Abstract. The status quo of the land management and information system in Nepal is a far cry from where the developed world stands. Paper-based system is still the spine of this system which is tedious, less accurate and difficult to store and update. So, there is a need for a digitized system providing country’s land authorities with a powerful tool that creates a unified platform for the creation of an accurate spatial database, timely maintenance and updating of the database in a dynamic web platform. The database including spatial data of land features can be utilized to create a web-based thin-client mapping application which meets the needs of all the stakeholders (government authorities from Survey Offices, Land Revenue Offices, Land Reform Offices, etc.). This paper shows the use of open-source software for the creation of a web mapping system including QGIS, PostGIS extension of PostgreSQL for spatial database, HTML for markup, CSS for styling, JavaScript, Leaflet, Open-Layers for client-side scripting and Geo-Django for backend designing. The developed methodology can be utilised for the preparation of an interactive thin-client web mapping server that enables general users to dynamically view data, zoom, pan and search from the database and obtain land information. The login system enables administrators with various access to upload, verify and edit data along with performing various spatial operations while the super admin is entitled to access to the PostgreSQL database. The major finding is that the use of a thin client application for a land information system is beneficial for all stakeholders. It is also a measure of the performance of land authorities allowing better planning, preparedness, and allocation of resources.

To identify problems in land management and find ways to solve them, the modern structure of organization of rational land use is considered. The analysis of the digitalization of economy in advanced foreign countries is carried out. It has been determined that in order to implement effective land policy, it is necessary to use modern geoinformation technologies, in particular, introduction of digitalization in the field of land relations regulation. It was revealed that in recent years digital technologies have been actively used in agriculture of the republic on the basis of space monitoring, which makes it possible to determine the areas of agricultural crops, species yield, and weediness of fields. The efficiency of land management based on the creation of information system - a unified state cadastre of real estate for the implementation of the State program "Digital Kazakhstan" is shown. In matters of improving land use, it foresees the creation and implementation of a State cadastre of real estate and national spatial data infrastructure. Currently, a pilot project is being carried out to combine two information systems in order to obtain a unified information system for the real estate cadastre. It was concluded that provision of all types of services in accordance with land legislation must be converted into a digital format, thanks to which the public can get free access to information, the necessary services at a distance (without the obligatory attendance at public service centers), as well as in operational mode of obtaining them. For the efficient and rational use of land and work with real estate, a new structure should be created - the Real Estate Management Agency.

The data requirements of e-business applications have been increased over the years. These applications present an environment for acquiring, processing, and sharing data among interested parties. To manage information in such data-intensive application domain, independent enterprise e-business applications have developed their own solutions to information services. However, these solutions are not interoperable with each other, target vastly different systems, and address diverse sets of requirements. They require greater interoperability to enable communication between different systems, so that they can share and utilize each other’s resources. To address these challenges, we discuss principles and experiences for designing and building of a novel enterprise information system. We introduce a novel architecture for a hybrid information service, which provides unification, federation, and interoperability of major Web-based information services. The hybrid information service is designed as an add-on information system, which interacts with the local information services and assembles their metadata instances under one hybrid architecture. It integrates different information services using unification and federation concepts. In this chapter, we summarize the principles and experiences gained in designing and building the semantics, architecture, and implementation for the hybrid information service.

Academic Information System (SIA) or Sistem Information Akademik (SIA) is an information system created to help the process of processing all school civitas data designed to assist the processing of all data of the school community. At  SMA N 1 Palembayan, grades, school civitas biodata, and enrollment of new students still utilize simple applications from Dapodik and Ms. Office applications and archived in the form of paper that causes data to be vulnerable to damage, and lost. In addition, the entire community of schools and the general public is difficult and slow in obtaining school information if at any time needed due to the dissemination of information that is still manual. Therefore, to facilitate schools  in the effective and efficient processing and dissemination of information, a web- based academic information system is needed. This academic information system was developed using PHP programming language with MySql storage media and supported by other programs. The final result of this research is the creation of a web-based academic information system that can present academic and non- academic information to schools easily and quickly for both the school community and the general public.

