Профилактика безопасности дорожного движения является фундаментальным критерием снижения уровня аварийности на территории Российской Федерации. Предупреждение административных правонарушений среди неопределенного круга лиц путем применения соразмерного и эффективного наказания гарантирует безопасность участникам процесса. Отсутствие возможности применения надлежащих мер государственного принуждения, соответствующих тенденциям современного общества, не позволяет обеспечить неукоснительное соблюдение принципа неотвратимости наказания или достигнуть поставленных Министерством внутренних дел Российской Федерации целей. Prevention of road safety is a fundamental criterion for reducing the accident rate on the territory of the Russian Federation. The prevention of administrative offenses among an indefinite circle of persons, through the application of proportionate and effective punishment, guarantees the safety of the participants in the process. The lack of the possibility of applying appropriate measures of state coercion, corresponding to modern society, does not allow the Ministry of Internal Affairs of the Russian Federation to ensure strict observance of the principle of inevitability of punishment or to achieve the set goals.

the relevance of the presented research presentation in the form of an article is based on the needs of modern society in the institutions of people's vigilantes, which by their direct participation in the recent past provided significant support to state law enforcement and human rights, as well as a symbol of the unity of society and the state. The article is devoted to the substantiation of the experimental program developed in the course of the dissertation research, which is aimed at improving the efficiency of the process of training people's vigilantes in educational organizations of the Ministry of internal Affairs of Russia on the basis of a practice-oriented approach. The program content has been developed by us based on the analysis of the present problems in the training of national guards in the educational institutions of the Ministry of internal Affairs of the Russian Federation, on the basis of which we aim to further improve the training of representatives of public associations of law enforcement focus, on the basis of educational institutions of Ministry of internal Affairs of Russia, to conduct training of national guards on the basis of Federal law of 02.04.2014 No. 44- Federal law "about participation of citizens in protection of a public order", and The order of the Ministry of internal Affairs of Russia of August 18, 2014 N 696 regulating questions of preparation of national vigilantes to actions in the conditions connected with use of physical force, and first aid to citizens. In our research, we relied on a whole range of research methods, such as interviewing and observation, as well as methods of using independent assessments.

The issues of accessibility and quality of the provision of public services in the field of migration are relevant for every citizen of modern society, as a result of which the improvement of this sphere of activity of the internal affairs bodies of the Russian Federation is one of the most important directions for increasing the efficiency of their functioning. It should be noted that the systematic work of the Ministry of Internal Affairs of Russia to improve the quality of the provision of public services in the field of migration will undoubtedly serve to increase public confidence and support citizens of the agency. In the article, the author considers the main problems in the activities of units on migration of the territorial body of the Ministry of Internal Affairs of Russia at the regional level for the provision of public services, where the electronic queue management system is actively used. Also, the author of the article suggests some solutions that arise in the provision of public services in the field of migration, and identifies possible directions for improving this process.

Every year, tens of thousands of road traffic accidents occur on the territory of Russia, characterized by different accident rates. Some of the most common are road traffic accidents, in the place of which violations of the mandatory requirements for the operational state of highways and railway crossings have been recorded under the conditions of ensuring road safety. The condition of the asphalt concrete road surface affects the grip performance of the vehicle with the road. It is necessary to study the statistics of road traffic accidents in the constituent entities of the Russian Federation located in different road and climatic zones in order to determine the dependence and the degree of influence of the state of the road surface on the number of accidents occurring.
