Law and Justice (PiS) is a conservative party founded by Jaroslaw Kaczynski and Lech Kaczynski in 2001. Law and Justice had a coherent idea of the State covering the ideological basis, the model of state system and the organization of state power and national security. The problem of national security for PiS was of utmost importance - associated with the raison d'état. External security was a priority for the state government. In the political thought of Law and Justice, the Polish external security model is based on three pillars. The first and most important pillar was military cooperation with the United States within NATO. PiS politicians were in favour of the Atlantic international security model of the guiding role of NATO. The second pillar was the armed forces. The third one, extra security, was the pillar of the Polish membership in the European Union.

The article analyzes the history of the development of military-technical cooperation between Ukraine and NATO as one of the defining areas of international military partnership. Taking into account specific historical circumstances and external aggression by the Russian Federation, the importance of Ukraine’s military-technical cooperation with partner countries for the implementation of political goals and objectives of the state for the development of defense industry and national security is emphasized. Ukraine faced new types of threats in all spheres of the state’s life, in the military in particular, which required active assistance from partner countries. The realities of the hybrid war, which has targeted our country, require new approaches to ensuring the state sovereignty and territorial integrity of Ukraine, including by strengthening military partnerships with the European Union and the United States. In modern geopolitical, socio-economic, international legal, military-political conditions, the nature, forms and directions of Ukraine’s military partnership need to be rethought and clarified. Today, Ukraine’s military cooperation with NATO is of a strategic nature, the tasks of which can be grouped into four key areas: maintaining military-political dialogue; assistance in reforming and developing the Armed Forces of Ukraine; ensuring contribution to international security and peacekeeping; defense and technical cooperation. As a result of this study, NATO membership will open new opportunities for Ukraine’s competitive defense industries and lay the foundation for military-technical cooperation at the international level. In this context, the myth that Ukraine’s accession to NATO will involve the collapse of Ukraine’s defense industry through the introduction of new NATO military standards, requirements for rearmament for our army is completely eliminated.

The Constitution of the United States of Mexico, in its Article Number 4, provides for the right to health care. The government's National Health Program was created to comply with this mandate. This program comprises a National Health Care System. This system has three branches. The first one is Social Security, which encompasses 50% of the population of Mexico—namely 45 million affiliates. Out of this popu lation, 10 million are under the “Instituto Mexicano del Seguro Social-Solidaridad.”This program is financed by federal resources, is self-managed by the “Instituto Mexicano del Seguro Social” and provides health care to the general population (basically farmers). The rest of the population that receives benefits from the Social Security System includes employees, blue-collar workers (affiliated with the “Instituto Mexicano del Seguro Social“), federal and state-government workers (who receive benefit from “Instituto de Seguridad Social de los Trabajadores al Servicio del Estado”) and the military personnel (who are affiliated with the “Instituto de Seguridad Social de las Fuerzas Armadas”). These institutes are jointly financed by employers, the state, and the workers.The payment percentage is established depending on the worker's income. For state workers and armed forces it represents 2% of the income of the employee and another 2% is paid by the state; those depending on die Instituto Mexicano del Seguro Social pay 3.5% of their salary and 8.4% is paid by die employer.

