DEPOPULATION IN PERIPHERAL REGIONS OF EASTERN POLAND – DETERMINANTS AND CONSEQUENCES

The study examines demographic processes and the resulting challenges for the development of areas at risk of depopulation. The research covered regions defined as NUTS 2 in European Union nomenclature and classified as the Eastern Poland Macroregion in Polish regional policy. This macroregion is counted among the peripheral regions of Poland. The demographic processes taking place within these regions, and especially in many local administrative units (LAU 2), point to a threat of depopulation. The scope of the detailed study is from 2010 to 2020. Descriptive, tabular and graphical methods, as well as demographic projections until 2040 were used to analyse and present the materials for the analysed provinces. It was found that unfavourable demographic processes are intensifying and pose a threat to socio-economic development, especially for the peripheral rural communes of these regions. Progressing decline in fertility, increasing life expectancy, as well as intensified migration processes lead to unfavourable changes in the population structure, and, in the long run, to depopulation, which will undoubtedly multiply economic and social problems in these regions.

Abstract In this paper, the position of ‘peripheral regions’in the Netherlands is discussed from a European as well as from a Dutch perspective. In the context of an enlarged European Union, and a shift in orientation of regional policy towards strengthening the competitive position of all regions, peripheral regions are required to explore new policy responses. In the Northern Netherlands, this has led to a stronger emphasis on cooperation, both among Dutch provinces as well as with international partners, in an attempt to strengthen the economic performance and political standing of the region in national and international arenas. The rationale or connectivity of international cooperation strategies such as the Northern Development Axis may perhaps be secondary in comparison to the enabling power of such strategy-building in fostering cooperation and governance structures at regional and inter-regional level.

The place and role of local government within the structure of government in Africa has attracted much public interest. Prior to and after independence, African countries used local government as the administrative units of central governments without their having any legal status, to the extent that local authorities were under the strict control of central governments. The autonomy of local government is pivotal in the democratisation of a country. The United Nations, European Union and African Union have adopted treaties to promote the recognition and protection of local government in the state parties’ constitutions. Accordingly, this article explains the status of local government in Africa and its impact on strengthening democracy in African states.

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.

Many governments have implemented a controlled off-label use of medicines as a tool combined with reimbursement decisions, among other policies, to avoid pharmaceutical firms gaming regulatory systems based on the requirement for marketing authorisation. This article aims to compare the drug regulations in selected European Union countries (France, Italy and Germany) in order to identify specific provisions and concrete solutions implemented by them regarding that matter. The employment of an economic analysis of the law as a theoretical framework allows for the identification of the incentives created in the long run by the referred regulations. The scholarly literature identifies a myriad of drawbacks and advantages associated with off-label practices, and a welfare analysis is ambiguous. Off-label practices are a reality; thus, it is advisable to elaborate policy measures in order to address these practices and condition them on some requirements, taking into account that off-label practices imply trade-offs among access to healthcare, protection of public health, competitiveness and innovation in the industry.

Foreign direct investments are seen as a prerequisite for gaining and maintaining competitiveness. The research objective of this study is to examine the relationship between foreign direct investment (FDI) and economic growth in “new” European Union member countries using various unit root, cointegration, as well as causality tests. The paper employs annual data for FDI and gross domestic product (GDP) from 2002 to 2018 for the 13 most recent members of European Union (EU13): Bulgaria, Croatia, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia and Slovenia. An estimated panel ARDL (PMG) model found evidence that there is a long-run equilibrium between the LogGDP, LogFDI and LogFDIP series, with the rate of adjustment back to equilibrium between 3.27% and 20.67%. In the case of the LogFDI series, long-run coefficients are highly statistically significant in all four models, varying between 0.0828 and 0.3019. These coefficients indicate that a 1% increase in LogFDI increases LogGDP between 0.0828% and 0.3019%. Results of a Dumitrescu-Hurlin panel causality test indicated that a relationship between the GDP growth rate and FDI growth rate is only indirect. Finally, only weak evidence was shown that FDI had a statistically significant impact on GDP in the EU13 countries over the period 2002-2018. This report of findings contributes to the literature concerning FDI and economic growth, namely regarding the current understanding of the relationship between these two factors.

The paper analyses the planning framework for sustainable territorial and regional development. The spatial and environmental planning should play the key role in coordination and integration of different planning grounds in achieving the sustainable regional development. The paper discusses the spatial planning capacity to offer the integral view of the sustainable territorial development. The brief review of tendencies in new spatial planning and regional policy has been given. The focus is on the concept of balanced polycentric development of European Union. The guiding principles of spatial planning in regard of planning system reform in European countries have been pointed out. The changes in paradigm of regional policy, and the tasks of European regional spatial planning have been discussed. In Serbia problems occur in regard with the lack of coordinating sectoral planning with spatial and environmental planning. Partly the problem lies in the legal grounds, namely in non codification of laws and unregulated horizontal and vertical coordination at all levels of governance. The possibilities for the implementation of spatial planning principles and concepts of European Union sustainable territorial and regional development have been analyzed on the case of three regional spatial plans of eastern and southeastern regions in Serbia. The disadvantages in implementing the strategic environmental impact assessment as an instrument for coordination and integration of sectorial planning with spatial and environmental planning have been analyzed. The strategic environmental impact assessment has been implemented only in the spatial planning process. Through spatial planning process its feedback effect on sectorial planning has been indirectly achieved. The priority actions in Serbia for achieving the spatial and environmental planning role in coordination and integration of different planning grounds in sustainable regional development have been given.

The article identifies the volume of underserved markets for the development of Ukraine's foreign trade with the EU. The Ukraine's export potential on the EU underserved market is analyzed. It is established that the intensification of trade relations between the Ukraine and EU is a mutually beneficial process, and export potential of Ukraine in the EU market for goods whose exports to the Russian Federation have decreased is of particular importance. The main foreign markets of Ukraine for the export of agricultural and industrial goods from Ukraine have been identified. The main commodity groups of underserved markets to the EU have been identified, the exports of which to the Russian Federation have decreased the most. According to the results of the study, it has been concluded that the underserved markets of the European Union play an important role in the development of Ukraine's trade: first, they allow reorientation of exports of Ukrainian goods, the import of which is prohibited into the customs territory of the Russian Federation, to EU markets; secondly, they help to identify directions for the modernization of Ukrainian production in accordance with the unmet needs of the European goods market. It is concluded that the process of deepening mutual trade in underserved markets in a free trade area is mutually beneficial for Ukraine and the European Union, as trading partners can benefit from increased trade flows, and establishing international partnership between the parties can bring additional benefits in the long run.

In the periods of pre- and post-accession to the European Union, Romania experienced great and rapid land concentration and land grabbing. The current article is seeking to identify the relationship between these processes, and the socio-economic development of rural communities in two counties (Călăraşi and Ialomiţa) located in the south-east of Romania. By using a set of statistical indicators, the authors computed two secondary indexes: Agricultural Development Index and Social Disadvantage Index, whose correlation revealed that areas with massive land concentration (almost 80% of all Local Administrative Units) have a low level of socio-economic development.
