Рассмотрена необходимость разработки и практического применения актуальной криминалистической методики расследования преступлений в сфере оказания медицинской помощи. Выделены основные направления для разработки этой методики. The article provides the legal justification for the need for state protection of human health. The author considers the need for practical application of forensic methodology of investigation of crimes in the field of medical care and identifies the main areas for the development of this methodology.

The late Dr. Fazlur Rahman, Harold H. Swift Distinguished Service Professor of Islamic Thought at the Oriental Institute of the University of Chicago, has written this book as number seven in the series on Health/Medicine and the Faith Traditions. This series has been sponsored as an interfaith program by The Park Ridge Center, an Institute for the study of health, faith, and ethics. Professor Rahman has stated that his study is "an attempt to portray the relationship of Islam as a system of faith and as a tradition to human health and health care: What value does Islam attach to human well-being-spiritual, mental, and physical-and what inspiration has it given Muslims to realize that value?" (xiii). Although he makes it quite clear that he has not attempted to write a history of medicine in Islam, readers will find considerable depth in his treatment of the historical development of medicine under the influence of Islamic traditions. The book begins with a general historical introduction to Islam, meant primarily for readers with limited background and understanding of Islam. Following the introduction are six chapters devoted to the concepts of wellness and illness in Islamic thought, the religious valuation of medicine in Islam, an overview of Prophetic Medicine, Islamic approaches to medical care and medical ethics, and the relationship of the concepts of birth, contraception, abortion, sexuality, and death to well-being in Islamic culture. The basis for Dr. Rahman's study rests on the explication of the concepts of well-being, illness, suffering, and destiny in the Islamic worldview. He describes Islam as a system of faith with strong traditions linking that faith with concepts of human health and systems for providing health care. He explains the value which Islam attaches to human spiritual, mental, and physical well-being. Aspects of spiritual medicine in the Islamic tradition are explained. The dietary Jaws and other orthodox restrictions are described as part of Prophetic Medicine. The religious valuation of medicine based on the Hadith is compared and contrasted with that found in the scientific medical tradition. The history of institutionalized medical care in the Islamic World is traced to awqaf, pious endowments used to support health services, hospices, mosques, and educational institutions. Preparation and planning are critical when facing an epidemic or pandemic. Timely solutions must be incorporated in addition to existing guidelines in the case of a fast-spreading epidemic. Advances in space health have been driven by the need to preserve human health in an austere environment, in which medical assistance or resupply from the ground is not possible. This paper speculates on the similarities between human spaceflight and epidemics, extended to pandemics, identifying implementable solutions for immediate use by healthcare personnel and healthcare systems. We believe aerospace medical research can be seen as a resource to improve terrestrial medical care and the management of patients on Earth.

Objective: We developed and evaluated the calculation of the human health index (HHI) and the index of the medical provision of the population (IMPP) for a comprehensive assessment of the health state of the population, which would optimally aggregate the indicators of morbidity, disability, and mortality of the population. Materials and methods: In the study, we used the statistical data from the reference book of the Ministry of Health of Ukraine for 2017 on the incidence, disability, mortality of the population of Ukraine and the level of the provision of the medical care of the population, namely, the provision of doctors, nurses, and beds in the hospital to determine the human health index and the index of medical provision of the population of Ukraine. Results: The health index, developed by various authors, did not meet the requirements of the WHO and it has not found its application in healthcare practice yet. The Human Health Index (HHI) has been created by us by analogy with the methodology for the calculation of the Human Development Index (HDI). The calculations show that the lower the human health index, the health level of the population should be considered the worst, and the higher it is, the health level should be considered the best. Having calculated the average value of the index 0.603 and 0.117, we found that the average values of the index lie in the range of 0.603 ± 0.117, i.e., from 0.513 to 0.747.Values below 0.513 are considered low, and above 0.747 - high indices of human health. The average group values of the index of the medical provision of the population in the group of regions with a good health of the population were 0.601, with a satisfactory health – 0.515, with unsatisfactory health – 0.562. Analysis of variance showed that these values did not differ significantly from each other (F = 0.56; p> 0.05). Therefore, all groups of the population in the regions with different health levels have approximately the same level of medical care provision. Conclusions: The above results of the analysis using the necessary methods of mathematical statistics are a cause to assert that the proposed integral indices of human health and medical provision of the population, which adequately reflect the reality and simplicity of the application, can be recommended for the use in the practice of medical statistics both at the level of the Ministry of Health and at the level of the WHO. The level of the health of the population and its provision with medical care in the context of separate regions or countries can be compared with their help.

The article an assessment of the integrated index of health and medical care of the population of the European Union and the population of other countries according to the UN (2019) and a description of the main factors that affect this indicator. Theoretical and practical analysis of the definition of the integrated index of health and medical care of doctors, nurses and beds of Ukraine in 2010, 2017 years. We have been developing a methodology for calculating the human health index (HDI) based on mortality, disability, and morbidity indicators for an objective assessment of the health status of the population of Ukraine.

The article highlights the issues of establishing cause-and-effect relationships in cases of death and injury to human health in the provision of medical care. The theoretical foundations and practical problems of determining the severity of harm to the patient's health in severe infectious diseases and the development of complications caused by surgical infection are considered. The article presents a brief description of the main provisions of the legislation and methods of forensic medical expert assessment of infectious processes in the patient's body associated with both the disease and the consequences of medical interventions, including improper medical care. It is noted that the fact of occurrence of infectious complications cannot be regarded as harm to the patient's health in the absence of data confirming the presence of a direct cause-and-effect relationship between the admitted defects (shortcomings) of medical care and the adverse outcome of the disease or injury. An example from practice is given and a rare case of a combination of botulism with a brain infarction is analyzed. Simultaneous ischemic and toxic damage to the nervous system caused difficulties both in the clinical diagnosis during the patient's lifetime and in the process of expert evaluation of the medical care after his death. The authors of the article come to the conclusion that the procedure for establishing causal relationships and the severity of harm to human health caused during medical care needs to be further improved from the standpoint of legislation and methods of conducting forensic medical examination. Special attention should be paid to fatal cases of nosocomial infection, as well as infectious complications of surgical interventions. Determining the severity of a patient's health injury should be based on an analysis of the causal relationship between deficiencies in medical care and an adverse outcome.

The massive incidence of COVID-19 has led to reorganization of medical care for cancer patients. While maintaining an individual approach and maximum effectiveness, we're considering the possibility of changing the radiation therapy treatment in each clinical case. Spatio-temporal separation of patient's streams and algorithms for building the radiotherapy department were introduced to minimize the risk of COVID-19 infection of medical personnel and patients.
