In developing countries like Nigeria, every citizen has the right to be involved in any development activities that is targeted at meeting the “felt needs” of their community rather than wait endlessly for government intervention. Self-help community development activities like construction and maintenance of community roads and rural electrification among others, are expected to be facilitated by all the stakeholders in the community, including the youths who are legitimately the future custodian of the welfare of their community and the greatest investment that can be utilized to mobilize local material resources for the community as well as the country’s development. This study therefore poses that, if youths are recognized as clear assets in self-help community development projects, the youths with their wealth of experiences and energy can be engaged effectively in meaningful tasks for the improvement of their environment. Thus, the issue of youth migration or abandonment of projects can also be ameliorated. Quantitative and qualitative data were collected on self-help projects embarked on in the communities studied, areas of youths involvement in self-help projects and the constraints encountered by youths. Findings of the study revealed that the Nsukka communities studied embarked on rural electrification, construction of boreholes and water drainage facilities among others; the areas of youths involvement in self help community projects was low; while youths not given free hands to be involved in SHCPs and parents not allowing their youths to be involved in SHCPs among others, were constraints to youths involvement in self help community projects. Recommendations were made based on the findings of the study.

This study explains how Korean government and their citizens overcame poverty and achieved a development feat within one generational period. It illustrates the emergence of Saemaul Undong Development in the developmental state of Korea, that by instilling a new ethos on the basic ideals of diligence, self-help and cooperation, Saemaul Undong inspired the Koreans with a ‘can-do’ spirit in achieving ‘prosperity through hard work’. The study covers four key themes such as: Korean experiences in the 1970s, discussion on Saemaul Undong, success factors of Saemaul Undong, and Saemaul Undong as a community development strategy for developing countries. Government-established incentive systems and capacity-building activities accelerated Saemaul Undong’s nationwide implementation. Some aspects of Saemaul Undong are also helpful with the right policies and strategies, based on individual, politics, social, economic and political contexts. Adoption of Saemaul Undong will produce successful results if developing countries carefully study their situation and devise a workable and practical solution of their own. Keywords: saemaul undong; developmental state; community development; green revolution

The integration of local and international cultures enhances people’s ability to adapt to external influences of sustainable aid and sustainable development programs and processes. The study was conducted in Turkana, where government intervention on projects was made with deliberate efforts to implement inclusive development projects. Traditionally Turkana society has well-defined gender roles that appear to contradict inclusive and participatory approaches determined by government projects and interventions. The study sought to establish a legitimate influence on youth participation and to assess the impact of cultural norms on youth participation in community projects. The study used a descriptive design and targeted 47,359 young people. The study used Krejecie and Morgan’s table and an equally divided sample procedure to obtain a sample of 381 respondents in the study. Research has shown that educated youth will speak well and seek citizenship, and show that the standard of formal education is negatively correlated (-0251) with youth participation in project planning and community development projects (-0.094) respectively, barriers to youth participation in project planning are not limited to learning and training. Therefore political, institutional, financial and technical factors played out in determining whose voice is heard and which decisions are acceptable. There was an inconsistent balance (-0.109) between gender roles and participation in community project planning meetings and gender issues consideration in community projects, respectively. A negative correlation (-0.14) between age and meeting planning has been revealed which means that the patriarchal values system in rural areas favours gender roles and traditional cultural practices that oppose the development, advancement and participation of women in community development.

Most of the discourse on development aid in Africa has been limited to assistance from Western countries and those provided by competing capitalist and socialist blocs during the Cold war era. Japan, a nation with great economic and military capabilities; its development assistance for Africa is encapsulated in the Tokyo International Conference on African Development (TICAD) initiative. The TICAD started in 1993 and Japan has so far held 5 TICAD meetings between 1993 and 2013 during which Africa’s development challenges and Japan’s development assistance to the continent were discussed. The emphasis on “ownership”, “self-help” and “partnership” are major peculiar characteristics of Japan’s development aid that puts the design, implementation and control of development projects under the control of recipient countries. This is a major departure from the usual practice in international development assistance where recipient countries are bound by clauses that somewhat puts the control of development aid in the hands of the granting countries. Such binding clauses have often been described as inimical to the successful administration of the aids and development in recipient countries. Though Japan’s development aid to Africa started only in 1993, by the 2000s, Japan was the topmost donor to Africa. This paper examines the context of Japan’s development aid to Africa by analyzing secondary data sourced from literature and secondary statistics.
