The Council of Europe’s Gender Equality Strategy 2018-2023, without neglecting the important issue of voluntary and forced migration in the European area and the particular “vulnerability” of migrant women and girls, addresses the protection of the rights of migrant, refugees and asylum-seeking women and girls in the ffth strategic objective by stressing out that “measures need to be taken to ensure that migrant, refugee and asylum-seeking women have access to their human and social rights in relation to individual freedom, employment, housing, health, education, social protection and welfare where applicable; and access to information about their rights and the services available.” In this regard, European experiences after the great migration wave from 2015 have already shown that the full and successful integration of migrant women and girls into European society requires the collaborative work of numerous national and international bodies, governmental and non-governmental sectors, and other relevant institutions and organizations, including libraries that should address special attention “to groups which are often marginalized in culturally diverse societies: minorities, asylum seekers and refugees, residents with a temporary residence permit, migrant workers, and indigenous communities.” (IFLA / UNESCO Multicultural Library Manifesto 2008). In this context, this paper will provide an overview of selected programs and services targeted at migrant women in public libraries in the European area. In conclusion, paper highlights the important role of public libraries in the processes of linguistic and social integration of migrant women, and points out the need for continuous improvement of programs and services designed for migrant women, which should be an integral part of diversifed public library services.

AbstractPublic libraries exist to serve the information needs of communities, meaning their services need to be reflective of those served communities. However, the literature points to under-usage of libraries among indigenous communities in South Africa, and suggests that the perceived irrelevance of libraries could be a contributing factor. The argument made in this article is for the involvement of communities in planning and implementing services, to enhance awareness, relevance and use of libraries. Such involvement would also provide a space for communities to contribute content based on their indigenous knowledge. In this qualitative multiple case study of purposively selected provincial library services in South Africa, data were collected using semi-structured interviews with library heads. The data were coded and categorised according to themes derived from the stated research questions. The findings show a disjuncture between the interpretation and application of the concept of community involvement – a misalignment that has a negative impact on the ability of libraries to provide inclusive services. A framework for community involvement is suggested as a way of enhancing the synergy between community information needs and public library service provision. The proposed framework identifies indigenous communities, libraries and archival institutions as key stakeholders in harnessing indigenous knowledge. It is recommended that a similar study be conducted with community librarians where the nuances of communities can be unveiled, given that the current participants were heads of library services.

Introduction: Individuals’ cultural backgrounds influence their use of societal resources, including those offered in public libraries. Well-established in library research are explorations of the benefits of public library use to new-comer communities, including migrant workers, immigrants, forced migrants, and international students. However, to date no research has been completed on why these communities use particular resources. Methods: The project outlined in this poster concerns international students from non-Western countries in Scotland. Using a mixed methods approach, the study presented will explore why international students from non-Western countries use specific public library resources, and the cultural factors that influence this use. Analyses: Findings will derive from thematic analysis of participant responses in interview and questionnaire data. Conclusion: An understanding of the perceived value of certain resources can assist in the effective tailoring of resources to serve new community members.

It is very important to study public library services available to migrant workers, which have the potential to enrich public library services and promote social equity. After analyzing the present situation and characteristics of migrant workers in China, this article takes the services for migrant workers offered by Hangzhou Public Library as an example and explores the best ways to service migrant workers in public libraries, including how to further break down the obstacles to service, how to expand the mode of service, and how to make a greater effort to optimize the growth environment of migrant workers and promote their integration into urban cultural life in the future.

This article sheds light on the explicit identification and labelling of forced migrant women and girls as vulnerable and the effect this seems to have on their human rights protection under the Convention on the Elimination of Discrimination Against Women (cedaw). The article focuses on the principal international body directly concerned with the human rights of women and girls, the Committee on the Elimination of Discrimination Against Women (cedaw Committee) and combines legal doctrinal analysis with a critical reflection in light of the normative-theoretical notion of universal vulnerability. The notion of universal vulnerability has been suggested to close protection gaps and contribute to a more inclusive human rights framework; yet, the vulnerability label has been criticized as potentially stigmatizing and paternalizing. The article therefore critically assesses whether and to what extent explicit vulnerability references by the cedaw Committee contribute to the protection and/or stigmatization of forced migrant women and girls. The analysis reveals that the vulnerability label adopted by the cedaw Committee is not (yet) entirely in line with the universal vulne-rability notion’s potential for the protection of human rights. Yet, the article suggests that vulnerability references can nevertheless contribute to human rights protection since they help to identify protection priorities and clarify state obligations towards those identified as vulnerable. This positive effect for the protection of human rights is likely to be highest the more attention is being paid to the avoidance of stigmatization.

