Objective of the study: Evaluate, according to the Resource-based View (RBV) perspective, the impact IT governance and management have on the finalistic performance of Brazilian public-sector organizations in terms of the provision of high-quality processes and products.Methodology: Application of multivariate analysis techniques and a two-step cluster analysis (hierarchical method and K-means) in the iGov2017 Survey database which includes 482 organizations and is made available by the Federal Court of Accounts (TCU).Relevance: The research contributes to reducing the lack of academic publications that analyze the integration of the concepts of strategy, value creation, and governance and IT management within the scope of the Brazilian public sector.Main results: The data showed that 47.7% of the organizations presented incipient levels of IT governance and management. In contrast, 19% of the organizations analyzed presented satisfactory results in terms of performance and IT governance maturity. Evidence indicates that there is a positive correlation between governance quality, IT governance and management, and the finalistic performance of organizations.Theoretical contributions: Results suggest, in accordance with the RBV perspective, that a multifaceted, harmonic, and complex orchestration that ensures consistent alignment of strategic decision making, IT strategies, risk management, and IT governance and management has a direct effect on the performance of Brazilian organizations.Management contributions: Learning more about the profile of the organizations in every cluster selected for analysis could be useful for public managers in adopting measures that enhance the quality of public service provision for the benefit of all Brazilian citizens with reasonable risks and costs.

Annotation Purpose. Improving the efficiency of entomophages production by developing innovative approaches for it management. Methods. System approach, intelligent information technologies. Results. Innovative approaches for it management of entomophages production have been developed, which consist of: determining and ranking the factors that have the greatest impact on the quality of entomological products, and factors that lead to substandard products; the creation of structural and parametric complexes for assessing product quality; real-time assessment of the intensity of entomocultures development processes; automation of management abiotic parameters stepwise development of insects (temperature and relative humidity of the box for growing of insects) in real time; determining the quality of entomological products in conditions of incomplete information, taking into account the impact of a combination of abiotic and biotic production parameters; calculation of optimal values of production parameters in conditions of uncertainty; systematization of knowledge about the interaction of heterogeneous parameters in the production of entomophages. Conclusions. The proposed innovative approaches to manage the production of entomophages can increase its efficiency by forming optimal management strategies, using the technological experience of specialists and modern intelligent information technologies in particular, SCADA-systems, fuzzy logic theory and cognitive analysis. Information technology (IT) has become the backbone for many of today’s organizations in the private and public sectors. However, identifying users’ information satisfaction as well as their perception of the strengths and weaknesses of IT service represents a major challenge for IT management. This research explored the perceived IT service quality (SQ) and user satisfaction (US), the effect of SQ on US, and the impact of a number of demographic and situational characteristics on SQ and US in the Ministry of Communications (MOC) of Kuwait. Three SQ dimensions have emerged, including empathy/assurance, reliability, and tangibles. Users, however, are not certain about the quality of the provided IT service. They are also somewhat satisfied with the systems they regularly use. Age, nationality, job type, sector type, and system use varyingly affect SQ and US. SQ has also emerged as an important determinant of US. These findings as well as their implications are further discussed in the paper.

AbstractOn the basis of the three elements of strategy, this chapter puts forward some follow-up research questions and prospects mainly from the following aspects. The first is the study of factors that have influences on the quality of strategic decision. Factors include individual aspects of decision-maker, strategic decision-making information factors, approaches of strategic decision-making, etc. The second is about normative studies. They are about how the world ought to be or how strategy decisions ought to be in given situations. Outcomes of the studies can provide guidance to industry decision makers when facing development issues. Future research includePerhaps the impact of strategic decision-makers on the quality of strategies is far beyond our imagination.

Transitional justice refers to the set of judicial and non-judicial measures adopted by different countries in order to confront their dictatorial past. In practice, countries adopt different transitional policies according to their own political, legal, social, historical, and cultural traditions. This applies, for example, to Latin American countries, some of which enacted amnesty laws currently in force, while others tried and convicted those responsible for human rights violations. In this process, the Inter-American Court of Human Rights has contributed significantly to the progress of transitional justice. Through its jurisprudence, the Court has enshrined fundamental principles related to transitional justice. In addition, it has helped Latin American countries overcome jurisprudential positions and revoke national laws that contradict international human rights standards. This article examines the contribution of the Inter-American Court of Human Rights to the development of transitional justice, with an emphasis on the case of Brazil. Ultimately, it assesses the impact of selected court jurisprudence on Brazil in order to identify the quality of the existing dialogue on transitional justice between the Inter-American Court of Human Rights and the Brazilian Supreme Federal Court.

