The purpose of writing this research is to find out how the implementation of social responsibility press theory in the coverage of Central TVRI. In this study, the author only focuses on the forms of implementation of the theory of social  responsibility press which are carried out in the news. Data collection techniques used are observation, interview and documentation. The theory used in this study is the Social Responsibility Theory of the Press, and the concepts used are mass media, television, and TVRI as public service partners. From the findings, it can be concluded that there are a number of indicators that are the main principles of social responsibility that TVRI has implemented, namely accepting and fulfilling obligations to the community, providing space for the community to convey a viewpoint as a form of community control to build a better TVRI, avoid reporting which can divide unity and unity, but TVRI has so far not been able to manage its institutions independently without any political intervention because the existing regulations limit the space for TVRI. In the news that hit the public and the government TVRI could not present information that was neutral because of government factors as a form of interpretation of the country so that TVRI took a position as a media that presented news that did not become a control of power.

The article reveals the social significance of determining the political views of V.V. Rozanov in the system of the thinker’s worldview. The correlation of these views with his political journalism is shown. The genesis of social and political ideas of V.V. Rozanov is revealed. The author specifies his ideological predecessors in the sphere of public thought of the late 19th century and the thinker’s affiliation with the conservative political camp of Russian writers. The author of the article also gives coverage of the V.V. Rozanov’s polemical publications in the press. He outlines the circle of political sympathies and determinative constants in the political views of Rozanov-publicist and proves his commitment to the centrist political parties. The author examines the process of Rozanov’s socio-political views evolution at the turn of the 19th–20th centuries, and the related changes in his political journalism. The evaluations are based on the large layer of Rozanov’s newspaper publicism in the years of 1905–1917. Social Responsibility is a concept that has been approached from different perspectives by theoreticians and institutions. Initially, this was limited exclusively to companies, however, the creation of the Social Capital, Ethics and Development Initiative by the Inter-American Development Bank (IDB) sought to make educational institutions aware that, like any other organization, they are responsible for the externalities they generate in their environment and their stakeholders. This research approaches the concept of University Social Responsibility (USR) from the scheme proposed by the IDB, which proposes four axes of action for Universities’ CR: Responsible Campus, Professional and Citizen Training, Social Management of Knowledge and Social Participation. The Universidad del Valle has a strategic plan entitled “Universidad del Valle’s Strategic Development Plan” and Regionalization attached thereto. It has also developed its action plan and in the five strategic issues raised herein, its socially responsible approach is clearly identifiable. The North Cauca Facility wherein this study is being developed, even though it does not have a University Social Responsibility Management Model, has attempted to align its practices with its strategic affairs that broadly conform to the four axes proposed by the IDB. This research addresses a relevant and current issue inasmuch as it proposes to develop a diagnosis on the relationship between the four axes of Social Responsibility proposed by the IDB and the practice of Social Responsibility applied at the Universidad del Valle, North Cauca Facility, for the period 2014-2015. In order to answer the research problem, a qualitative, exploratory and descriptive type of study is used, given that the work was based on the documentary information available at the University, while the interviews with the directors of the Institution are used as a tool for oral history. The research method used is the case study, which allows to address a unit of analysis in depth, in this case the USR within the Universidad del Valle, North Cauca Facility.

The article reveals the conceptual foundations of the social responsibility of the court as an important prerequisite for the legal responsibility of a judge. It has been established that the problem of court and judge liability is regulated by the following international and Ukrainian documents, such as: 1) European Charter on the Law «On the Status of Judges» adopted by the Council of Europe; 2) The Law of Ukraine «On the Judicial System and the Status of Judges»; 3) the Constitution of Ukraine; 4) The Code of Judicial Ethics, approved by the Decision of the XI (regular) Congress of Judges of Ukraine; 5) Recommendation CM/Rec (2010) 12 of the Cabinet of Ministers of the Council of Europe to member states regarding judges: independence, efficiency and responsibilities; 6) Bangalore Principles of Judicial Conduct. The results of a survey conducted by the Democratic Initiatives Foundation and the Razumkov Center, the Council of Judges of Ukraine and the Center for Judicial Studios with the support of the Swiss Agency for Development and Cooperation based on the «Monitoring of the State of Independence of Judges in Ukraine – 2012» as part of the study of the level of trust in the modern system were considered and analyzed, justice, judges and courts. It is determined that a judge has both a legal and a moral duty to impartially, independently, in a timely manner and comprehensively consider court cases and make fair judicial decisions, administering justice on the basis of legislative norms. Based on the study of the practice of litigation, it has been proven that judges must skillfully operate with various instruments of protection from public influence. It has been established that in order to ensure the protection of judges from the public, it is necessary to create special units that will function as part of judicial self-government bodies. It was proposed that the Council of Judges of Ukraine, which acts as the highest body of judicial self- government in our state (in Ukraine), legislate the provision on ensuring the protection of the procedural independence of judges.
