The purpose of this paper is to assess the extent of relevance of the federal character as a national policy in recruitment into the Nigerian federal civil service and probe whether or not the level of application of merit supersedes the application of ecological considerations in recruitment into the service. It utilizes quantitative and qualitative data collection to espouse its theme. The paper finds that there are personnel problems connected with poor application of federal character policy in recruitment into the civil service and this affects the quality of entrants. It recommends strict application of merit standard to attract best workers while implementing federal character policy through proven certification of state of applicants. The paper notes that the Nigerian federal character policy is one that places premium on state representation in governance and bureaucracy and a strategy for national integration. However, there must be predominant application of merit in recruitment.

Abstract Background Qualitative data are crucial for capturing implementation processes, and thus necessary for understanding implementation trial outcomes. Typical methods for capturing such data include observations, focus groups, and interviews. Yet little consideration has been given to how such methods create interactions between researchers and study participants, which may affect participants’ engagement, and thus implementation activities and study outcomes. In the context of a clinical trial, we assessed whether and how ongoing telephone check-ins to collect data about implementation activities impacted the quality of collected data, and participants’ engagement in study activities. Methods Researchers conducted regular phone check-ins with clinic staff serving as implementers in an implementation study. Approximately 1 year into this trial, 19 of these study implementers were queried about the impact of these calls on study engagement and implementation activities. The two researchers who collected implementation process data through phone check-ins with the study implementers were also interviewed about their perceptions of the impact of the check-ins. Results Study implementers’ assessment of the check-ins’ impact fell into three categories: (1) the check-ins had no effect on implementation activities, (2) the check-ins served as a reminder about study participation (without relating a clear impact on implementation activities), and (3) the check-ins caused changes in implementation activities. The researchers similarly perceived that the phone check-ins served as reminders and encouraged some implementers’ engagement in implementation activities; their ongoing nature also created personal connections with study implementers that may have impacted implementation activities. Among some study implementers, anticipation of the check-in calls also improved their ability to recount implementation activities and positively affected quality of the data collected. Conclusion These results illustrate the potential impact of qualitative data collection on implementation activities during implementation science trials. Mitigating such effects may prove challenging, but acknowledging these consequences—or even embracing them, perhaps by designing data collection methods as implementation strategies—could enhance scientific rigor. This work is presented to stimulate debate about the complexities involved in capturing data on implementation processes using common qualitative data collection methods. In carrying out qualitative studies, the important issue is the quality of data collected, which is dependent on the mode of data collection used. The interview is one of the data collection techniques for qualitative researchers. Distinct from other methods, interviews have unique features that make them superior. As such, the current study explores relevant issues that are linked to interviews, especially aspects that make them central to qualitative data collection. Besides the historical appeal, the discussion covers the advantages a researcher experiences while using interviews to collect data. They require a personal commitment of both the participant and researcher. Significantly, time and resource allocation are also required. With the emerging technology, implementation of the interview process is becoming flexible thus moving away from the rigid face to face mode. Besides their strengths, there are also challenges and ethical dilemmas that are linked to interviews. As a perfect qualitative data collection method, researchers have professional issues that they have a deal with throughout the process. The link between all these issues is the subject area of the current discussion, which tackles each factor separately.

<p>The purpose of this research is to know the process of teacher recruitment to improve the quality of Madrasah Aliyah Negeri Insan Cendikia Jambi. The method used descriptively qualitative. Data  collection used observation, interview, and document study. The result of the research showed that the process of teacher recruitment whice conducted was good. The recruitment activity was began by planning of teacher need that was by analyzing the present teacher need, the announcement of teacher vacancy, the requirement that should be acquired by teacher candidate, using some test in selection section, and deciding teacher<br />acceptance. Researchers suggested the teacher recruitment activity at MAN Insan Cendikia Jambi should be kept, or improved if possible. Especially in the vacancy announcement extended teacher and files relating to the recruitment of teachers should be archived.</p><p><strong>Abstrak</strong></p><p>Tujuan penelitian ini adalah untuk mengetahui proses rekrutmen tenaga pendidik dalam peningkatan mutu Madrasah Aliyah Negeri Insan Cendikia Jambi. Metode yang digunakan deskiptif kualitatif. Teknik pengumpulan data menggunakan observasi, wawancara dan studi dokumen. Hasil penelitian menunjukan bahwa proses rekrutmen guru yang dilakukan sudah baik. Kegiatan rekrutmen ini diawali<br />dengan perencanaan kebutuhan guru, pengumuman adanya lowongan guru, persyaratan yang harus dipenuhi calon guru, seleksi dengan berbagai tes, dan penentuan penerimaan guru. Peneliti menyarankan agar kegiatan rekrutmen tenaga pendidik pada MAN Insan Cendekia Jambi di pertahankan, bila perlu ditingkatkan agar lebih baik lagi. This research aimed at exploring the management of administration in MTs Negeri Padang Panjang in upgrading the Madrasah quality. This research was qualitative. Data collection used documentation study and in-depth intervie. The results obtained indicate that the management of administration in MTs Negeri Padang Panjang was run well in upgrading the quality of Madrasah. The quality of management administration was seen from the administration of students’ recruitment, curriculum, educators and staff, and counseling. This research implicates to supervisors and Madrasah in West Sumatera to learn the management of administration in MTs Negeri Padang Panjang in upgrading the Madrasah quality.