The Model Standard of Public Libraries as a reference point for education reinvention is analyzed. The main vectors of public libraries activities defined in the Model Standard are considered, along with the desirable professional competences. The ratio of the libraries’ main tasks and functionalities and the professional education is examined.

Information literacy competencies indicate the ability of an individual to apply a certain search strategy of information discovery, to understand its design, to value judgement, and to use it in various contents and contexts. The influence of information literacy competencies plays an important role in enabling information users to meet their information needs and prepares them for lifelong learning. The purpose of this study was to examine the influence of information literacy competencies of users in the Saulsville public library, South Africa. The rationale was a lack of awareness and the inability of the users to find their information needs based on the task and decision at hand. The descriptive survey design adopted for this study made use of a questionnaire to collect data from 1 120 registered members of the Saulsville library. Of the 1 120 registered users being the population for the study, the authors purposively used 10 per cent (112 members) of the population as sample size. The findings revealed that users of the Saulsville public library had limited awareness and competencies of information literacy. The users were exposed to some form of library orientation and the use of library resources during their visit to the library. The findings further indicated that the users’ information literacy competencies were affirmed through the quality of information obtained and the satisfaction of library services rendered by library staff. The study recommends the acquisition of new technologies that could enhance users’ interactive information literacy training in public libraries and formal education settings.

The roles of state and non-state actors in Indian public library development are explored within the context of larger international information policy and development debates.Cet article porte sur les rôles des bibliothèques publiques dans les plans et les schémas globaux du développement national de l'Inde, et plus précisément sur les enjeux de pouvoir et de représentation. While contemporary revisionist narratives frame the public library as a benevolent and neutral community resource, it has existed for over two centuries and has a deeply shaded past. Particularly, public libraries played key roles in projects tied to the industrialist mission of states and the education of select social groups during key historical times. In no uncertain terms, these were inherently racist and colonial projects in which libraries helped proffer socially constructed and politically motivated ideas of race and class. This work draws on relevant and important work in anti-oppression studies, Black studies, critical diversity studies, and Critical Race Theory (CRT) to trouble contemporary revisionist perspectives in public librarianship to show how they further entrench monocultural normativity and structural racism. It also draws on scholarship in anti-racism studies to reimagine possibilities for public librarianship that genuinely reflect its core values of equity and justice.

Purpose – The purpose of this paper is to study how Swedish local politicians perceive the impact of public library digital services on public libraries and to discuss how this can affect the sustainable development of public libraries. Design/methodology/approach – Empirical data were collected through semi-structured interviews with local politicians from 19 different Swedish municipalities. Data were treated to qualitative content analysis and discussed based on the concept of sustainable organization. Findings – According to local politicians, public library digital services may affect public libraries through changes to libraries’ physical spaces, librarians’ tasks and competencies and libraries’ economic situations. Based on these findings, public library digital services can both strengthen and weaken public library sustainability through, for example, increased access and expenditures, the latter of which may threaten public library sustainability. Research limitations/implications – Interviews did not focus specifically on the politicians’ views on public library digital services but dealt generally with their views on public libraries. To identify reasons for variations in views on this topic, follow-up interviews should be done. Data on views from public library managers would also be of use to determine the degree to which they are shared with local politicians. Originality/value – When sustainability and public libraries are discussed, the focus is generally on the library’s contribution to a sustainable society. Here, the focus is instead on the sustainability of the public library itself.

The aim is to investigate how digitisation and in particular e-books have changed relations between private players and public institutions within the Danish book world through a case study of eReolen, a private-public partnership functioning as common platform for public libraries’ lending of e-books in Denmark. Traditional and new models of the book world are discussed as the basis of understanding relations between the players. A new way of analysing the field outlined by literary sociologist, Professor Johan Svedjedal, is adopted. The main conclusions are that the lending of e-books has disrupted the traditional understanding and interaction between the public library system and the commercial book market. In addition, the Danish library system through the partnership has taken on a new function in relation to the commercial market, namely acting as the engine in building a market for Danish e-books.
