Determinants of Public Service Career Choice in Developing Countries

This study examines factors influencing public service career choice in developing countries through case studies and a survey. Based on the results of these case studies and survey, I conclude that job security, public service motivation, social recognition and status, and the opportunity for career development are important determinants in why individuals in developing countries choose a public service career. Bureaucratic power and family-related factors also play a role and reflect the high power distance and collectivist culture of developing countries.

The aims of this study were to identify particular cases where area development has not sufficiently taken into account the carrying capacity, and more generally, to identify saturation and capacity overload problems in tourist destinations. Incorporating a series of specific case studies, the study will recall factors and practices which have produced these situations of saturation or overload, with a view to setting forth a basis for a tourist policy in this area. This study focuses in particular on new or planned tourist destinations in developing countries.

The study seeks to examine the influence of environmental-related factors among middle managers in Malaysian government organization. Specifically, this study seeks to determine the influence of subjective norms and social influence in public organizations on acceptance of change. Present study employed cross-sectional survey involving a sample of 400 Administrative and Diplomatic Officers (ADO) in Malaysian Public Service organizations. The findings highlighted that middle managers’ subjective norms in this study were significant in influencing acceptance of change but are not affected by their social pressure when changes are implemented. Practically, this investigation proffers essential effort in understanding the acceptance of change of middle managers in public service organizations. This study suggests ADO as change agents should be well informed and consulted to create social pressure among them to act in supportive ways of implementing planned change Theoretically, the results of this study append to the literature and to a certain extent provide better explanation of Theory of Reasoned Action and Social Cognitive Theory in the context of acceptance of change. The population of this study involved ADO as middle managers in Malaysian Public Service organizations thus the results cannot be generalized to other level of employees in public sector as well as private service organizations. A comparative study involving both public and private service organizations would be worth studying in future.

With their massiveness and openness, Moocs have become one of the most widespread and influential online learning forms, which leads to the fact that more and more designers with different cultural backgrounds are getting involved in the course design. As a result, the Mooc design such as the styles of the organization and presentation may correspondingly be influenced by cultural values of the designers, and then become barriers for learners. In order to locate the cultural influence reflected in the Mooc design in China, the introductory videos of three courses published on Coursera, which are designed by three well-known universities in China, are sampled for analysis from the aspects of power distance, individualism/collectivism and masculinity/femininity within the framework of Hofstede’s cultural dimensions. The findings indicate that the cultural features of the high-power distance, collectivism and femininity have shown their influence on the designing of these courses.

Urban poverty areas (UPA) in the main cities of the emerging and developing countries are representing the product of a chaotic urban-isation process. This process started through the recent decades as a result of the economic reform in many Emerging countries, mainly in Asia, South America, and some cases in Africa such as Egypt and South Africa. Under the umbrella of the term UPA, there are many other terms such as slums, shantytowns and informal urbanism. In this study, the focus is on a special case of UPA which exist in the main cities of the emerging countries and some cases of developing countries. These UPA have some of the slums characteristics, which indicate the low quality of the urban life such as the pollution of the urban environment, the high density of built up area and the lack of social spaces. However, these areas mainly consist of permanent buildings which were built in most cases by the dwellers themselves due to their basic socio-economic needs, also in most of the cases the basic infrastructure are available. The study hypothesis is discussing the possibility of enhancing the quality of urban life in those UPA through a strategy of integral mul-ti approaches based on the potential opportunities of public spaces. In other words, the key to a successful strategy is “integration”, meaning that all approaches, policies, and projects are considered in relation to one another. This includes the using of new approaches such as green infrastructure (GI) through an integration framework with the other prevalent urban approaches such as participatory, towards innova-tively interactive urban communities. An analytical comparative study was done based on qualitative methods by studying various case studies of UPA in main cities of emerging and developing countries that were up-graded through a strategy of integral multi approaches. These rely on the public spaces as a medium for change, as well the using of quantitative and qualitative methods through actual case studies. The results represent lessons from practice. Based on actual cases, the cumulative urban experiences through various selected cases of upgrading UPA showed that the success depends on the using of an integral approach (multi-disciplinary) that relies on livable innovative public spaces. The new approaches such as GI cannot stand alone, but the strategies can be efficient by using integral an multi approach strategy. The cases also showed that public spaces in UPA are cen-ters of the daily socioeconomic activities, which is why these areas can act as arenas for change, towards better quality of urban life.
