Public transportation can be viewed as a key determinant and consequence of the social and spatial formation and development of contemporary cities and regions. Transportation policy generally combines four categories of instruments, i.e., investment, pricing, regulation and subsidy, to generate viable alternatives. Capital investment in public transportation supports the purchase of equipment and facilities including rolling stock, tracks, control equipment, and the construction of terminals, stations, parking lots, maintenance facilities and power generating facilities. Risk governance for public transportation investments looks at how risk-related decision-making unfolds when a range of actors is involved, requiring co-ordination and possibly reconciliation between a profusion of roles, perspectives, goals and activities. In this paper, a two-phased multicriteria methodology is proposed to select the best investment alternative for public transportation with respect to the predetermined criteria. In the first phase, a selection among transportation types is made, and in the second phase, a selection among transportation modes of the selected transportation type is made. A case study for Istanbul is given in the application section.

This article describes how continuous GIS-MCDM problems are commonly managed by combining some weighting method based on pairwise comparisons of criteria with an aggregation method. The reliability of this approach may be questioned, though. First, assigning weights to criteria, without taking into consideration the actual consequences or values of the alternatives, is in itself controversial. Second, the value functions obtained by this approach are in most cases linear, which is seldom the case in reality. The authors present a new method for GIS-MCDM in continuous choice models based on Even Swaps. The method is intuitive and easy to use, based on value trade-offs, and thus not relying on criteria weighting. Value functions obtained when using the method may be linear or non-linear, and thereby are more sensitive to the characteristics of the decision space. The performed case study showed promising results regarding the reliability of the method in GIS-MCDM context.

It is possible to produce different database designs based on the same set of requirements to a database. In this paper, we present a decision support method for comparing different database designs and for selecting one of them as the best design. Each data model is an abstract language that can be used to create many different databases. The proposed method is flexible in the sense that it can be used in case of different data models, criteria, and designs. The method is based on the Analytic Hierarchy Process and uses pairwise comparisons. We also present a case study about comparing four designs of SQL databases in case of PostgreSQL? database management system. The results depend on the context where the designs will be used. Hence, we evaluate the designs in case of two different contexts - management of measurements data and an online transaction processing system.

The electric bicycle is considered as an environmentally friendly mode, the market share of which is growing fast worldwide. Even in metropolitan areas which have a well-developed public transportation system, the usage of electric bicycles continues to grow. Compared with bicycles, the power transferred from the battery enables users to ride faster and have long-distance trips. However, research on electric bicycle travel behavior is inadequate. This paper proposes a cumulative prospect theory (CPT) framework to describe electric bicycle users’ mode choice behavior. Different from the long-standing use of utility theory, CPT considers travelers’ inconsistent risk attitudes. Six socioeconomic characteristics are chosen to discriminate conservative and adventurous electric bicycle users. Then, a CPT model is established which includes two parts: travel time and travel cost. We calculate the comprehensive cumulative prospect value (CPV) for four transportation modes (electric bicycle, bus, subway and private car) to predict electric bicycle users’ mode choice preference under different travel distance ranges. The model is further validated via survey data.

The establishment of the priorities from pairwise comparison matrices is the major constituent of the Analytic Hierarchy Process (AHP). However, the number of pairwise comparisons necessary in real problems often becomes overwhelming. In such cases, generally the experts are not able to answer all questions and consequently sparse judgment matrix is generated which caused "equal ranks" and "rank reversal" based on AHP method. In this paper, a new ranking system (FARSJUM) is developed for such sparse judgment matrix. The system is constructed on fuzzy rules and fuzzy reasoning methods. The numerical example of world cup soccer tournament is brought to clarify the performance of the developed system comparing with AHP method in ranking the sparse judgment matrices.

