Article 28D paragraph (1) of the NRI Constitution of 1945 states that "Everyone is entitled to the recognition, guarantee, protection, and certainty of fair law and equal treatment before the law". Unfortunately, the implementation of the article is not in accordance with the theory. Cases that go against the principle of equality before the law include cases of corruption convicts who get lavish facilities in poor prisons. The purpose of this research to find out the form of facilities obtained by corruption inmates is reviewed from the principle of equality before the law, as well as the extent of the government's efforts in dealing with cases like this. The methodology used to resolve this error uses empirical juridical research methods. Data collection techniques by conducting interviews, observations, documentation and re-analysis with qualitative methods that aim to understand phenomena occurring in the field. The results showed that the form of facilities obtained by corruption inmates such as televisions, cell phones, air conditioners made it easier to get in and out of prisons, and so on. The Government's efforts in dealing with this are to revitalize the coaching of inmates and the revised plan of Law no. 12 of 1995 on correctional with the aim of improving the personality quality of inmates until the presence of the intention to improve themselves and do not want to repeat the validity.

This research aims to analyze the strategy of leaders in improving the quality of education in Zulhijjah Muara Bulian boarding school. This research uses descriptive qualitative methods. Data collection is done through observation, interviews, and documentation. Data analysis uses data reduction, data presentation, and drawing conclusions, and verification. The results showed kiai has four roles, in improving the quality of education, namely educators, administrators, managers, and supervisors. Improving the quality of education is done by pursuing the welfare of teachers and contributing thought to the progress of the region and able to become cadres of scholars who will lead the ummah in the future by maintaining educational inputs, processes, and outputs.

The leadership of the kiai becomes very important in Islamic boarding school because the development of the quality of pesantren education depends on the competence of the leader, the meaning of the leader here is the kiai or caretaker of the boarding school. This study aims to describe the first role of leadership in improving the quality of education, secondly the leadership of kiai that is effective in improving the quality of education in Islamic boarding schools.This research uses a qualitative method, with a case study in Bahrul Maghfiroh Islamic Boarding School in Malang. Data collection was carried out using interview, observation, and documentation and observation techniques. Data analysis uses descriptive qualitative methods and inductive thinking patterns. The purpose is to analyze the data obtained from field objects, and then to be related to relevant theories.The results showed: 1) The role of the kiai in improving quality in the Bahrul Maghfiroh Islamic boarding school in Malang is as a manager, educator, human resource empowerment, decision maker, attainee of the pesantren, motivator and supervisor. 2) Effective kiai leadership is leadership that builds cooperation with kiai or other institutions, regenerates kiai and builds good relations with the community.

<p>Partai poli Ɵ k adalah pilar dari sistem demokrasi, sepak-terjang partai poli Ɵ k merupakan variabel yang mempengaruhi kualitas demokrasi. Jika partai poli Ɵ k menjalankan peran dan fungsinya dengan baik, kualitas demokrasi akan menjadi baik. Begitu pula sebaliknya.Namun realitas yang berkembang saat ini menunjukan lemahnya kelembagaan partai yang ada saat ini. Keadaan tersebut terlihat dari menurunnya Ɵ ngkat kepercayaanj terhadap partai dan maraknya kasus pelanggaran hukum yang terjadi pada para kader partai. Permasalahannya adalah bagaimana regulasi sistem kepartaian yang ada dalam membentuk kelembagaan partai untuk memenuhi fungsinya sebagai partai poli Ɵ k sesuai dengan undang-undang. Dengan menggunakan metode peneli Ɵ an sosio yuridis dapat disimpulkan bahwa regulasi kepartaian yang ada belum berpengaruh signi fi kan dalam penguatan kelembagaan partai. The issue is how the exis Ɵ ng regula Ɵ ons of the party system in the form of ins Ɵ tu Ɵ onal party to ful fi ll its func Ɵ on as a poli Ɵ cal party in accordance with the law. Using sosio-juridic research methods can be concluded that the regula Ɵ on of party that is not signi fi cant in the ins Ɵ tu Ɵ onal strengthening of the party. The ins Ɵ tu Ɵ onal weakness of the exis Ɵ ng party is more due to the party's internal systems were not modern.</p>

The development of this technology has a big influence on its users, especially with the emergence of online gaming applications in smartphones. Gameonline is one of the things that are popular among gadget users, this can be seen with the emergence of various types of online games on the smartphone. With the presence of online games and excessive use will cause concern, especially on changes in attitudes and behavior patterns of its users. This research aims to find out and provide an overview of how the behavior patterns of Untad communication science students in doing activities to play Gameonline. Research methods use qualitative methods. Data collection techniques are in observations and depth interviews. The results showed that the behavior patterns of gameonline users showed significant changes, behavior patterns formed provided changes that are different from the previous one. Of course, this change in behavior patterns when they have known and started addicted to playing online games so that the changes that appear to change their daily habits.

