The author summarizes the political and legal basis of the state policy in the sphere of education, determines the problematic aspects of the activities of state bodies in the field of education, and suggests the ways to optimize educational policy based on complex management actions. The author notes that the priorities of the state educational policy are objectified in legal acts, state programs, concepts. The research analyses the legislative framework and scientific sources on the interpretation of the concepts of "educational standards" and "standardization of education" as components of the research vocabulary for studying the foundations of medical and pharmaceutical education development. The study of Ukrainian and foreign regulatory documents and scientific and pedagogical developments of medical scientists and educators has been conducted on the basis of a systematic generalizing approach. The sequence of the terms "educational standards" and "standardization of education" introduction in the Ukrainian education system is considered. Differences in the interpretation of the concept of "educational standards" from the point of view of the meaning that a particular organization (or person) puts into the definition of this concept are presented. It is indicated, that higher medical and pharmaceutical educational institutions still have educational standards, developed on the basis of an activity-based approach, which cannot fully satisfy the pedagogical and medical educational community. The paper studies the imperfection of the legislative framework in the State regarding the development of educational standards, the lack of educational standards for medical and pharmaceutical specialists of the junior specialist (junior Bachelor) educational level. Since the European and in Ukrainian education systems focus on the educational process, aimed at the development of employees' ability to solve practical problems in various fields of activity on the basis of acquired theoretical knowledge, the priority direction of the state educational policy for the development of educational standards for medical and pharmaceutical educational institutions is the need for a competence-oriented approach. The research states that updating the educational legislation, improving and modernizing the educational system and introducing a new generation of state education standards, will help increase the competitiveness of medical and pharmaceutical specialists in the labor market

Based on archival documents and previously pub-lished materials, an attempt is made to show the role of the pre-revolutionary education system in the socio-cultural development of the Yakut region. Si-beria was a place of exile for a long time and the state was in no hurry to develop education here. But the liberal reforms of 1860–1870 created the prereq-uisites for the development of the education system. The paper shows the formation and development of educational institutions in the region, provides in-formation on the number of schools and the number of students. The role of political exiles in raising the general cultural level of the local population is also revealed. The author comes to the conclusion that in the Yakut region, thanks to the state educational policy on education of foreign suburbs and public initiative, primary and then secondary educational institutions begin to open, which have had a signifi-cant impact on the socio-cultural life of the region.

Modernization in Russia is objectively dictated by the tightening of global competition between countries and the need for structural optimization of the domestic economy. In today´s environment the results of the modernization of the Russian economy influence directly on the welfare of the country in the future, elimination of the technological gap, improving efficiency in all sectors of the economy and professional fields. The process of modernization is aimed at solving a minimum of three tasks: to ensure structural balance of the national economy; technological innovation; the formation of an innovative model of economic development. Formation of such a model of the economy implies an increase in the economy of knowledge-intensive and high-tech industries. With two possible and mutually exclusive approaches to the state economy modernization and technological development, autocratic and democratic, the latter is the most effective, since upgrading cannot be achieved without direct participation of business, civil society and individual citizens with a high level of competence of the government. Federal authorities at the same time play the role of a facilitator, providing legal, organizational and financial support, and as well as a system of processes. Economic modernization and technological development will require training of skilled human capital, which may be provided by the proper functioning of the system of education in Russia. Development of education should be coordinated with social and economic development, and activities of educational institutions should be integrated into innovation processes at the national and regional levels. High importance in solving these problems is given to the development of mechanisms of interaction of educational institutions with the business environment, general public and to changing the format of relations with the state education authorities.

This paper will substantiate the author’s version of the historical and genetic analysis of the governmental policy that independent Ukraine has applied in the field of general secondary education. The main methodology tool, employed by the author, was the historiographical analysis of selected documentary, archival, scientific, and sociological sources, traced on the basis of historical-genetic approach in combination with such methods as systemic analysis, which enabled the authors to provide a holistic study of the educational policy, and comparative approach, which is the basis for interpreting changes in educational policy. The article critically reviews the development of the state educational policy on reforming school education through the activities of the Ministry of Education and Science of Ukraine within the timeframe of the initial fifteen years of Ukraine’s independence. The objectives of the study are to substantiate the most prominent strategies and tactical steps, as well as programmers for their implementation in high school practice based on a discursive analysis of an array of documentary and scientific sources. Th author proposes and substantiates the notion of «a tendency in the State’s educational policy», explains the demarcation between the offered term and the concepts of «a direction of educational policy»; at the same time, the concept of «educational policy of the state» is specified. The author proves that changes in strategic goals in education are a consequence of changes in the political course of the country. Therefore, on gaining sovereignty, the first key strategy of Ukrainian education was aimed at building national statehood; consequently, the development of school education, as well as the educational sector in general, was directed towards nation-building priority. Finally, the study discusses the process of building and adopting the following strategy for the development of Ukrainian education, including school education, at the turn of the century, that is, the European integration policy direction of the country’s development on the whole and its education sector in particular

The authors set a goal to analyze the problems of contemporary legal education in Russia in the presented research. The necessity of legal education in interdisciplinary and cross-sector interaction with other humanities are identified, and only when these connections are established, it is possible to get into inter-scientific relations. The most extreme issues of the activities of law faculties in various types of educational institutions - in departmental and multidisciplinary institutions were considered, using the example of the influence of various approaches to training future employees of the judiciary. The influence of the educational institution affiliation on the educational process and the issues of deployment the teaching staff are considered, the differences in teaching practical skills in these types of educational institutions are also demonstrated. The authors identified two types of problems - internal and external. Internal - the problems of the educational institutions themselves, external - the problems of implementing the educational policy of the state. Unfortunately, the authors state the unwillingness of the teachers themselves to change because of the rapidly modifying social relations. The absence of a critical attitude, first of all to oneself, causes a false illusion of normality and acceptability. Resulting from the analysis of the entity of the problems, the necessity of initiating changes from the educational institutions and teachers is understood, and not from the state.
