This paper will substantiate the author’s version of the historical and genetic analysis of the governmental policy that independent Ukraine has applied in the field of general secondary education. The main methodology tool, employed by the author, was the historiographical analysis of selected documentary, archival, scientific, and sociological sources, traced on the basis of historical-genetic approach in combination with such methods as systemic analysis, which enabled the authors to provide a holistic study of the educational policy, and comparative approach, which is the basis for interpreting changes in educational policy. The article critically reviews the development of the state educational policy on reforming school education through the activities of the Ministry of Education and Science of Ukraine within the timeframe of the initial fifteen years of Ukraine’s independence. The objectives of the study are to substantiate the most prominent strategies and tactical steps, as well as programmers for their implementation in high school practice based on a discursive analysis of an array of documentary and scientific sources. Th author proposes and substantiates the notion of «a tendency in the State’s educational policy», explains the demarcation between the offered term and the concepts of «a direction of educational policy»; at the same time, the concept of «educational policy of the state» is specified. The author proves that changes in strategic goals in education are a consequence of changes in the political course of the country. Therefore, on gaining sovereignty, the first key strategy of Ukrainian education was aimed at building national statehood; consequently, the development of school education, as well as the educational sector in general, was directed towards nation-building priority. Finally, the study discusses the process of building and adopting the following strategy for the development of Ukrainian education, including school education, at the turn of the century, that is, the European integration policy direction of the country’s development on the whole and its education sector in particular

The article is devoted to the actual problem of identifying priority areas of implementation of the state educational policy in modern Russia. The author summarizes the political and legal basis of the state policy in the sphere of education, determines the problematic aspects of the activities of state bodies in the field of education, and suggests the ways to optimize educational policy based on complex management actions. The author notes that the priorities of the state educational policy are objectified in legal acts, state programs, concepts. It is noted that the translation of the federal legal framework in the field of education are the regional programs. Their goal is synergistic social and economic effects, namely: increasing the competitiveness of education, human capital, ensuring the needs of the growing economy for qualified workers and improving the efficiency of their use; improving the efficiency of the use of budgetary funds in the area of education through the implementation of integrated system projects. Mechanisms for the implementation of educational strategies, based on complex management actions, would create a single federal center of legal and methodical support of educational institutions, the establishment of standard quality assessment in the field of education in view of the variety of types and kinds of educational institutions.

The implementation of an unified educational policy is carried out on the basis of the realization of the main provisions of the state personnel policy. Therefore, their general (initial) principles are statutory in federal legislation, and departmental features taking into account sectoral interests are regulated by departmental documents. The analysis of legal norms carried out by the authors shows that at present the goals, objectives and other conceptual foundations of state policy in the field of education and science are contained not only in the provisions of the Constitution of the Russian Federation, the Federal Law «Education Act in the Russian Federation», Federal State Educational Standards, but also in other legal acts regulating the activities of subjects of educational policy. The state educational policy, first of all, proceeds from the priority of the rights, freedoms and interests of man and citizen enshrined in the Constitution of the Russian Federation. In accordance with the provisions of the country’s fundamental law, the right to education is recognized as one of the fundamental and inalienable constitutional rights of a Russian citizen. The success of the realization of the state policy on personnel training in educational institutions of the Ministry of Interior of Russia, according to the authors of the article, directly depends on the compliance of the system of scientific and methodological support of the educational process with its goals. As part of the publication submitted for consideration to the scientific community, it is proposed to get acquainted with the results of scientific research related to the determination of the directions of scientific and methodological support for the education and training of police officers in educational organizations of the system of the Ministry of Interior of the Russian Federation.

This paper explores whether the state educational policy in the sphere of social sciences fosters development of an educated and active civil society. This subject is topical as the political participation in relation to the election activity is gradually decreasing.The research aims to study the state educational policy in the sphere of social sciences which, according to the political participation theoreticians, is an especially important factor in the transition countries and new democracies for raising public awareness of the opportunities provided by democracy and the importance of participation. The theoretical part of the research is based on the theory of communicative rationality by J. Habermas, theory about the relation of education, active civil society and democracy by J. Dewey, and authors like Walter Parker and John Jarolimek expanding on the theoretical relation between mastering of social sciences and civic participation. The analytical part of the research is based on the country's long-term and medium-term planning documents. During the research, face-to-face surveys of 12th grade students were carried out, and education experts were interviewed. The study leads to a conclusion that in general the state educational policy in the sphere of social sciences gives theoretical knowledge about a democratic state system and its basic values. The expert interviews that were carried out allow concluding that the explanation for the above-mentioned survey findings is the preparation of teachers, the amount of time required for the acquisition of social sciences and the balance of.

In this article specifics of social and design activity in a modern education system as one of the most important institutes of the state are considered. The analysis of tools of social design is provided in the educational sphere. The author has revealed the main directions of modernization of Russian education via mechanisms of social and design activity. The main priorities of development of this technology in system of Russian education are defined.