Overseas election by Indonesia was started since 1955. However, the regulation of overseas election in Indonesia have a problem in the absence of specific rules regarding the law and almost no distinguishment between overseas and domestic election. It turns out that the Implication of lack of specific regulation are constraining the overseas election committee (PPLN) to run smooth simultaneous election and influencing quality of election. While Indonesia election are mostly done through a traditional based on paper election and manual data collection, PPLN promoting innovations to overcome the challenges. PPLN Tokyo face these constraints by applicating innovation technology solutions. Hence, several innovations done can be a lesson learned to be replicated domestically and to create better election quality.

Abstract Background Qualitative methods offer a unique contribution to health research. Academic dissertations in the medical field provide an opportunity to explore research practice. Our aim was to assess the use of qualitative methods in dissertations in the medical field. Methods By means of a methodological observational study, an analysis of all academic medical dissertations’ abstracts between 1998 and 2018 in a repository databank of a large medical university faculty in Germany was performed. This included MD dissertations (Dr. med. (dent.)) and medical science dissertations (Dr. sc. hum.). All abstracts including “qualitativ*” were screened for studies using qualitative research methods. Data were extracted from abstracts using a category grid considering a) general characteristics (year, language, degree type), b) discipline, c) study design (mixed methods/qualitative only, data conduction, data analysis), d) sample (size and participants) and e) technologies used (data analysis software and recording technology). Thereby reporting quality was assessed. Results In total, 103 abstracts of medical dissertations between 1998 and 2018 (1.4% of N = 7619) were included, 60 of MD dissertations and 43 of medical sciences dissertations. Half of the abstracts (n = 51) referred to dissertations submitted since 2014. Most abstracts related to public health/hygiene (n = 27) and general practice (n = 26), followed by medical psychology (n = 19). About half of the studies (n = 47) used qualitative research methods exclusively, the other half (n = 56) used mixed methods. For data collection, primarily individual interviews were used (n = 80), followed by group interviews (n = 33) and direct observation (n = 11). Patients (n = 36), physicians (n = 36) and healthcare professionals (n = 17) were the most frequent research participants. Incomplete reporting of participants and data analysis was common (n = 67). Nearly half of the abstracts (n = 46) lacked information on how data was analysed, most of the remaining (n = 43) used some form of content analysis. In summary, 36 abstracts provided all crucial data (participants, sample size,; data collection and analysis method). Conclusion A small number of academic dissertations used qualitative research methods. About a third of these reported all key aspects of the methods used in the abstracts. Further research on the quality of choice and reporting of methods for qualitative research in dissertations is recommended.

The purpose of this study is to explain and describe the Strategy of the Indonesian National Sports Committee in improving the achievements of athletes in Central Kalimantan province. The type of research used in this study is descriptive with qualitative research methods. Sources of data in this study are primary data, namely the Deputy General Chair of KONI, Deputy Secretary of KONI, Division of Organization and Management, KONI staff, Athletes and Coaches. While secondary data comes from official documents related to this research such as sports medal data acquisition, and data collection techniques using interviews, observation, and documentation. The focus of his research is to get a clear picture of the Strategy of the Indonesian National Sports Committee in improving Athlete Achievements in Central Kalimantan Province. The results of this study are that the KONI Strategy in improving the achievements of athletes in Central Kalimantan Province is already good, because of the five Performance indicators there are three indicators that have gone well, Responsiveness, Responsibility, Accountability while the two indicators have not gone well are Productivity and Quality of Service

The background of the writing of this study because the freight is often encounteredsome obstacles gas which is then encapsulated in a few issues, while the problemsencountered, among others, how is the role of the temperature outside propane tank in theloading process and any attempt to do when the temperature outside is different tanks withthe temperature in the cargo tank. In this study using qualitative methods, the research aimsto explain the phenomenon of the deepest data collection. This study does not give priority topopulation size or sampling, even a very limited sampling. If the data collected has beenprofound and could explain the phenomenon under study, then no need to look for othersampling. Qualitative research is more pressing on the issue of depth (quality) of data, notthe number (quantity) of data.It can be concluded that the change in temperature outside thevessel can greatly affect the handling of loading and unloading activities, especially in thecourse of loading, at which time the temperature outside is very cold or heat can affect thecondition of the cargo and the tank.

