Role of FSUE “Atomflot” in the implementation of programs for the rehabilitation of nuclear legacy facilities and in the system of spent nuclear fuel and radioactive waste management in the Murmansk region

The article provides an overview of the FSUE Atomflot activities aimed at improving the infrastructure and production facilities for the management of spent nuclear fuel and radioactive waste at FSUE Atomflot and ensuring nuclear, radiation and environmental safety, both in the Murmansk region and throughout the northwestern region of Russia. Carrying out work within the Federal Target Program “Ensuring nuclear and radiation safety for 2016—2020 and for the period up to 2030” in cooperation with production structures of both Rosatom and other federal and regional departments responsible for the ecological situation in the region also takes an important place.

MAIN RESULTS OF SCIENTIFIC RESEARCH IN THE FRAMEWORK OF THE FEDERAL TARGET PROGRAM «IMPROVING ROAD SAFETY IN 2013-2020» IN THE PART OF EMERCOM OF RUSSIA

В статье представлены основные результаты прикладных научных исследований в рамках выполнения мероприятия «Развитие системы оказания помощи пострадавшим в дорожно-транспортных происшествиях»федеральной целевой программы «Повышение безопасности дорожного движения в 2013-2020 годах» в части МЧС России. The article presents the main results of applied scientific research in the framework of the event "Development of a system for assisting victims of road accidents" of the federal target program "Improving road safety in 2013-2020" in the part of EMERCOM of Russia.

TO THE QUESTION ABOUT THE MAIN DIRECTIONS OF THE STATE POLICY IN THE FIELD OF PROVIDING ROAD SAFETY

В статье рассматриваются основные направления государственной политики в области обеспечения БДД, которая реализуется на основе положений нормативных актов, стратегических и программных документов. Представлен анализ «Стратегии безопасности дорожного движения на 2018-2024 годы», как реализации приоритетных направлений государственной политики в области обеспечения БДД. Акцентируется внимание на том, что Федеральная целевая программа «Повышение безопасности дорожного движения в 2013–2020 годах» прекратила свое действие, а новая до сих пор не принята, в результате с начала 2021 г. на федеральном уровне обеспечения БДД в плане реализации программных мероприятий наблюдается некий вакуум, который необходимо ликвидировать путем принятия новой федеральной целевой программы обеспечения БДД, так как это имеет критическую важность для повышения безопасности участников дорожного движения. Сделан вывод, что в современных условиях требуется проведение концептуально единой государственной политики в области обеспечения БДД, основанной на функциональном взаимодействии различных органов власти, при участии граждан и институтов гражданского общества. The article considers the main directions of the state policy in the field of ensuring BDD, which is implemented on the basis of the provisions of normative acts, strategic and program documents. The analysis of the "Road Safety Strategy for 2018-2024" as the implementation of the priority directions of the state policy in the field of road safety is presented. Attention is focused on the fact that the Federal Target Program "Improving road safety in 2013-2020" has ceased to operate, and the new one has not yet been adopted, as a result, since the beginning of 2021. at the federal level of road safety, there is a certain vacuum in the implementation of program measures, which must be eliminated by the adoption of a new federal target program for road safety, as this is of critical importance for improving the safety of road users. It is concluded that in modern conditions it is necessary to carry out a conceptually unified state policy in the field of ensuring road safety, based on the functional interaction of various authorities, with the participation of citizens and civil society institutions.

The problems of sustainable development of country areas in modern conditions

The article considers the issues of socio-economic development and assessment of socio-economic indicators of country areas in the period of application of the Federal target program "Sustainable development of country areas in 2014-2017 and up to 2020". The measures provided by the state program of the Russian Federation "Integrated development of country areas" are considered and evaluated in this paper as well.

