TO THE QUESTION ABOUT THE MAIN DIRECTIONS OF THE STATE POLICY IN THE FIELD OF PROVIDING ROAD SAFETY

В статье рассматриваются основные направления государственной политики в области обеспечения БДД, которая реализуется на основе положений нормативных актов, стратегических и программных документов. Представлен анализ «Стратегии безопасности дорожного движения на 2018-2024 годы», как реализации приоритетных направлений государственной политики в области обеспечения БДД. Акцентируется внимание на том, что Федеральная целевая программа «Повышение безопасности дорожного движения в 2013–2020 годах» прекратила свое действие, а новая до сих пор не принята, в результате с начала 2021 г. на федеральном уровне обеспечения БДД в плане реализации программных мероприятий наблюдается некий вакуум, который необходимо ликвидировать путем принятия новой федеральной целевой программы обеспечения БДД, так как это имеет критическую важность для повышения безопасности участников дорожного движения. Сделан вывод, что в современных условиях требуется проведение концептуально единой государственной политики в области обеспечения БДД, основанной на функциональном взаимодействии различных органов власти, при участии граждан и институтов гражданского общества. The article considers the main directions of the state policy in the field of ensuring BDD, which is implemented on the basis of the provisions of normative acts, strategic and program documents. The analysis of the "Road Safety Strategy for 2018-2024" as the implementation of the priority directions of the state policy in the field of road safety is presented. Attention is focused on the fact that the Federal Target Program "Improving road safety in 2013-2020" has ceased to operate, and the new one has not yet been adopted, as a result, since the beginning of 2021. at the federal level of road safety, there is a certain vacuum in the implementation of program measures, which must be eliminated by the adoption of a new federal target program for road safety, as this is of critical importance for improving the safety of road users. It is concluded that in modern conditions it is necessary to carry out a conceptually unified state policy in the field of ensuring road safety, based on the functional interaction of various authorities, with the participation of citizens and civil society institutions.

This article analyzes the relationship and influence of factors such as the population, the level of motorization, economic development, and the state of the state road network on the state of the risk of road accidents, including the level of mortality and road injuries, as well as the relevance of improving methods for assessing, managing and predicting the risk of accidents in road traffic. National indicators of the level of road deaths and injuries in different countries were studied. The relationship between road accidents and the level of motorization, income of the population, the state of the road network, and other indicators were revealed. The urgency of the problem of road accidents and the organization of measures to reduce the level of road accidents is emphasized. It also takes into account the special importance of forming conceptually new approaches to the task of improving the efficiency of public administration in the field of organization and maintenance of road traffic through the implementation of the Concept of Road Safety in the Republic of Uzbekistan for the period 2018-2022, which includes the following main directions: further improvement of the regulatory framework in the field of road safety, including significant strengthening of responsibility for gross violations of traffic rules; comprehensive improvement of road infrastructure, improving the quality of roads, creating reliable conditions for the safe movement of vehicles; improving the legal culture, the necessary knowledge, and skills of road users, strengthening their discipline.

The key role in the implementation of the state transport strategy is played by the development of transport infrastructure, the most important component of which is the road network. The compliance of highways with the requirements of modern traffic flows determines not only the efficiency of industry and agriculture, but also ensuring the proper standard of living of people and the state defense capability. Problems of efficient functioning of public roads, urban roads and streets of Ukraine are outlined. The main provisions for the road safety audit are outlined. Road safety audits are proven to be one of the most effective engineering tools that affect road safety. The main benefit of road safety audit is the detailed assessment of the road safety design solutions at all stages of design. The purpose of a road safety audit is to answer the following questions: - what road elements could pose a threat to road users: to what extent, to what road users and under what circumstances; - what opportunities exist to eliminate or reduce the impact of identified threats on traffic safety. The earlier an audit is carried out in the design and construction processes, the better and more useful the results are. Carrying out an audit in the early stages can help eliminate problems early and, as a consequence, minimize the time and cost of redesigning in the subsequent stages. In addition, it should be noted that conducting an audit leads to intensive negotiations between the auditors, the customer and the designer. Such negotiations are useful for raising awareness of all stakeholders, as well as for improving day-to-day work, design procedures and will be useful for updating building standards or norms. The questions of improvement of methods of calculation of safe speed of movement, development of algorithms of multivariate analysis of conditions of movement, identification of potentially dangerous sites and identification of causes of danger are considered. A mechanism is provided that can significantly accelerate such an audit, effectively utilize human, time and financial resources. Every year we lose many young road users in road traffic accidents. Based on traffic accident data issued by the Indonesian National Police in 2017, the number of casualties was highest in the age group 15-19, with 3,496 minor injuries, 400 seriously injured and 535 deaths. This condition is very alarming considering that student as the nation's next generation lose their future due to the accidents. This figure does not include other traffic violations, not having a driver license, not wearing a helmet, driving opposite the direction, those given ticket and verbal reprimand. To reduce traffic accident for young road user, road safety campaigns were organized in many schools in Jakarta. This activity aims to socialize the road safety program to increase road safety awareness among young road users/students including the dissemination of Law No. 22 of 2009 concerning Road Traffic and Transportation. Another purpose of this program is to accompany school administrators to set up a School Safe Zone (ZoSS), a location on particular roads in the school environment that are time-based speed zone to set the speed of the vehicle. The purpose of this paper is to promote the road safety campaigns strategies by considering various campaign tools.

