 34.5 meter, which meets the requirements established by SanPiN. Conclusion. The hygienic assessment of the microclimate parameters of educational institutions of various profile revealed a number of deviations from the regulated norms. The results indicate the need to control the parameters of the microclimate, both from the administration of universities, and from the professors. According to the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

The article deals with a detailed analysis of measures taken in the territory of the city of Kraljevo during the state of emergency in the Republic of Serbia (March 15- May 6, 2020) caused by the epidemic of COVID-19 virus, as well as the achieved results. The greatest success was achieved in the field of prevention, where the City Emergency Headquarters played the crucial role by focusing on the Plan for Prevention and Treatment in Case of Epidemics-Pandemics, adopted at the City Council session held on March 26, 2020. This is the first document concerning prevention and treatment from infection with the COVID-19 virus, which was adopted by a local self-government unit in Serbia. In addition to the basic ones, the activities of the City Headquarters are also researched in two special dimensions: 1) vertical, which concerns the coordination of activities with the competent republic institutions; 2) horizontal, which refers to professional and material assistance to other local self-government units through the Standing Conference of Towns and Municipalities. The author concludes that several interrelated factors were of crucial importance in the prevention and reduction of the possibility of contracting the COVID-19 virus in the territory of the city of Kraljevo: 1) the document Plan for Prevention and Treatment in Case of Epidemics-Pandemics; as a type of legal basis for the functioning of the City Headquarters for Emergency Situations 2) the work method of the City Headquarters for Emergency Situations, which timely and strategically directed the activities of all entities involved in the prevention of the spread of the virus; 3) coordination of activities of the City Headquarters for Emergency Situations with republic institutions and harmonization of actions with measures of the Government of the Republic of Serbia; 4) consistent and continuous work of the The Emergency Situations City Headquarters on the maximum engagement of the capacities of all city services and republic bodies on the territory of the city of Kraljevo in the function of preventing the spread of COVID-19 virus infection.

A brief description of information system for nuclear material accounting developed for the national regulator in the field of nuclear and radiation safety - the Department for Nuclear and Radiation Safety of the Ministry of Emergency Situations of the Republic of Belarus (Gosatomnadzor) is given. The information system is a part of the Intellectual information system of a Gosatomnadzor employee to ensure control (supervision) in the field of nuclear and radiation safety. It is developed on the basis of free software. The system has been implemented in Gosatomnadzor and at present in the Republic of Belarus all nuclear material accounting with reporting to the IAEA is carried out with its help. The system, in full compliance with the IAEA requirements, provides automatic generation with all the necessary calculations based on the input data of the following reporting documents: physical inventory listing, inventory change report, material balance report, textual report, General Ledger. All reports are fully consistent each with other. An efficient mechanism has been developed for importing and exporting data from / to the system according to formats of fixed and labelled Code 10 required by the IAEA. All logs of the system describing reports contain a field “IAEA approved” (yes / no). If it set to “yes”, they are closed for editing and correction. A special tool has been developed for making adjustments to these documents in accordance with the IAEA rules. The system contains fully completed reference books (small journals referenced by all major journals in the database) with the necessary reference data in accordance with Code 10. The information system meets all the IAEA requirements for such systems of national regulators in the field of accounting, control and supervision of nuclear material. It can be easily translated into other languages and adapted for the needs of accounting and control of nuclear material in operating organizations.

The analysis of vulnerability of the urban population from threats of emergency situations of peace and war time, and also an assessment of provision of the city by a road network is given. Proposals have been formulated to reduce the vulnerability of the urban population in the long term and to eliminate traffic congestion and congestion — jams.

Relevance. Characteristics of eruption of secondary teeth is of diagnostic and prognostic interest, is the basis for implementation of targeted therapeutic and preventive measures among children. No research has ever been carried out in Uzbekistan to study an age and gender regional features of secondary teeth eruption. The aim is to determine the timing and symmetry of secondary teeth eruption in children of the city of Tashkent of the Republic of Uzbekistan and comparative assessment with the children of different cities of Russia.Materials and methods. 3,834 children between 3 and 17 years were conducted dental examination. A comparative analysis was made of the initial, intermediate and final periods of eruption of secondary teeth for children of Uzbekistan (Tashkent city) and Russia (Saratov, Izhevsk and Sergach).Results. In Tashkent children of both gender, in most cases, lower teeth were erupted before than their antagonists. In girls, teeth were erupted earlier than their male counterparts. At the initial stage of eruption, asymmetry was more pronounced in boys than in girls, while in the middle and final stages it was more pronounced in the opposite direction. Observed asymmetry of antimere’s teeth were indicated left-handed permanent dentition in boys and right-handed in girls. Children of Tashkent city were observed permanent dentition in one group of teeth 1-16 months earlier, and in others – 1-24 months later than their peers in Russian cities. Revealed differences were more pronounced among boys than among girls. Children in Tashkent differed more from their peers in Sergach and less from those in Izhevsk. Conclusions. Regional peculiarities of permanent dentition in children of Tashkent city and revealed expressed differences with indicators of Russian children are the basis for development of separate age and  gender normative assessment permanent dentition tables for children of Uzbekistan.

Flooding is a dangerous phenomenon, causing emergency situations and causing material damage, capable of damaging health, and even death of people. To reduce the risk and economic damage from flooding, it is necessary to forecast flooding areas. An effective method of forecasting emergency situations due to flooding is the method of remote sensing of the Earth with integration into geoinformation systems. With the help of satellite imagery, a model of flooding was determined based on the example of Tavda, the Sverdlovsk Region. Space images are loaded into the geoinformation system and on their basis a series of thematic layers is created, which contains information about the zones of possible flooding at given water level marks. The determination of the area of flooding is based on the calculation of the availability of maximum water levels at hydrological stations. According to the calculated security data, for each hydrological post, flood zones are constructed by interpolation between pre-calculated flood zones of standard security. The results of the work can be used by the Main Directorate of the Ministry for Emergency Situations of Russia for the Sverdlovsk Region.