One important element in the implementation of education is the principal, who has the task of supervising and fostering the pattern of ongoing teaching activities, for example supervising all teachers in schools to help improve the quality of learning and the performance of a teacher. Often teachers experience various obstacles, which can arise from various factors so that the learning process is less than optimal. Therefore, the principal needs to provide academic supervision to help develop teacher competence and professionalism. The purpose of this study was to determine how the principal's academic supervision of science teachers at SMP Negeri 20 Kupang and the constraints in implementing academic supervision. The approach used is qualitative. Data collection techniques are observation, interviews, documentation, and questionnaires. The data were analyzed using the stages of data reduction, data presentation, and conclusion drawing. The results showed that the implementation of the principal's academic supervision of the teacher had been carried out well, the principal had planned by preparing the supervision instrument and informing the schedule of supervision, the implementation of supervision using various techniques and principles. Evaluation and follow-up of academic supervision are carried out by discussing the results of supervision with the teacher, the school also holding workshops/training to improve and improve the quality of teachers in carrying out their duties at school. the implementation of academic supervision experiences obstacles that arise from the teacher, namely the lack of preparation of learning devices, the teacher does not master the material during the learning process and the teacher does not master the class, where it seems that students are difficult to control in the learning process.

This study aims to analyze visitor loyalty based on service quality and visitor satisfaction in the Library of City X. The approach of this study is descriptive qualitative. Data collection techniques using observation, interviews and documentation on visitors and library employees. The results show that the loyalty of visitors in Library X is quite good, but the quality of service and satisfaction of visitors is not yet in accordance with the visitors expectation. The Library and Archives Office of City X needs to improve the quality of services and facilities that will make visitors loyal and satisfied.

PurposeThe purpose of this paper is to discuss how fieldwork impacted the author's own and one participant's positioning; the author's reflexivity, experiences and feelings of alterity; the participant's performances and conversations between the author and participant.Design/methodology/approachThe author uses a confessional tale to describe the time spent with the participant and confesses how it impacted on the author as the researcher. The author examines her biases, feelings, and vulnerabilities, and explores some of the methodological and positioning issues with which she struggled.FindingsThe author ponders on what she learned while being in such close quarters with a participant and discusses what she should keep in mind about herself as the researcher during subsequent data collection forays. Researchers should know themselves well before attempting such closeness because when we are researchers, we can’t change who we are as people.Originality/valueIt is believed that the extreme researcher/participant closeness was unique but was, at the same time, an extremely useful form of data collection.

Wasl al-Fiqh bi al-Hadith integrates jurisprudence and hadith so that it enables fiqh experts to rely on hadith in formulating their rulings while hadith experts can derive a more accurate interpretation. Among others, this concept is applied at Aceh traditional dayah as the oldest Islamic educational institution in the Malay Archipelago which Acehness put their respect as the reference in Islamic rulings and teaching. This field study took place at Dayah Mudi Mesra, Samalanga, Aceh, due to its long-established reputation and great influence among Acehnese. The study aims to shed some light on the concept of wasl al-Fiqh bi al-Hadith according to some Islamic scholars, analyze the concept as perceived by the traditional Dayah of Aceh, and portray the polemic on Friday prayer ritual as prescribed by the traditional Dayah. The study employs qualitative data collection instruments consisting of library data, interviews, observations, and documentation. Inductive, deductive, and comparative methods were used for data analysis. The study found that implementation of this concept at the Dayah has been synonymous with the exclusive adoption of Shafi’i school as it heavily relies on several Shafi’i books or opinions of Shafi’i scholars as primary references.(Wasl al-Fiqh bi al-Hadith memadukan kajian fiqh dan hadis sehingga ahli fiqh dapat berpedoman kepada hadis dalam merumuskan aturan-aturan hukum sementara ahli hadis dapat mengetahui makna sebuah hadis dengan lebih akurat. Konsep ini salah satunya diterapkan di Dayah Tradisional Aceh, sebuah lembaga kajian Islam tertua di Kepulauan Melayu yang disegani dan menjadi rujukan dalam hal aturan serta ajaran Islam di masyarakat setempat. Kajian ini merupakan studi lapangan yang bertempat di Dayah Mudi Mesra Samalanga Aceh karena pengaruhnya yang sudah lama dan berakar kuat bagi masyarakat Aceh. Ia bertujuan mendalami konsep wasl al-fiqh bi al-hadith menurut para cendekiawan Muslim, mengkaji pemahaman akan konsep wasl al-fiqh bi al-hadith di kalangan Dayah tersebut dan memotret polemik soal pelaksanaan Salat Jumat di dalamnya. Kajian ini merupakan studi kualitatif dengan pengumpulan data secara pustaka, wawancara, observasi, dan dokumentasi. Sementara itu, analisis data dilakukan secara induktif, deduktif, dan komparatif. Hasil penelitian ini menunjukkan bahwa implementasi konsep tersebut sebenarnya tidak lebih dari adopsi eksklusif terhadap madzhab Syafi’i karena ketergantungan yang demikian kuat pada buku-buku madzhab Syafi’i serta pandangan ulama-ulama Syafi’iyyah sebagai referensi utama)

ABSTRACTLibraries have an important role in the field of education, for research purposes, preservation of information resources and recreation areas. Libraries also have a role in increasing the intelligence and empowerment of the nation, as a human person who always wants to advance and the development of institutions that are increasingly experiencing intense competition. This study seeks to see the role of the library in improving the quality of elementary schools at SDIT Salsabila 2 Klaseman, both with regard to student achievement and the progress of the institution. The type of research used is descriptive qualitative, data collection is done by looking directly at the object of research (direct observation) interviews and documentation. The results of this study indicate that libraries have an important role in improving the quality of elementary schools such as the development of library facilities; there is a special room, a growing collection of books, modern service systems, air-conditioned room facilities, computers and LCD projectors are available and also supports children's achievements in winning several championships including in the PAI quiz competition and the MIPA OlympiadKeywords: Quality Improvement of Elementary Schools: The Role of Libraries