The article discusses the reforms carried out by the road police in the country, the peculiarities of considering appeals of individuals and legal entities to the road safety service, the main tasks of the state road police, the Code of Administrative Responsibility. There are also proposals based on the current traffic rules, based on civil and criminal laws. Itwas concluded that the proposals served the interests of the people

Traffic roads are a core element of GIS and many volunteered systems like openstreetmaps have the goal to make road data publicly available. Road users collecting geographical information and sharing them according some rules are a great opportunity to make our roads a safer place. Traffic accidents are a major cause of death and with increase in urbanization and motorization the risk is expected to rise higher. Research regarding road safety is mostly reactive; sections of the road where a lot of accidents has already happened are investigated and possibly causes are identified and then improved. This means, that people have to die in order to make those road sections safe. The system described in this chapter is a proactive method and can be operated by the community or some responsible authority. The gathered data is also very useful for different research areas like social sciences or civil engineering.

Attention to the most vulnerable road users has grown rapidly over recent decades. The experience gained reveals an important number of fatalities due to accidents in urban branch roads. In this study, an analytical methodology for the calculation of urban branch road safety is proposed. The proposal relies on data collected during road safety inspections; therefore, it can be implemented even when historical data about traffic volume or accidents are not available. It permits us to identify geometric, physical, functional, and transport-related defects, and elements which are causal factors of road accidents, in order to assess the risk of death or serious injuries for users. Traffic volume, average speed, and expected consequences on vulnerable road users in case of an accident allow us to calculate both the level of danger of each homogeneous section which composes the road, and the hazard index of the overall branch. A case study is presented to implement the proposed methodology. The strategy proposed by the authors could have a significant impact on the risk management of urban roads, and could be used in decision-making processes to design safer roads and improve the safety of existing roads.

This paper explores road safety education to prevent pedestrian fatalities in Limpopo Province. Pedestrian safety remains one of the main challenges for road safety authorities as many road users are losing their lives on the road. The inability of both pedestrians and motorists to understand and interpret the rules of the road is a major problem in Limpopo Province. The study utilised quantitative approach. The sample consisted of 195 respondents. Comprises of 15 civil engineering companies, 23 civil society organisations, 52 community members, 51 teachers and 54 traffic police officials. The findings from the study revealed among many others, that 64.1% of respondents agreed that non-involvement of parents in road safety education contribute to pedestrian fatalities; 61% of the respondents agreed that ineffective scholar patrol contribute to pedestrian fatalities; 67.2% of the respondents agreed that lack of professional support in road safety contribute to pedestrian fatalities and 72% of the respondents agreed that limited resources in road safety contribute to pedestrian fatalities. Based on the findings, the author provided, possible recommendations such as; Department of Transport and Education should involve parents/guardians in road safety education; Department of Education should review scholar patrol to ensure that it assist positively in preventing pedestrian fatalities; Traffic authorities should partner with academics to provide road safety policies and strategies; Department of Transport should partner with private sector to provide resources for road safety education in Limpopo Province.

Tunnels are underground passages, placed horizontally, which serve to lead the road through them. In order to fulfill its purpose in road traffic, the tunnel must fit into the traffic infrastructure and as such not create an obstacle in movement and enable the movement of vehicles from entrance to exit without danger, but with increased restriction of freedom of lateral evacuation. Tunnels are among some of the most risky parts of the road network, primarily due to space constraints, where there is a possibility of a traffic accident. Managing the risks associated with the passage of road traffic, and in particular the safety of traffic in tunnels, is a serious problem in many countries. With the growing number of road users, it is necessary to adopt stricter standards regarding road tunnels. In addition to meeting these safety standards, factors such as operational requirements, economic efficiency, energy efficiency and state-of-the-art technology should also be taken into account when planning and equipping tunnels.

Trans Maluku is a national transportation network that links 12 island groups in Maluku Province. Island Group XII is Ambon Island that became PKN of Maluku province. This study aimed to find out ltaw tlte performance of the national road network in Island Group XII of Ambon Island and formulate development strategies. Analysis using quantitative descriptive method and SWOT analysis. 71ze results of the national road network Passo-Galala, Lahthalat- Batu Gantong and Waihaong-Batu Merah indicates that: indicators of accessibility, capacity and integrated quite effectively. Indicators are classified as not effective is Road Safety. The use of tire road network of relatively efficient aspects of tire VCR. Construction of support facilities necessary for the security of road users and an increase in financing the road network.