Sedentary/passive behavior has increased the risk of non-communicable disease, which incites the need to promote an active lifestyle through outdoor physical activities. However, green open space (GOS) amount and design that focus as health promoter have not yet been sufficient. Therefore, design evaluation is conducted to acknowledge recent issues and potential solutions as design considerations for next GOS that focuses on health. Evaluation of GOS design quality uses design indicators that are extracted from Salutogenic Five Vital Signs to identify and assess design quality at selected GOS as a case study.  The data for this study is gathered through site surveys, two months observations, and user interviews: 25 visitors, two staff, and three entrepreneurs. Evaluation at selected GOS highlights the importance of forest setting as major attractions because it provides comfortable shades of trees. Also, GOS should be located at a strategic point to be easily accessed by different kind of transportation modes and routes. Moreover, legibility is achieved highly by movement network: path and clear main entrance, and permeability are achieved through the selection of more than five meters height of trees that clear the visual obstacles, clear spots of activities (pods), and transparent fences.EVALUASI RUANG TERBUKA HIJAU SEBAGAI PROMOTOR KESEHATAN DENGAN PENDEKATAN SALUTOGENIC: TAMAN KOTA BSD I SEBAGAI STUDI KASUSPerilaku sedentary/pasif telah meningkatkan resiko terkena non-communicable disease yang menimbulkan munculnya kebutuhan untuk mendorong aktivitas fisik aktif yang dilakukan di ruang terbuka. Akan tetapi, kuantitas ruang terbuka hijau (RTH) belum memenuhi proporsi minimum 30% dari total luas area dan kualitas desain RTH sebagai promotor aktivitas fisik aktif (kesehatan) belum memiliki referensi desain. Oleh karena itu, evaluasi desain dilakukan untuk mengetahui permasalahan, potensi solusi, dan strategi yang terdapat pada RTH sekarang ini sebagai panduan rancang yang mendorong kegiatan fisik aktif. Metode penelitian yang digunakan adalah metode kualitatif yang dilakukan melalui empat tahap, yaitu: 1. studi pustaka mengenai lima tanda vital salutogenic (diversity, vitality, nature, authenticity, dan legacy) untuk mengidentifikasi parameter evaluasi (kriteria perancangan dan indikator desain), 2. pemilihan objek studi, 3. pengumpulan data melalui survey, observasi dan wawancara, dan 4. identifikasi dan evaluasi kualitas desain RTH. Objek studi terpilih merupakan RTH yang berpotensi memenuhi lima tanda vital salutogenic, yaitu Taman Kota BSD I (TK I), Tangerang Selatan. Hasil evaluasi RTH adalah pentingnya mengintegrasikan unsur alam sebagai setting RTH karena karakteristiknya yang spesifik menjadi daya tarik utama untuk beraktivitas aktif. Selain itu, RTH perlu menyediakan fasilitas lengkap dan pemeliharaannya untuk seluruh kategori usia dan skala aktivitas dari personal hingga komunitas. Secara keseluruhan, RTH perlu mengembangkan program dan strategi implementasi untuk mengembangkan aktivitas edukasi dan preservasi yang melibatkan komunitas secara aktif.

Among different transportation modes, inland water transport is recognized as a low-cost, environmentally friendly way of transporting. The use of this mode in Poland encounters many challenges. Thus, the investigation of development possibilities by analysing the revitalization profitability and navigability restoration of Lower Vistula river should be explored. Following this, the article includes the summary of obtained results of the project INWAPO carrying out and regards development of infrastructure and sea/river ports, demand forecast for transportation, external costs estimation and the main benefits from lower Vistula river revitalization. The main analysis is done with the assumption of IV (or higher) navigable class of the Vistula river.

AbstractThe recent curation of large-scale databases with 3D surface scans of shapes has motivated the development of tools that better detect global patterns in morphological variation. Studies which focus on identifying differences between shapes have been limited to simple pairwise comparisons and rely on pre-specified landmarks (that are often known). We present SINATRA: the first statistical pipeline for analyzing collections of shapes without requiring any correspondences. Our novel algorithm takes in two classes of shapes and highlights the physical features that best describe the variation between them. We use a rigorous simulation framework to assess our approach. Lastly, as a case study, we use SINATRA to analyze mandibular molars from four different suborders of primates and demonstrate its ability recover known morphometric variation across phylogenies.

A typical approach to handle the complexity of multi-faceted decision-making problems is to use multi-attribute decision-making (MADM) methods based on pairwise comparisons. Fuzzy set theory has also been employed to cope with the uncertainty and vagueness involved in conducting the comparisons between components of a decision model. An important issue regarding the reliability of the output is the consistency of pairwise comparisons provided by the decision maker(s). Using the MADM method developed by Lu et al. (2007) as a foundation, this paper proposes an algorithm for evaluating the consistency level of pairwise comparison matrices, where linguistic data are used. A crisp numeric scale has been introduced to consider the priority of linguistic data and to avoid the complexity of handling fuzzy calculations in consistency evaluation of pairwise comparison matrices. As an advantage, the proposed method of consistency evaluation is capable of assessing the degree of inconsistency among the pairwise comparisons. Therefore, the acceptance or rejection of the pairwise comparisons can be determined based on the desired degree of tolerance in accepting inconsistent judgments. An application of a revised MADM method is then demonstrated in a case study involving flood mitigation project selection in Australia.

This case study examines the geographic variation in students’ low-carbon transportation (LCT) modes to a commuter university campus. Three major goals are accomplished from this research: (1) identifying commuting zones for the bicycling, walking, and transit mode choice for UNCG students; (2) understanding whether the real vs. perception of space can be predictive to mode choice; and (3) understanding the relative importance of demographic, psychological, and logistic factors on students’ mode choice, using a suite of variables developed in multiple fields. Our analyses support the assertion that various physical, demographic, and psychological dimensions influence LCT mode choice. While the presence of sidewalks is conducive to walking, the distance, either perceived or actual, within 1.61 km from UNCG is the most important factor for walking mode share. The bicycling commute is not associated with either the distance or presence of bicycle lanes, while transit ridership most likely increases if students live >8 km from the UNCG campus with the nearest bus stop within 1 km from home. Given the limited bicycle lanes in Greensboro, students who commute to campus by bicycle are resilient to unfavorable bicycle conditions by sharing the road with cars and adjusting their travel routes. Our findings also concur with previous studies showing that bicycle commuters are disproportionately represented by self-identified whites while bus riders are disproportionately comprised of self-identified non-whites. Our analyses support Greensboro’s current planning and policy emphasis on low-carbon travel behaviors via equitable and safe transit-oriented multi-modal infrastructures, and suggest that UNCG should utilize its influence to advocate and further facilitate these ongoing efforts.