<div class="WordSection1"><p>I am honored for being an alumnus of KEMC, and am delighted to write this editorial for the Annals. I have, ever since done my research and taught qualitative methods, felt that clinical methods are quite akin to qualitative research. Then, why only few clinical researchers use qualitative methods? A witness to this assumption is the research published in the Annals. In this treatise, I try to identify some parallels between the two types of methods and argue for the clinicians to invest in learning qualitative research methods to practice clinical methods well.</p><p>      Qualitative research is to identify and interpret issues from the perspective of participants, their experience of: illness or disability, using health service, and to appreciate the meanings they give to the behaviour, events or objects in the context of their social and cultural norms. In this type of research, the emphasis is on exploring the associations and understanding the phenomenon in its holism; and not, like in quantitative research, from an outsider’s perspective and for certain specific aspects.<sup>1</sup> It requires participants with specific characteristics, selected purposely that can best inform the research topic. More participants, identified inductively during data collection, are added to develop full and multiple perspectives about the cases.<sup>2</sup></p><p>      No preset data collection tool is used, instead qualitative researcher guided by a research question acts as an instrument, since the line of enquiry he changes during data collection as new understanding is gained and/or the situation changes.<sup>3</sup> The data for research is derived from the observation, interviews or verbal interactions, focus group discussions, document reviews, life histories etc. and the researcher asks why, how and under what circumstances things occur; and not just what, where and when. It is recorded in words or pictures and log book is used to record notes arising from interviews, observations, extracts from documents etc.</p><p>      In health care settings patients are the subjects for clinical methods. The clinician, even prior to any verbal communication, observes the patient, e.g. for his gait and appearance. If in a bed or examination couch, his posture could give some clue to the illness. Inspection, a clinical method, is like systematic observation, which is qualitative method, should be holistic. In my third year during bedside teaching, Professor (late) Rashid Ahmed Qureshi said, <em>“patient has come to you as a whole and not his stomach in a tray”</em>, when a student straight went to examine abdomen of a patient with acute abdomen. History taking, another clinical method, is like conducting semi structured in depth interview – a qualitative research method. In both disciplines, we are told, <em>“not to ask leading, but follow up and probing questions”; </em>and Professor (late) Alamgir Khan, while teaching clinical methods, would add, <em>“if a good history is taken, you will establish diagnosis in over 65% of cases”. </em>Likewise, as part of history taking, documents related to patient’s illness history and treatment are reviewed  similar to document review in qualitative research.</p><p>      The two approaches however differ in how the data is analysed. In clinical practice, diagnosis is established based on the pathophysiological knowledge or patient’s clinical condition is discussed in clinicopathological conference.<sup>4</sup> On the other hand, qualitative research employs meaning based data analysis, whereby the qualitative data is transformed into some form of explanation, understanding or interpretation of people and situation that is investigated.<sup>5,6</sup></p><p>      In conclusion, the history, the observation and the review of document related to patient are since obtainned using qualitative methods, the clinician trained in these methods could not only conduct these methods well but also interpret the data to identify and detect obstacles to the change in clinical condition and the reasons why improvement does or does not occur.<sup>7</sup> Finally, while it is heartening that research forums are organised in the institutions affiliated with KEMU, in order the research is richer, the researchers’ skills in qualitative research methods should be built.</p></div>

Abstract − The thing that becomes the background of this research is the difficulty often faced dancers in a move that suits the taste of music, mainly on the acquisition of a sense of musicality (wirama) and appreciation (wirasa). The purpose of this study is to describe the mastery wiraga, wirama, and wirasa dancers, and how the application of mastery of musical feeling in studying dance and musical influence of feeling on the process of learning dance dance Zapin Melayu disanggar Tamora 88. The theory used in this research is the theory Musical Feeling (Carl.E.Seashore 1938: 2). This study aims to determine how the application of a person's sense of musicality while studying dance Zapin Melayu namely Tari Zapin dance disanggar Dedeng Missing Moon Tamora 88. The population in this study is the dance studio Tamora 88, of this population is taken Tamora 88 dancers from the studio. This research method is qualitative. Implementation of qualitative methods can not be separated in the data collection is done with obsesrvasi, literature, documentation. This study discusses the application of methods Musical Feeling in learning Malay Zapin dance at the dance studio dancers Tamora 88 to facilitate the mastery wiraga, wirama and wirasa. The results of this research is the mastery wiraga, wirasa, wirama dancers and the implementation of a method of musical feeling in learning dance Zapin Dedeng Missed the Moon by the dance studio Tamora 88, whose application greatly affect the quality of the dancers dance studio, especially in the sense of music appreciation and rote, both in the process of learning dance as well as the overall results of the dance. Keywords: Musical feeling, Dancing Dedeng Missing Moon, Tamora
