Described is here Mastogloia jahniae sp. nov. a species new to science from Skatan on the Baltic Sea, east coast of Sweden. Description of this new species is based on light and scanning electron microscopy. The new species is classified in the Mastogloia section Ellipticae and is characterized by having radiating short and long striae around the central area, sinuous raphe branches and partecta displaced toward the middle of the valve by a siliceous flange. M. jahniae sp. nov. in terms of size is rather small whereas in terms of ecology appears an epipelic brackish water species. The new species was rather rare in all samples collected from Skatan and has not been found in the other adjacent regions sampled. A comparison with similar established Mastogloia species is provided.

Health care systems are called to reconcile at least three conflicting goals: They have to provide sufficient health care services of appropriate quality for the population, keep the cost at an affordable level, and make services accessible for every member of the society. Achieving all three of these goals at the same time is sometime like squaring the circle: Good ser- vices accessibly for everybody even in peripheral regions require resources and generate costs which – too often – seem inappropriate for many politicians and members of the society. At the same time, high quality ser- vices are only affordable with centralised systems where the number of patients permits sufficient routine. However, this centralisation means that services are not available close of the places where people live, in particu- lar in rural areas. The only answer are innovations of health care provision which increase the efficiency of the system and make it possible to achieve all objectives at the same time. The district of Vorpommern-Greifswald has developed, adopted, and implemented innovations in the field of telemedicine, emergency services, drones, and cross-border health care, which have already proven relevant for the region. These innovations are ready to diffuse into other countries of the Baltic Sea region. At the same time, innovations from other countries could be fruitful innovations seedlings for the district in North-Eastern Germany. However, this would require overcoming a number of financial, cultural, and personal barriers in order to improve the health care situation even in peripheral regions. This paper discusses the “magic triangle” of cost, quality, and accessi- bility as the fundamental goal system of a health care system. Furthermore, it presents some insights into the innovations implemented in the district of Vorpommern-Greifswald. Finally, it discusses a model of innovation adop- tion and potentials entering into an adoption and adaption process within the Baltic Sea region.

The article presents the results of traceological studies of two harp seal bacula, from the Šventoji 3 site (coastal Lithuania). As a result of the microscopic observations carried out, technological and functional microtraces were discovered on both artefacts. The analysis of the use-wear traces, which are better readable only on one of the artefacts, allowed for a hypothesis that they arose as a result of contact with well-tanned and dry hide. This made it possible to assign to the studied artefacts the function of objects of everyday use, having direct contact with this material. The findings were illustrated with the current knowledge on the use of bacula in prehistory, historical times and among archaic communities known from ethnographic observations.

Knowledge of the partitioning between the dissolved and particulate phases of nutrient elements is a key factor in aquatic ecosystem modeling since partitioning regulates the availability to demand ratio of the nutrient in question. This is seldom taken into account in environmental monitoring programs. In this paper, the occurrence and variability of particulate and dissolved phosphorus were studied in the coastal zone of the Baltic Sea. The particulate fraction (PF) of total phosphorus (TP) concentration in coastal waters from some forty stations along the east coast of Sweden was, on average, 0.33. Dissolved inorganic phosphorus (DIP) was a poor predictor of total dissolved phosphorus (DP) representing only 20%-30% of this fraction. Sensitivity analyses showed that the value of PF had a significant impact on modeled predictions of TP concentration in the water on a Baltic sub-basin scale, whereas an applied coastal model was insensitive to variations in PF. Hence, this study encourages further sampling efforts on the partitioning of phosphorus in the open waters of the Baltic Sea.

Statistical data on reserves, production and exports of Russian oil are provided in the article. The author pays special attention to the expansion of opportunities of sea oil transportation by construction of new oil terminals in the North-West of the country and first of all the largest terminal in Murmansk. In his opinion, one of the main problems in this sphere is prevention of ecological accidents in the process of oil transportation through the Baltic sea ports.