Case overview This case spotlights Athlete Sports in Dubai, United Arab Emirates (UAE). It focuses on the malfunction of the company's equipment that is rented from ABC Sports Equipment. Athlete Sports has been in the UAE over a decade and has positioned itself fairly at the top due to its qualified coaches and quality of facilities it provides. The case highlights the company's transition from owning equipment to leasing equipment that increases profits. However, it also sheds light on ABC Sports' venture into code reusability in order to upgrade equipments faster. The case looks closely at the ultimate consequences of ABC Sports' practice and the impact it has on Athlete's Sports' clients and the subsequent decisions the managers are expected to make. Expected learning outcomes This case can be used to teach strategic decision making, and ethics in information technology. Supplementary materials A teaching note is available on request.

The quality of life underlying the modern society can be attributed to several factors, among them, the technological and economic development experienced in recent years. Durable consumer goods are part of this modern society, such as automobiles. However, because most automobiles are powered by the combustion of fossil fuels, the emission of greenhouse gases is a worrisome environmental problem. The objective of this article is to analyze Gross Domestic Product (GDP) data, population and SELIC rate (SELIC stands for Special System of Settlement and Custody) in the period from 2001 to 2020 to evaluate the impact on the number of vehicles in the Cariri Metropolitan Region (RMC), using multivariate models. It was verified that the fleet of the RMC experienced an increase of 561.45% in the last 20 years. Three prediction models were tested and the conclusion was reached that for the next 20 years it is not sustainable to maintain the same growth already experienced, in a linear manner. Instead, the ideal is to adopt a model with growth forecast with a logarithmic function, i. e. with a stationary tendency in the long time. In a society where over 50% of vehicles are more than 10 years old, it is essential that public managers, the private initiative, the academic-scientific environment and society adopt sustainable practices and consider future scenarios to make decisions in order to preserve the environment and to ensure everyone's quality of life.

The primary aim of this study is to investigate the effects of IT management and strategy management on the performance of organizations. Based on a solid theoretical basis and a thorough literature review, the author developed the study model, with the models adopted being the Resource-Based View of the Firm (RBV), Knowledge-Based View (KBV) and the Innovation theories. The study carried out an analysis of the effects of IT management and strategy management on the performance of organizations. For the purpose of this analysis, three hundred and forty-one (341) questionnaires were distributed to random selected Sharjah Police departments, in Sharjah, UAE. From the total questionnaires distributed, two hundred and forty-five (245) were returned, the data from which was analyzed using SPSS. The results of the analysis showed that IT management and strategy management had a positive and significant effect on organizational performance of Sharjah Police departments. The study recommends the effective implementation of IT management and strategy management for effective and successful performance of Sharjah police departments. The study confirmed the applicability of both the Resource-Based View and the Knowledge-Based View on examining organizational performance.

Information technology (IT) is a critical asset for effectiveness organizational governance. Therefore, the organization’s and IT’s and business’s expertise need a good IT governance. IT governance as a tool for aligning IT with business, is required to explain the new role of IT organizations, measuring the contribution of each organization’s components, helping identify the impact and benefits of IT investment which has been done, decision making, and make a better project. Conversely, the IT governance which ineffective can lead to losses of business, impairment of reputation, weaken the ability of competitiveness, lack of precision project, inefficient, quality of production is not in line with expectations, and inability to fulfill the innovation and benefits that were promised. Meanwhile, strategic alignment (in the IT business) which can either creating new opportunities and increased competitive advantage for companies well. Thus, it is necessary to create strategic alignment IT-business and ensure IT governance goes according to planned. This article intends to discusse and provide information about strategic IT-business alignment as one component of good IT governance. Once understood, the directors and CEO can identify opportunities and develop a good strategic alignment to increase IT business alignment in order to ensure companies continuity.

Board decision-making is a complex process. It is represented by reasoning for choosing the most suitable alternative within a series of options for the operation of the corporation. In practice, strategic decision-making is an important function of the board of directors, especially in the information age. Although there are various determinants of the board for carrying out decision-making, there has been little research concerning the impact of information technology (IT) governance wisdom on board decision-making. This study seeks to investigate the origin of IT governance and analyze IT governance wisdom from the perspective of the philosophical thinking of The Art of War. The analysis indicates that the concept of IT governance must have been produced no earlier than the late 1990s, highly likely at the beginning of the 21st century. In addition, this study presents the results of qualitative field research of a Chinese information and communication technology (ICT) company which indicates that it has an important meaning in explaining IT governance wisdom might have a significant influence on board decision-making. In summary, the importance of information governance wisdom in the decision-making process of the board of directors is also a reflection of intelligent management while considering the interests of shareholders in the digital era.
