The past few years have seen increasingly rapid development and use of open educational resources (OER) in higher education institutions (HEIs) in developing countries. These resources are believed to be able to widen access, reduce the costs, and improve the quality of education. However, there exist several challenges that hinder the adoption and use of these resources. The majority of challenges mentioned in the literature do not have empirically grounded evidence and they assume Sub-Saharan countries face similar challenges. Nonetheless, despite commonalities that exist amongst these countries, there also exists considerable diversity, and they face different challenges. Accordingly, this study investigated the perceived barriers to the use of OER in 11 HEIs in Tanzania. The empirical data was generated through semi-structured interviews with a random sample of 92 instructors as well as a review of important documents. Findings revealed that lack of access to computers and the Internet, low Internet bandwidth, absence of policies, and lack of skills to create and/or use OER are the main barriers to the use of OER in HEIs in Tanzania. Contrary to findings elsewhere in Africa, the study revealed that lack of trust in others’ resources, lack of interest in creating and/or using OER, and lack of time to find suitable materials were not considered to be barriers. These findings provide a new understanding of the barriers to the use of OER in HEIs and should therefore assist those who are involved in OER implementation to find mitigating strategies that will maximize their usage.

All these processes update the topic of the article and require an analysis of the experience of using electronic educational resources in the Republic of Uzbekistan.Materials and methods. The methodological basis of the research was the activity-oriented, personality-oriented, systemic, project-based and individually creative approaches. The analysis of the historiography of the problem showed: despite a significant number of studies in the field of application of various information technologies in historical research, there are still no works that would summarize data on working with electronic educational resources in the Republic of Uzbekistan. This article is an attempt to offer an analysis of the possibilities, as well as the main advantages of using electronic educational resources in teaching disciplines in higher education, using the example of Uzbekistan.Results. The article examines electronic resources for distance education that are present in the CIS countries, since online educational resources as a complex of various educational materials, for which gadgets are used, can improve the quality of education and diversify the forms of teaching. The author analyzes the conditions and prospects for the development of distance education in the Republic of Uzbekistan, notes a conceptual approach to educational digital platforms that contribute to improving the quality of education. The system of higher education of the Republic as well as the conditions and prospects for the development of distance education in the Republic of Uzbekistan are investigated. The author identifies the main trends in the modern online educational environment. In addition, the advantages and disadvantages of electronic educational resources have been identified. The article defines the strategic goals for the development of higher education in the Republic of Uzbekistan at a new stage of development, and also presents an analysis of Internet resources for distance education that are available in Uzbekistan. Conclusion. Thus, we come to the conclusion that in the current conditions, many countries are switching to digital and electronic means of education; the article shows the main Internet resources that contribute to the effectiveness of the system of professional training for bachelors, using the example of the Republic of Uzbekistan. The effectiveness, intensity, activation, individualization, and communicativeness of the educational process depend to a greater extent on how electronic resources are used, what tasks are solved during their use.

The purpose of the study is to identify and justify the modern perspectives of open educational resources (OER) for higher education in Russia. The methodology includes study of initiatives, services, OER tools in Russia and abroad, evaluation of OER development factors. The authors have conducted a survey of university lecturers, processing of the results using statistical methods of analysis. The following prospects for the development and use of OER in higher education are identified: 1) further dissemination of free access to educational materials through the involvement of a wider range of universities; 2) improving the quality of educational materials in the context of expanding access to them; 3) extension of electronic educational environment, since OER are not tied to specific tools or technologies, and may be distributed in social media, mobile applications. The study of international and Russian practice has shown that OER provide methodological support primarily to university lecturers, allowing them to study the best practices of education leaders, to handle OER in accordance with the educational objectives of their courses and the students’ requirements and expectation. As a result of the survey, it was found that 60% of lecturers at Russian universities distribute their own educational materials on the Internet during the educational process for the convenience of students.

Higher education in Tanzania like in many other Sub-Saharan countries suffers from unavailability of quality teaching and learning resources due to lack of tradition, competence, and experience to develop such resources. Nevertheless, there are thousands of open educational resources (OER) freely available in the public domain that can potentially improve the quality of existing resources or help to develop new courses. The uptake and reuse of these resources in higher learning institutions (HLIs) in Tanzania has been very low. The study applied the unified theory of acceptance and use of technology (UTAUT) model to elicit instructors’ intention to adopt and use OER in teaching. The paper also investigated challenges that hinder instructors to adopt and use OER. A sample of 104 instructors selected randomly from five HLIs was collected and tested against the research model using regression analysis. The study found effort expectancy had significant positive effect on instructors’ intention to use OER while performance expectancy, facilitating conditions, and social influence did not have significant effect. Challenges that were found to hinder instructors to adopt and use OER are discussed. The findings of this study will help those who are involved in OER implementation to find strategies that will maximize OER adoption and usage in higher education in Tanzania.

Over the past two decades, the education sector in India has undergone a substantial transformation. Recent advances in technology have provided access to high quality educational resources and information on the Internet. This article examines the role of open educational resources (OER) in addressing the challenges of higher education in India, which range from geographical disparities in access to education, to shortages of trained and qualified faculty. The authors examine and discuss several OER initiatives that are currently advancing India’s efforts to create strong institutional mechanisms to overcome the country’s educational challenges through a national strategic framework designed to improve access to quality higher education. The authors explore these initiatives designed to increase access to education through OER, as well as those designed to develop OER-related skills for educators. The article concludes with a discussion of the implications of these initiatives for the development of open educational practices in India.

The higher education sector is changing alongside developments in information technology. This chapter describes the increased inclusivity the internet has facilitated and functions of the university in determining quality of educators, learners and educational resources. It explains a tension between increased inclusivity and the function of determining quality in two higher education developments: open educational resources (OERs) and massive open online courses (MOOC). An example of the development of quality within an OER repository is described. Wikiwijs is an online space for OERs that has been experimenting with ways to provide quality alongside increased inclusivity so that teachers from primary to university level can find, use and adapt learning materials. Potential higher education futures with even greater inclusivity are discussed. Areas for further innovation in distributing determination of quality in higher education are described.

Twenty married couples with one partner diagnosed as having diabetes at age 40 or older within the past 5 years participated in this study. Participants completed the diabetes or family version of Beliefs About Diabetes (BAD) and the Dyadic Adjustment Scale (DAS). Results showed that perceived barriers to diet and to medication by the person with diabetes were associated with higher marital satisfaction and quality of marriage. In contrast, for the nondiabetic spouse, the perceived benefits of diet were negatively associated with the ability to work with the diabetic spouse. Additional research is needed to better understand the effect of diabetes on the marital relationship.
