Building an Entrepreneurial University in Brazil

This study is part of a broader research project, conducted by the Triple Helix Research Group – Brazil, focusing on university–industry– government linkages in the state of Rio de Janeiro. The case study reported here is that of the Regional University of Volta Redonda: the aim was to develop an understanding of how a regional university can be transformed into an entrepreneurial university, oriented towards assisting regional economic development. A theoretical framework was constructed using existing literature on regional development and the Triple Helix approach. The research objective was to determine the relevance and effects of university–industry collaboration from the perspective of local players. Two surveys were conducted, one with faculty members at the university and the other with representatives of companies located in the region. No cultural barriers to collaboration were revealed on either side of the relationship; and opportunities to improve a relationship that, in the past, has had little influence on economic development in the region were also identified.

The economic and political changes in the world, from the 1970s, changed the political education of the Public Institutions of Higher Education in the world. The direction of these changes was clear: the university approachedthe market and the company and created interaction mechanisms that did not exist. The article therefore reviews the academic literature that interprets the relationship between university and market/company from two perspectives: approaches that positively position of interactions, exposing their motivations, interests and forms of interaction, especially the notions on Knowledge Economy and Entrepreneurial University; approaches that observe this interaction critically and reflectively, exposing the problems of interaction, its negative aspects and the reflection of the true role of the public university from the perspective of Academic Capitalism.

Abstract An effective partnership between industry and the university resulted in the system of design tools for the layout of HVAC systems presented in this paper and illustrated with the design of a heat pump. The system provides tools to assist in the placement of components and routing of tubes between the components. Traditional tubes, tubes that have minimized length and number of bends, and those that are impossible to route in the traditional manner, are generated. The paper provides insight on both the collaborative research interaction and the resulting set of tools.

Purpose The purpose of this paper is to investigate how certain characteristics of the university–industry–government collaboration facilitate knowledge creation and management, hence innovation focusing on particularities of the Brazilian scenario. Design/methodology/approach As a conceptual basis, there are correlations between theories of knowledge management and the Triple Helix, a model referenced to university–industry–government cooperation. The research was conducted through a multiple case study at two National Institutes of Science and Technology (INCTs in Portuguese). Findings The main results show the importance of participation in the INCT program, as it enables the creation of an organizational structure with the coordinator’s leadership, who directs the flow of knowledge among organizations and stimulates innovation. Originality/value The choice of the topic is justified by the lack of studies on the identification and analyses of the main aspects of this type of collaboration in an integrated way.

This article outlines one way in which less research-intensive universities can contribute to entrepreneurship by examining the achievements of several Knowledge Transfer Partnerships (KTPs) in the University of Gloucestershire. The article adopts a qualitative case study approach: four case studies of KTPs at, respectively, Beacons Business Interiors, Dowty Propellers, Energist UK and Muddy Boots Software (all of which have operating bases within 40 miles of the University) are researched and analysed. The findings reveal that these four KTPs delivered various benefits for the companies, the University and the staff directly involved in the projects, and more generally that the KTPs successfully met their initial aims. The authors identify a number of challenges involved in maximizinig the benefits of KTP activity in the University and suggest how KTPs can actively foster the development of an entrepreneurial university. This article is an accessible review of KTP initiatives in the University of Gloucestershire and as such will interest academics and business practitioners who are looking to develop university–industry partnerships. It also offers reflections on how a programme of KTPs can advance entrepreneurial development and support Growth Hub initiatives.

The Triple Helix framework focuses attention on institutional interactions within innovation systems. In particular, it is important to understand the nature of university–industry interactions such as the translation of university expertise to clinically and commercially viable innovations. This paper examines university and industry collaboration practices in the context of the innovative, entrepreneurial and translational research environment at the Buffalo Niagara Medical Campus (BNMC) and at the University at Buffalo–State University of New York. The findings highlight the importance of funding opportunities and networks. Collaboration predominantly assumes the form of consultancy, contract research and joint research. The benefits of consulting and contract research are increased knowledge production through publications, grant applications and patenting activities among BNMC scientists. Collaboration with industry through joint research is more likely to lead to entrepreneurial outcomes than any other effort to engage industry.

Abstract In the last years, universities have assumed a prominent role in the science and technology-based economic development. The concept of entrepreneurial university, a key concept in the triple helix model developed by Etzkowitz, identifies the evolution of the university role with the addition to the traditional missions of university (education and research) of a third mission that is to contribute to the economic development through the transfer of research results from the laboratory to the economic system. The objective of the research is to analyze how universities are implementing this new mission and investigate factors affecting their entrepreneurial orientation. More specifically, our paper aims to investigate the existence of a relationship among the entrepreneurial orientation of university and some factors representing the internal and external context in which the university is involved.

The collaborative networks between university, industry, and government are key sources of innovation, entrepreneurship, and regional economic development. Specifically, studies have focused on how to transfer university expertise to commercially applicable innovation through academic and industry networking. This chapter provides new insight into university and industry collaboration practices from a case study of the Buffalo Niagara Medical Campus (BNMC) and the University at Buffalo-State University of New York in the U.S. The sample of scientists surveyed shows that collaboration is actively pursued by scientists at the consortium. The collaborative networks of scientists, access to federal funding, and infrastructural support through institutional coordination locally contribute to innovative translational research. Joint research, contract research, and consulting agreement are major forms of university-industry collaborative practices. In addition, the collaboration with industry correlates with scientists' academic productivity as well as entrepreneurial outcomes.

This article is a descriptive look at the development of a strategic partnership between Rockfield studios in Monmouth and the University of South Wales. It considers how the relationship developed and tracks the holistic development of what was learnt from the experience of delivering a series of masterclasses between 2012 and the present day, which were developed to replicate industry practice in a way that is almost impossible in an academic setting.

This article aimed to identify the effect of university-industry collaborations on the innovative performance of firms operating in the advanced materials field, and it proposed an original classification of the research organization partners. The main contribution resides in the estimation of the role played by collaborations with differently experienced corporate researchers. In the advanced materials industry the most effective collaborations are driven by "core researchers," who have been involved in authoring scientific papers, in addition to applying sizeable patents. The results of the case study focusing on partner firms collaborating with "Pasteur scientists" such as Fujishima and Hashimoto of the University of Tokyo confirm the idea that core researchers have the quality to work as boundary spanners between science and technology, and that their becoming heavy-weighted project leaders pushed the firms' R&D towards commercialization.