The State Program for NATO – Ukraine Cooperation 2001-2004 is analyzed, its priorities and features in the context of the development of bilateral relations are determined. It has been established that the content of the program has become a logical continuation of the previous one and should, in the short term, ensure the fullest / best possible implementation of terms of the Charter on a Distinctive Partnership (1997). It is shown that the President of Ukraine, as well as the National Security and Defense Council of Ukraine (NSDC) and on its behalf, the State Interagency Commission for NATO – Ukraine Cooperation, have overseen the implementation of the program. The author notes that its adoption took place during the intensification of Ukraine's foreign policy activities aimed at deepening constructive cooperation with the European Union (EU), the Euro-Atlantic Partnership Council (EAPC), the Organization for Security and Co-operation in Europe (OSCE) and the Council of Europe. The program played an important role in the path to the state's declared accession to the North Atlantic Alliance. During this period, it became one of the main directions of the state policy on national security in the context of the formation of the new architectonics of European security of the 21st century. It is claimed that in the political area the program was meant to ensure the implementation of national policy on European and Euro-Atlantic integration, to increase the level of independence guarantees, territorial integrity and inviolability of Ukrainian borders, its national security, as well as to promote the principles of democracy, respect for the rights and freedoms of man and citizen, the rule of law in Ukraine. Fracking has helped to usher in an era of energy abundance in the United States. This advanced drilling procedure has helped the nation to attain the status of the largest producer of crude oil and natural gas in the world, but some of its negative externalities, such as human-induced seismicity, can no longer be ignored. The occurrence of earthquakes in communities located at proximity to disposal wells with no prior history of seismicity has shocked residents and have caused damages to properties. It has evoked individuals’ resentment against the practice of injection of fracking’s wastewater under pressure into underground disposal wells. Though the oil and gas companies have denied the existence of a link between such a practice and earthquakes and the local and state governments have delayed their responses to the unforeseen seismic events, the issue has gained in prominence among researchers, affected community residents, and the media. This case study has offered a glimpse into the varied responses of stakeholders to human-induced seismicity in a small city in the state of Texas. It is evident from this case study that although individuals’ complaints and protests from a small community may not be successful in bringing about statewide changes in regulatory policies on disposal of fracking’s wastewater, they can add to the public pressure on the state government to do something to address the problem in a state that supports fracking.

Ukrainia Remains of huge importance to Russian Strategy because of its Strategic importance. For being a privileged Postion in new Eurasia, without its existence there would be no logical resons for eastward Expansion by European Powers.  As well as in Connection with the progress of Ukrainian is no less important for the USA (VSD, NDI, CIA, or pentagon) and the European Union with all organs, and this is announced by John Kerry. There has always ben Russian Fear and Fear of any move by NATO or USA in the area that it poses a threat to  Russians national Security and its independent role and in funence  on its forces especially the Navy Forces. There for, the Crisis manyement was not Zero sum game, there are gains and offset losses, but Russia does not accept this and want a Zero Sun game because the USA. And European exteance is a Foot hold in Regin Which Russian sees as a threat to its national security and want to monopolize control in the strategic Qirim.

When the political camp centred on the Law and Justice party (PiS) came to power in 2015, it led to a change in priorities in Polish foreign policy. The Three Seas Initiative (TSI), understood as closer cooperation between eastern states of the European Union in the area between the Baltic, Adriatic, and Black seas, has become a new instrument of foreign policy. The initiative demonstrates the growing importance of Central and Eastern Europe in the global game of great powers. The region has become a subject of rivalry, not only between the United States and Russia but also China. Therefore, the main objective of this article is to try to describe the importance of the region to Germany and how Germany’s stance on the TSI has evolved. The article consists of three parts, an introduction to the issues, the genesis of the TSI, and the definition of goals set by the states participating in this initiative, as well as analysis of the German stance towards the initiative since its development in 2015. The theories of geopolitics and neorealism are used as the theoretical basis for the analysis.

Colorado manages water using an administrative structure that is unique among the United States following the doctrine of prior appropriation: Water rights are adjudicated not by the State Engineer, but by Water Courts – separate from and operating in parallel to the criminal and civil courts – established specifically for this purpose. Fundamental to this system is the notion that water rights are property, with consequent protections under the US Constitution, but with the significant constraint that changes in water rights must not injure other water rights, either more senior or more junior. Population growth and climate change will certainly trigger changes in water administration, to be guided by the recent Colorado Water Plan. To provide the foundation necessary to appreciate these changes, this paper reviews the history of Colorado water administration and summarizes the complementary roles of the Water Courts and the State Engineer. Understanding water administration in Colorado depends on a firm grasp on how these two branches of state government formulate and implement water policy.

When southern states seceded from the United States, a fiery argument held that white southerners’ love of their home state would translate without trouble into love for a new southern nation. As a consequence of a Confederate nation that grew in size and power to fight a modern war, however, a southern nation would in time swallow southern states whole. This chapter focuses on Mississippi, where Governor John Pettus imagined a state government that would maintain its sovereignty and the loyalty of the populace. As he would discover, however, a combination of Union incursions into the state and the development of the Confederate nation, would together sap Pettus’ government of its power.