This article aims to bring on some enlightenment on the specifics of an experimental base formation for the creation of web maps dedicated to the French common youth slang. The relevance of the article is due to the pervasive nature of the French youth's “argotization” over the past two decades. The proposed study is devoted to the specifics of the formation of an experimental base for the creation of French common youth slang web maps, which will allow an illustration of the territorial localization of the slang (argotic) vocabulary. In this context, the authors elaborate preparatory procedures to form the basis for web mapping, namely the multistage processing of “argotographic data”, the inventory of core and peripheral “argotisms” and the verification of the identified linguistic facts under anti-epidemic restrictions on the mobility of scientists. The stages of the youth speech survey, which can be conducted remotely, are described. A review of lexicographic sources for the collection of argotic units is carried out. At the same time, the latest linguistic phenomenon of the French youth common slang (argot commun des jeunes) is briefly examined, and its relationship to the French common slang (argot commun) is described. The material of the study is youth argot lexemes collected from four traditional dictionaries and vocabulary lists of French and Russian eminent slang specialists (“argotologists”), four collaborative digital dictionaries, and two oral linguistic corpora. Youth argotisms are studied from the aspect of frequency parameters and the number of fixations in the argotographic sources. At the stage of collecting and identifying the elements of the common French youth slang vocabulary, several methods were applied: the method of sampling, the continuous sampling method, and the corpus linguistics method, including automated information extraction and the textual searches in large-scale corpora (concordances). At the stage of verification of the collected lexemes for their attribution to the French common youth slang, multiple crossed procedures were used: questionnaires, interviews, introspection, and “the initiated to the initiated” one. The present study was carried out in an experimental way, which, in turn, is applied in the research field on an actively developing social dialect.

Managers are increasingly confronting the question of how to convey electronic information to e-commerce users in a manner that permits individuals to resolve information search related problems more easily. Information service quality and the associated performance outcomes are challenging to manage during Web-based interactions, primarily because such settings involve several features (i.e., less tangible contact, more uncertainty, differing feedback loops between business and consumers) not found in more traditional exchanges. To capture a broader view of the quality of information offerings in ecommerce settings, the model tested in this study compares the DeLone and McLean (2003) framework, one that includes use as an outcome measure, with a model suggested by Landrum and Prybutok (2004), one that features usefulness as its outcome measure. A random sample of Army Corp of Engineers library customers was performed at two library sites with the Corps. Theoretical and applied implications are developed and discussed.

Highway network is the most important transportation facility, informatization is the effictive method to improve the management level of highway network. With GIS, highway network spatial database was built, the process include set the spatial mathmetics foundation, design the structure of database, process the spatial data, build the topological relation and process the property data. And two example of the highway network spatial database application was provided, one is spatial analysis, and the other is traffic information service on internet.

This study aims to design, design, and test information service ased on SMS gateway so that it can help the SAMSAT Padang in improving services on motor vehicle tax collection process. The design of the system to be built, consist of table design, input design, and output design. Tests conducted using test data. The result of this research is the creation of an SMS gateway information system prototype that can provide information to SAMSAT Padang and owner of motor vehicle concerning their vehicle tax obligation.

Geographic Information System (GIS) is a tool used for capture, storage, manipulation, query and presentation of spatial data that have applicability in diverse fields. Web GIS has put GIS on Web, that made it available to common public which was earlier used by few elite users. In the present paper, development of Web GIS frameworks has been explained that provide the requisite knowledge for creating Web based GIS applications. Open Source Software (OSS) have been used to develop two Web GIS frameworks. In first Web GIS framework, WAMP server, ALOV, Quantum GIS and MySQL have been used while in second Web GIS framework, Apache Tomcat server, GeoServer, Quantum GIS, PostgreSQL and PostGIS have been used. These two Web GIS frameworks have been critically compared to bring out the suitability of each for a particular application as well as their performance. This will assist users in selecting the most suitable one for a particular Web GIS application.

The complexity of modern urban environments and civil demands for fast, reliable and affordable decision-making requires not only a 3D Land Information System, which tends to replace traditional 2D LIS architectures, but also the need to address the time and scale parameters, that is, the 3D geometry of buildings in various time instances (4<sup>th</sup> dimension) at various levels of detail (LoDs - 5<sup>th</sup> dimension). This paper describes and proposes solutions for technical aspects that need to be addressed for the 5D modelling pipeline. Such solutions include the creation of a 3D model, the application of a selective modelling procedure between various time instances and at various LoDs, enriched with cadastral and other spatial data, and a procedural modelling approach for the representation of the inner parts of the buildings. The methodology is based on automatic change detection algorithms for spatial-temporal analysis of the changes that took place in subsequent time periods, using dense image matching and structure from motion algorithms. The selective modelling approach allows a detailed modelling only for the areas where spatial changes are detected. The procedural modelling techniques use programming languages for the textual semantic description of a building; they require the modeller to describe its part-to-whole relationships. Finally, a 5D viewer is developed, in order to tackle existing limitations that accompany the use of global systems, such as the Google Earth or the Google Maps, as visualization software. An application based on the proposed methodology in an urban area is presented and it provides satisfactory results.
