Abstract. In Flanders (Belgium), there is a growing awareness among city administrations and governments to turn their cities into smart cities by transforming their policy decisions into evidence-based and data-driven policymaking. Nonetheless, many Flemish cities still face several challenges related to the integration of data-driven policy evaluation research at different stages of their policy making processes. For that reason, the ‘Smart Retail Dashboard’-project was set up, which aims to develop a dashboard for helping Flemish cities in transforming their retail policies into data-driven policies. This paper reports on the initial findings of this project. The most important finding is the varying degrees of maturity across cities regarding their smart retail policies. This is illustrated by the current state of data-driven policy making in the retail sector in Flanders. Subsequently we provide an overview of the current challenges reported by mature and less mature cities, which range from the cost and the usability of data to the analysis and interpretation of such data. We discuss how a Smart Retail Dashboard could provide answers to these challenges. This discussion helps city administrations to transform their policymaking processes into data-driven processes and dashboard developers to optimise their development processes.

Environmental information plays an important role in remembering events. Information about stable aspects of the environment (here referred to as ‘context’) and the event are combined by the hippocampal system and stored as context-dependent memory. In rodents (such as rats and mice), context-dependent memory is often investigated with the object-in-context task. However, the implementation and interpretation of this task varies considerably across studies. This variation hampers the comparison between studies and - for those who design a new experiment or carry out pilot experiments – the estimation of whether observed behavior is within the expected range. Also, it is currently unclear which of the variables critically influence the outcome of the task. To address these issues, we carried out a preregistered systematic review (PROSPERO CRD42020191340) and provide an up-to-date overview of the animal-, task-, and protocol-related variations in the object-in-context task for rodents. Using a data-driven explorative meta-analysis we next identified critical factors influencing the outcome of this task, such as sex, testbox size and the delay between the learning trials. Based on these observations we provide recommendations to create more consensus in the set-up, procedure and interpretation of the object-in-context task for rodents. This could contribute to a more robust and evidence-based design in future animal experiments.

In this article we bring forward a reflection on how data technology and artificial intelligence can improve the implementation of an evidence-based, data-driven, regulation. We start by arguing in favor of an evidence-base approach to regulation, meaning that policy making should be supported by information on the expected and observed impacts. We reach this position by acknowledging that, on one side, markets fail and public intervention will promote social welfare and economic competitiveness but, on the other, regulation also fails creating implementation and compliance costs. It follows that public intervention has to be supported by a demonstration that benefits will outweigh the costs. In this paper we discuss the challenges presented by this evidence-base regulation and how the new tools from data technologies and artificial intelligence may provide new resources to face those difficulties. We conclude that there is an obvious match between the solutions that these new technologies present and the requirements to “better regulate” and to “regulate better”. In the end, it seems only natural that evidence-base regulation should also be data-driven. Abstract. There is an ever-growing trend to pursue policies based on evidence-based and data-driven program evaluation research. In order to facilitate such evaluation research, electronic dashboards are increasingly used for translating sources of big and unstructured data into low-level summary visualizations understandable by layman policy-makers. In this paper, we report on the dashboard development process for an input-evaluation of new garden streets in the city of Antwerp. During this process, different lessons were learned. First, developers should start from a clearly defined policy question and analysis units in order to optimize the development process. Second, different types of key performance indicators exist, which should also be well-defined in advance so that appropriate data can be collected. Third, a dashboard should not be restricted to purely objective data-analyses but may also include features that facilitate subjective evaluation guided by assumptions and believes of the dashboard-user. These lessons helped us to make the dashboard requirements of Antwerp more concrete. Likewise, they may help other policy supporting dashboard developers to optimize their development processes.

AbstractAThEME is a collaborative research project studying multilingualism in Europe. This 5-year research project was set up with funding from the European Commission, and it runs from March 2014 until March 2019. The main objectives of the project are: (1) to investigate cognitive, linguistic and sociological issues in multilingual Europe, (2) to assess existing public policies and practices within the areas of education and health as well as their impact on multilingualism and (3) to contribute to evidence-based policy making. AThEME uses a range of research methodology and aims to raise awareness of multilingualism among policy makers, health professionals, academics and educators.

