The quality of education is influenced by the managerialization of the universities, which refers to the introduction of substantial changes in the decision-making processes of the academic institutions, and the application of renewed information systems along with new managerial methodologies to restructure the organisational strategic relationships with stakeholders. This paper proposes a questionnaire to assess the importance of facilities in universities according to their financial budget consumed value. Semi Structured Interviews were conducted with the heads of logistic and financial departments in Egyptian universities, twenty public universities and twenty-three private universities, in order to identify criteria for the most significant university's facilities and appealing infrastructure that contributes to the quality of education.

This paper uses a model of governance in higher education, called the political model, that explains the role of universities as agencies of control and socialization, with a resulting repercussion on the quality of education. It compares this model with common models such as the academic, Napoleonic, market-oriented and managerial. It undertakes a review of ten published cases studies, each dealing with the oldest public universities in ten Arab countries, using a historical approach, from their inception until 2016. Among the ten public universities, nine fall into the category of the political model, while the tenth represents the Napoleonic model. The discussion opens the field for further research.

Abstract The purpose of using performance indicators in Brazilian university libraries is to provide information for decision making and to promote quality in the educational system. We analyzed the performance indicators used in 95 university libraries. Among them, the relevance of the indicators and their use in the decision-making process was assessed. The performance evaluation models were the performance indicators for the evaluation of university libraries based on “International Organization for Standardization 11.620/2008 Information and documentation – Library performance indicators”. It was evidenced that indicators are relevant for decision making. However, there is a discrepancy between their use and relevance. The set of indicators applied to university libraries is usually the same as those proposed by the Ministry of Education. An adequate management of the performance indicators and the application in the decision-making process promote the quality of the offered products and, therefore, the quality of the education of the higher education institutions.

Purpose The facility decision-making process (FDMP), as described in this paper, is a framework based on decades of proven effectiveness in analogous military applications. The purpose of this paper is to evaluate key factors which justify the need for the FDMP before describing the FDMP. Design/methodology/approach This paper conducts a literature review as it relates to facilities specific decision-making, puts forward a new concept for those processes and provides an abridged case study of the concept in application. Findings Facilities management is a key function for nearly every type of business or enterprise. As part of facilities management, many decisions are made about physical assets that a business or enterprise owns or maintains. Currently, there is no uniform decision-making framework, in literature or in practice, which enables consistency, robustness and scalability for facility management decisions. Such a framework would enable facility managers to effectively justify decisions related to capital and operational expenses. Practical implications The FDMP provides a robust procedure for facilities managers and engineers that enables enhanced strength in the face of business enterprise scrutiny as compared with the often-intuitive decision-making processes currently used in practice. Originality/value This novel conceptual process articulates the opportunity to provide for a comprehensive facilities decision-making process that enables better decisions especially as it relates to what are often ill-defined problem sets in facilities management.

Intellectual capital approaches become critical at universities mainly due to the fact that knowledge is the main output as well as input in these institutions. Although some attempts to measure intellectual capital have been made so far, there is still a long way to go. The purpose of the present article is to provide a model for the measurement of intellectual capital in higher education institutions. The results of a study done at Spanish public universities are used to indicate which intangible elements need to be measured, and a new framework for the measurement and management of intellectual capital is presented. Points for practitioners The main contribution of this article is the validation of the consensus on the key intangible elements and indicators that should comprise a university intellectual capital model. Our proposed intellectual capital model helps universities on the path to presenting information that is useful to their stakeholders, contributing to greater transparency, accountability and comparability in the higher education sector. This article offers useful and specific guidelines for intellectual capital reporting practice in universities. The creation of a framework of intellectual capital reporting facilitates benchmarking analysis and comparative studies in order to help decision-making processes, improve the articulation of public policies and increase transparency in the whole system.

AbstractThe empirical literature on plea decisions shows that rational motives and coercion may coexist, but there is uncertainty with regard to whether accused feel that their decision is voluntary or made under considerable pressure. However, in most jurisdictions, the legitimacy of the plea bargaining process rests on the Court’s obligation to ensure that the guilty plea is entered voluntarily and knowingly. This study proposes to understand how the accused interpret the rational or coercive elements of their decision-making process and the extent to which their decision to plead guilty is voluntary. Based on semi-structured interviews with twenty convicted individuals, we describe the different decision-making processes, from free and informed decisions to forced decisions to plead guilty while innocent.