Organization of Judicial Activity in Russia within the Framework of the Federal Target Program in 2013–2020: Problems and Prospects

The paper analyzes the preliminary results of the implementation of the Federal Target Program "Development of the Russian Judicial System in 2013–2020". The author provides specific examples of achievements in the main areas of development of the judicial system. Besides, the author defines some unresolved problems, such as the need to locate federal courts in buildings convenient for the administration of justice, provision of technical means and security means for judges and court staff, digitalization (informatization) of the judicial system, unreasonably long legal proceedings time frames, accommodation for judges and employees of courts and the Judicial Department at the Supreme Court of the Russian Federation. The paper also offers approaches to solving each of the mentioned problems. Based on the results of the 2019 meeting of the Presidium of the Council of Judges of the Russian Federation, the paper outlines the proposals on ways to develop the judicial system in the 3rd decade of the 21st century, and names the main factors for their successful implementation.

Мineral Powders Dispersion Degree Effect on the Properties of the Cementing Alkaline System

This paper presents the results of studies on mineral powders dispersion degree effect on the properties of alkaline cement-water paste where powders are of natural and technogenic origin. The change dependences between the total specific surface area and the duration of grinding have been studied, and the optimal grinding time for raw materials has been revealed. The developed formulations of cementing alkaline binders, with the use of mineral powders and wastes from the cement industry, are distinguished by short setting times and high consumption of alkaline grout to obtain a cement paste of normal density, which requires further research. And the obtained influence patterns of the degree of dispersion on the properties of the "mineral powder - Na2SiO3" binder will make it possible to create strong and durable artificial building composites competing with concretes based on Portland cement. The results presented in this article were obtained within the framework of studies on the implementation of scientific project No. 05. 607.21.0320. Recipes and Properties of Multicomponent Systems "Aspiration Dust - Mineral Powder - Na2SiO3"

The paper presents the results of studies of the effect of the concentration of binder components on the properties of cement alkaline stone. Formulations of clinker-free binders of alkaline activation with the level of filling the system of 20 and 40% have been developed, the properties of the cement paste of the binding binder "aspiration dust - mineral powder - liquid glass" have been studied, the dynamics of a set of strength indicators has been studied, both for bending and compressive forces. The received results allow to estimate uniqueness of properties of a binding binder "a mineral powder - Na2SiO3" and to create new materials on resource saving and energy saving technology. ANALYSIS OF IMPLEMENTATION RESULTS AND THE ROLE OF THE FEDERAL TARGET PROGRAM “ELECTRONIC RUSSIA” IN INCREASING THE EFFICIENCY OF THE ACTIVITIES OF STATE BODIES

В статье представлен анализ специфики формирования федеральных целевых программ, направленных на реализацию государственной структурной политики перехода от традиционных методов и форм к цифровому формату предоставления государственных услуг. Рассматриваются основополагающие принципы, цели и задачи совершенствования государственного и муниципального управления в ходе реализации федеральных целевых программ «Электронная Россия (2002-2010 г.)» и «Информационное общество (2011-2020 годы)». He article presents an analysis of the specifics of the formation of federal target programs aimed at implementing the state structural policy of transition from traditional methods and forms to a digital format for the provision of public services. The fundamental principles, goals and objectives of improving state and municipal management in the course of implementing the federal target programs “Electronic Russia (2002-2010)” and “Information Society (2011-2020)” are considered.

PUBLIC-PRIVATE PARTNERSHIP IN PRESERVATION AND POPULARIZATION OF CULTURAL HERITAGE

Цель статьи - выявить миссию государственно-частного партнерства в вопросе регулирования, убережения и популяризации объектов культурного наследия. Автором раскрыто функциональное назначение государственно-частного партнерства в сфере объектов культурного наследия, рассматриваемого с экономической точки зрения. Рассмотрена федеральная целевая программа и отслежено взаимодействие государства и бизнеса для решения экономических проблем в области сохранения памятников архитектуры. Научная новизна заключается в установлении перечня мер, необходимых к принятию для реализации взаимодействия государства и бизнеса по вопросу сохранения культурного наследия. The purpose of the article is to identify the role of public-private partnership in the regulation, preservation and popularization of cultural heritage objects. The author discloses the functional purpose of public-private partnership in the field of cultural heritage objects, considered from an economic point of view. The article investigates the federal target program and the interaction between the state and business for solving economic problems in the field of preserving architectural monuments. The scientific novelty consists in establishing a list of measures necessary for the adoption of the cooperation between the state and business on the preservation of cultural heritage.