Abstract As the economies transform into data-centered, so does the healthcare system. Responding effectively to the current problems by making right decisions and setting up the adjusted policies, either on national or regional level, requires the evidence-based tool. The one developed in Poland is called 'Maps of Health Needs', which states an unbiased source of information to a broad spectrum of stakeholders. The project is the answer to the need of evidence based policy making. The process is based on four steps: firstly, the data on demographics, epidemiology, staff, provided services, infrastructure, etc., are gathered,after that, they are analyzed, using the combination of two fields of expertise: advanced programming and statistics with medical knowledge; the qualitative and quantitative indicators are settled, along with its forecast,subsequently, the conclusions for the system are drawn,finally, the recommendations on actions are set up. First maps were published on 2015. The project is a subject to the constant adjustments, as the maps are upgraded and updated yearly, according to the stakeholders' expectations. Lately the maps for the five most burdening problems have been published in a form of an online app, accompanied by an executive summary. The spectrum of use of the maps is broad, not only for health priorities and health policy. Project's results are also used to review the legitimacy of financing health investments from public funds. Moreover, the planning and monitoring of the system is enhanced. Recent examples include also geographical distribution of linear accelerators and locations for psychiatric centers. Key messages Data is nowadays a key factor in decision making, also in the health system. The tool developed in Poland, called Maps of Health Needs, resulted in some real changes and might be set as an example or inspiration for others.

The use of recovered paper as a raw material for paper production is by far the most economical and ecological strategy for the disposal of waste paper. However, paper production from recovered paper furnish generates a great amount of residues, and the higher the demand requirements for the end product, the higher the amount of rejected material. The reason for this is that the selectivity of the deinking process is limited; therefore, some valuable components are also lost in reject streams. The rejection of usable components affects the economics of recycled paper production. As the cost of waste disposal continues to increase, this issue is becoming more and more severe. This paper summarizes the current state of the resource efficiency in recycled pulp production and provides information on the volumes of rejected streams and the usable material within them. Various means to use these reject streams are also discussed, including the main findings of a recent thesis by the main author. This review summarizes current internal and external use of reject streams generated in the deinking operations.

The focus of modern project management is increasingly shifting from the management of individual projects to the management of strategic project-oriented development of organizations. Now there is a need to pay more attention to project management as a universal tool for the development of systems at any level. The aim of the article is to study the processes of organization adaptation to constant changes through a synergetic portfolio of projects based on a strategic plan for the development and evolution of the organization. The spiral movement of systems development for studying development processes is considered: the process of transition of an organization from one stable state to another, the process of radical changes that accompanies innovation, as well as the processes of growth and development of crisis phenomena. The methodological principles of the organization evolutionary development management through the implementation of portfolio using its methods and tools are considered. It is proposed to manage the organization evolutionary development by building actions in the form of a synergistic portfolio of appropriate projects content, in order to increase the value of the entire portfolio of projects over the value of individual projects. The synergetic portfolio of projects is seen as a tool for a harmonious transition to the desired evolutionary state, by preserving the internal integrity of the organization and ensuring its sustainability. A mathematical model for estimating the desired properties and relations of the organizational synergetic portfolio of projects is proposed, which allows to determine and minimize the magnitude of the evolutionary goals inconsistency and to stabilize the current state of organization. It is determined that the two main tasks of any organization - external adaptation and internal integration - constantly push the organization to evolutionary development. The article proposes the author's approach to managing the organization evolutionary development through a portfolio of projects identifies indicators of adaptation of the organization to changes in the environment, defines the conditions for maintaining the integrity of the organization in the process of organizational changes.

There are thousands of mobile apps delivering information and offering support and intervention in situations of daily life. The aim of this study was to identify the current state of apps for depressive symptoms or prevention of depression within the official Android and iOS app stores in Japan. The 47 apps for depression available for download from the app stores were evaluated by the App Evaluation Model regarding background information, risk/ privacy and security, evidence, ease of use, and interoperability. Also, we evaluated their primary purpose, technology components, and cognitive-behavioral therapy components. The results suggest that in general few apps have been developed that are evidence-based, secure, and provide the services that users expect. In the future, it will be necessary to develop a framework for developing and disseminating more effective apps. This study is the first review of apps for depression available in Japan and seeks to help create a framework for such apps.