El aseguramiento de la calidad educativa en las Universidades Públicas de Ecuador requiere de un proceso de evaluación y acreditación por parte del CEAACES “Consejo de Evaluación, Acreditación y Aseguramiento de la Calidad de la Educación Superior”. La Universidad Nacional de Chimborazo se encuentra ubicada en el grupo” C” de desempeño. En este artículo se evalúa el impacto de la evaluación interna a docencia y servicios con carácter de acreditación, desde la percepción de los estudiantes. Para ello se obtuvo información de 281 alumnos, mediante una encuesta, que posterior a su análisis, arrojó información sobre sus percepciones respecto a variables como: Institución, Planes de estudio, Docentes, Recursos y Desarrollo de habilidades y destrezas, además, grado de satisfacción con la formación recibida y la Carrera que estudian. Ninguna de las variables de estudio obtuvo excelente, sin embargo, Estudiantes y Profesores fue catalogada como buena, Planes de estudio y Dependencia estuvieron más distantes de alcanzar esa valoración y percibieron como regular la variable Recursos. Estos resultados servirán para la implementación de nuevas estrategias en búsqueda de la calidad, a través de los procesos de evaluación y acreditación, debiéndose enfocar el perfeccionamiento en los ejes de desarrollo institucional, con el objetivo de mejorar en el ranking nacional. ABSTRACTEnsuring the quality of education in public universities in Ecuador requires a process of evaluation and accreditation by the CEAACES "Evaluation Council, Accreditation and Quality Assurance of Higher Education". The National University of Chimborazo is located in the "C" group performance. This article evaluates the impact of internal evaluation on teaching and services with accreditation character from the perception of the students. The data of 281 students was obtained through out a survey which after analysis yielded information on their perceptions of variables such as: Institution, Curriculum, Teachers, Resources and Development of abilities and skills also satisfaction with the training and career studying. None of the study variables obtained excellent, however, Students and Teachers was classified as good, Curricula and dependence were more distant to reach that assessment and Resources perceived as regular variable. These results will be used to implement new strategies in pursuit of quality, through the evaluation and accreditation processes, the improvement being due to focus on institutional development axes, with the aim of improving the national ranking.

<p>The past few years have seen increasingly rapid development and use of open educational resources (OER) in higher education institutions (HEIs) in developing countries. These resources are believed to be able to widen access, reduce the costs, and improve the quality of education. However, there exist several challenges that hinder the adoption and use of these resources. The majority of challenges mentioned in the literature do not have empirically grounded evidence and they assume Sub-Saharan countries face similar challenges. Nonetheless, despite commonalities that exist amongst these countries, there also exists considerable diversity, and they face different challenges. Accordingly, this study investigated the perceived barriers to the use of OER in 11 HEIs in Tanzania. The empirical data was generated through semi-structured interviews with a random sample of 92 instructors as well as a review of important documents. Findings revealed that lack of access to computers and the Internet, low Internet bandwidth, absence of policies, and lack of skills to create and/or use OER are the main barriers to the use of OER in HEIs in Tanzania. Contrary to findings elsewhere in Africa, the study revealed that lack of trust in others’ resources, lack of interest in creating and/or using OER, and lack of time to find suitable materials were not considered to be barriers. These findings provide a new understanding of the barriers to the use of OER in HEIs and should therefore assist those who are involved in OER implementation to find mitigating strategies that will maximize their usage.</p>

In every nation, it is important that the higher education system fulfils the community expectation for perceived quality. One aspect of improving quality is to adopt a better funding strategy for the facilities that are provided by a university. This chapter focuses on the funding strategy for Egyptian universities. The chapter provides the background to the problem distinguishing between private and public universities thenceforward describes the process, employing the causal diagrams, to prioritise the six most important facility services. The budgeting for these services are individually modelled (using both the qualitative and quantitative system dynamics) and then incorporated into a combined stock and flow model. The models allow a facility service administrator to optimise spending in a particular area and also to rank the spending between the six facilities. The models for private and public universities have the same structure but differ with the data. Results of the analysis are discussed in detail.
