Cross-border payment optimization technology based on block chain has become a hot spot in the industry. The traditional method mainly includes the block feature detection method, the fuzzy access method, the adaptive scheduling method, which perform related feature extraction and quantitative regression analysis on the collected distributed network connection access data, and combine the fuzzy clustering method to optimize the data access design, and realize the group detection and identification of data in the block chain. However, the traditional method has a large computational overhead for distributed network connection access, and the packet detection capability is not good. This paper constructs a statistical sequence model of adaptive connection access data to extract the descriptive statistical features of the distributed network block chain adaptive connection access data similarity. The performance of the strategy retrieval efficiency in the experiment is tested based on the strategy management method. The experiment performs matching query tests on the test sets of different query sizes. The different parameters for error rate and search delay test are set to evaluate the impact of different parameters on retrieval performance. The calculation method of single delay is the total delay or the total number of matches. The optimization effect is mainly measured by the retrieval delay of the strategy in the strategy management contract; the smaller the delay, the higher the execution efficiency, and the better the retrieval optimization effect.

<p class="abstrak">This research aims to discuss the pluralism in heterogeneous region that focuses on three communities of different religions living side by side in harmony and peace. The Plural community develops in South Mopuya Village makes the prevention of conflict needs to be improved.. Researcher discusses how the strategies of religious leaders does and government give understanding to Mopuya’s society to avoid and prevent conflict in plural society. This research is using qualitative method. The data are gained by using some techniques such as observation, interviews, and documentation. Data obtained will be analyzed using qualitative descriptive analysis. Plurality in this study, assimilation of activities, Need each other at work and increasing awareness of the importance of education, tabligh <em>da’wah</em> and worship tolerance are strategies to prevent conflict. Persuasive approach and language equality as unifying solution for a plural society to live in harmony and peace.</p><p class="abstrak"> </p><p><em>Masyarakat Plural berkembang di Desa Mopuya Selatan menjadikan pencegahan konflik antar umat beragama perlu ditingkatkan. Peneliti akan mengkaji pluralisme di wilayah heterogen yang terfokus pada keagamaan dengan tiga komunitas penganut agama yang berbeda hidup berdampingan dengan rukun dan damai. Penelitian ini mengkaji bagaimana strategi tokoh agama dan pemerintah dalam memberikan pemahaman kepada umatnya untuk menghindari dan mencegah konflik pada masyarakat plural dan bagaimana tantangan serta solusi tokoh lintas agama dalam mengatasi konflik pada masyarakat plural. Penelitian ini merupakan penelitian kualitatif dengan teknik pengumpulan data observasi, wawancara dan dokumentasi Data yang diperoleh akan dianalisis menggunakan analisis deskriptif kualitatif. Pluralitas dalam studi ini, asimilasi kegiatan, saling membutuhkan dalam pekerjaan dan meningkatkan kesadaran akan pentingnya pendidikan, dakwah tabligh dan toleransi ibadah menjadi strategi mencegah konflik. In the late 21st century, the growth of sea ships widened the horizons for trade on a global level. However, despite slow and cumulatively significant developments in transportation technology, during the era of sail, high sea maritime instability or the threats of piracy remained a significant obstacle to trade over long distances. In addition, with limited solidarity among all essential players in the region, several Gulf of Guinea (GoG) states can diversify their national attention to handle the pandemic instead of combating illegal activities at sea. Therefore, this article talks about the different factors of maritime piracy in the GoG, Comparing the trend across the region's different states (Togo, Benin, Nigeria, Ghana), the current maritime insecurity mitigation strategies proposed, and their gaps. Besides, a discussion around a knowledge gap in terms of accurate cooperation via the various policies implemented by those institutions brings us to propose coevolution governance in the shadow of the hierarchy and to create a maritime protect area (MPA) in the GoG country who do not have it yet, especially in Togo, Ghana, and Nigeria, and surround MPA with sustainably managed fishing areas where local small-scale fishers enjoy exclusive rights. The result shows that regionally it can help Centralize and diffuse the best practices, develop greater synergy among public policies and institutions, and nationally create greater sustainability of conservation with the integration of socio-economic concern and harmonization of strategic planning, practices, and policies.

The article deals with the features of conducting a functional analysis of the activities of state bodies in some countries. Over the past decade, functional analysis has been tested and applied as a tool for public administration reform in many foreign countries. The authors have studied various aspects of functional analysis, their historical development, including modern attempts to implement and reform them. Economic problems in many countries in the mid-and late-1990s led to a growing awareness of the link between weak economic activity and weak government systems. The change in the perception of the role of public administration in reform processes occurred at a time when many countries were operating "ascetic" programs. One of the elements of such programs was to reduce the number and role of management structures. Carrying out functional analysis in state bodies is one of the ways to optimize the quantitative and qualitative composition of civil servants, to increase the efficiency of the activities of state bodies. This is a research activity that studies the goals and activities of a public authority, strategy, management structure, and management processes. The authors conducted a functional analysis as a tool for public administration reform. The most important factors that should be taken into account when developing a functional analysis are examined: what goals should be achieved through functional analysis, what type of analysis can be performed, how the analysis process can be managed, and finally, what steps should be taken immediately after the analysis. The article examines and analyzes the international experience of conducting a functional analysis of the activities of a public authority in such countries as Latvia, Moldova, and Singapore.

In response to policy changes, the hospital as an organization is expected to establish a strategy to stay afloat in business competition. However, the health industry, especially hospitals, has certain determinants that are different from other industries. This article is a literature review that focuses on business strategy management, namely sustainable competitive advantage in the hospital industry. This review is aimed at managers nowadays in building and maintaining their hospital positions. In conclusion, changes in strategy can be made specifically according to the type of hospital and positioning results.

The main objective of carrying out a public relations strategy management in an educational institution is that the school continues to be in demand by educated participants and experiences development and progress from year to year In conveying information, good communication is needed so that the information submitted can be received. In conveying information, public relations must have good strategic management and direction so that what is expected is carried out well Data collection techniques are carried out by observation, Interviews and documentation The results of this study indicate that: (1) Public Relations Strategy Management in Increasing Student Interest in MTs Pacet Surban Foundation includes planning, communicating, implementing and evaluating well and directed by the school to attract the attention of prospective new students. (2) One of the inhibiting factors for public relations in increasing the interest of prospective students to attend the MTs Pacet Surban Foundation includes ineffective time in the implementation of management as well as long distances so that strategic management is not optimal.
