The Medical Drug as a Technological Object

This article considers the medical drug as a technological object, in order to determine what philosophy of technology can bring to the study of pharmaceuticals and what the study of medical drugs can bring to the philosophy of technology. This approach will allow us to locate the differences between the medical drug and other objects that usually form the focus for studies in the philosophy of technology, and to discuss the problematic fit of the models proposed in the field to pharmaceuticals. After reflecting on the origins of this problem in both the philosophy of pharmacy and the philosophy of technology, I propose an examination of medical drugs using an analytical schema developed by Andrew Feenberg. I expose several shortcomings of this ‘post-phenomenological’ philosophy of technology applied to medical drugs. Despite the various problems identified, I nevertheless argue that the philosophy of technology is useful for thinking about medical drugs, particularly because of the emphasis it places on the social and political dimensions of technology. In conclusion, I argue in favour of a more open, eclectic philosophical engagement with medical drugs that puts more emphasis on their economic, social and political dimensions.

For the last twenty years, the philosophy of technology has firmly taken an “empirical turn” and has been strongly pervaded with Science and Technology Studies (STS) lessons, focusing on the social consistency of technical beings. In this context, Simondon’s approach to technology may appear a bit dated. A major issue of On the Mode of Existence of Technical Objects (MEOT) is indeed to theorize technology beyond any reference to social commitments: Simondon distinguishes “pure technicity,” amenable to rational analysis, from “psychosocial overdeterminations” that contaminate technical objects with exogenous concerns. Thus, Simondon may prove behind the times when he claims to analyze technology as a non-social realm. This article intends to demonstrate that Simondon can nevertheless fruitfully feed current debates related to technological developments. More precisely, the difference between several concepts of technological objects in MEOT proves to be of major interest for clarifying current issues related, in particular, to ethics.

AbstractIn this reply I further defend my claim that the transcendental should always remain a primary concern for philosophy of technology as a philosophical enterprise, contra the empirical turn’s rejection of it. Yet, instead of emphasizing the non-technological conditions of technology, as ‘classic’ thinkers of technology such as Heidegger did, it should recognize technology itself as the transcendental operator par excellence. Starting from Heidegger’s ontological understanding of transcendence I show that while technical artifacts may indeed always conform to a certain horizon of understanding, they also constitute this horizon in specific ways. Following Stiegler I show that concrete technologies (technology with a small ‘t’) are not just empirical effects of an overarching movement of transcendence (Technology with a capital ‘T’) but are originally constitutive of it. In response to Romele’s critique that the social, language, images, imaginaries, symbols, etc. are also transcendentals, I argue that all these phenomena are always already conditioned by technical milieus. As for Besmer’s contention that I offer a reductive interpretation of postphenomenology’s notion of multistability, I argue that there are decisive systemic and organological limits to multistability offered by technical artefacts and that all variation in use and implementation is always constrained by inherent technical tendencies and processes of concretization. Agreeing with Besmer that the transcendental and the empirical should be understood not oppositional but compositional I argue that technology may be that which constantly ‘mediates’ between the two.

AbstractRecently, several research projects in the Netherlands have focused on the development of wearable robotic exoskeletons (WREs) for individuals with Duchenne muscular dystrophy (DMD). Such research on WREs is often treated solely within the disciplines of biomedical and mechanical engineering, overlooking insights from disability studies and philosophy of technology. We argue that mainly two such insights should receive attention: the problematization of the ableism connected to the individual model of disability and the stigmatization by assistive technology. While disability studies have largely rejected the individual model of disability, the engineering sciences seem to still locate disability in an individual’s body, not questioning their own problematization of disability. Additionally, philosophy of technology has argued that technologies are not neutral instruments but shape users’ actions and perceptions. The design of WREs may convey a message about the understanding of disability, which can be comprehended as a challenge and an opportunity: stigmatization needs to be avoided and positive views on disability can be evoked. This article aims to highlight the benefits of considering these socio-philosophical perspectives by examining the case of WREs for people with DMD and proposing design principles for WREs. These principles may enhance acceptability of WREs, not only by individuals with DMD but also by other users, and help engineers to better place their work in the social context.

The issue of empowering women has been and still is the preoccupation of various humanitarian organizations, especially human rights organizations. Regarding the issue of human rights in Iraq, it is extremely difficult, because of the exceptional circumstances ordered by Iraq, which made it an arena for human rights violations. Vulnerable groups, they are more affected by the surrounding circumstances, such as violence, displacement, terrorism, displacement, widowhood, and others ... especially with regard to measures to empower women, because what women suffer in our society is a heap of discriminatory traditional culture against them and their lack of awareness of themselves and Their legitimate rights, in addition to weak government policies, and the lack of resources and opportunities, and herein lies the problem. The importance of the research stems from the importance of the role of women in society and the social, economic, health and political dimensions that this role represents, and the extent of its impact on the development process in Iraq. As for its objectives, it is to stand on the role of human rights organizations in empowering women in all social, economic, political and health fields, from which we have deduced most of them marginalization and discrimination on the basis of gender, and then we proposed some enabling measures, hoping through them to integrate women in all levels of development . Digital environments have expanded the forms of cultural participation. This paper has two aims: first, to elucidate the changing definitions of cultural participation in relation to digital environments; second, to examine the ways in which cultural policies respond to the new digital conditions of cultural participation. Focusing on Quebec (Canada), this paper is based on a critical review of grey literature in the public policy. We identified three main goals pursued by Quebec cultural policies regarding digital participation: 1) to produce and promote national cultural content; 2) to promote cultural equity; 3) to foster digital equity. The analysis shows that these goals partially exceed the scope of cultural policies to intersect with economic, educational, and youth policies. We also argue that policy frameworks and funding programs in support of cultural policies tend to legitimize an overlap of the social, economic, and political dimensions of cultural participation.

AbstractThis article analyzes the impact that religion had on the act of lynching and its legitimation in postrevolutionary Mexico. Basing its argument on the examination of several cases of lynching that took place after the religiously motivated Cristero War had ended, the article argues that the profanation of religious objects and precincts revered by Catholics, the propagation of conservative and reactionary ideologies among Catholic believers, and parish priests’ implicit or explicit endorsement of belligerent forms of Catholic activism all contributed to the perpetuation of lynching from the 1930s through the 1950s. Taking together, these three factors point at the relationship between violence and the material, symbolic, and political dimensions of Catholics’ religious experience in postrevolutionary Mexico. The fact that lynching continued well into the 1940s and 1950s, when Mexican authorities and the Catholic hierarchy reached a closer, even collaborative relationship, shows the modus vivendi between state and Church did not bring an end to religious violence in Mexico. This continuity in lynching also illuminates the centrality that popular – as opposed to official or institutional - strands of Catholicism had in construing the use of violence as a legitimate means to defend religious beliefs and symbols, and protect the social and political orders associated with Catholic religion at the local level. Victims of religiously motivated lynchings included blasphemous and anticlerical individuals, people that endorsed socialist and communist ideas, as well as people that professed Protestant beliefs and practices.

The interdisciplinary character of the papers generates original insights about the socio-cultural dimensions of the environmental problematic, which have been neglected when compared with economic and political dimensions. This introduction reviews the contents of the proposed special symposium and situates the articles in relation to discussions about the social role of utopias, imagined and real.

A recent framework inspired by phenomenological philosophy, dynamical systems theory, embodied cognition and robotics has proposed the interactive brain hypothesis (IBH). Whereas mainstream social neuroscience views social cognition as arising solely from events in the brain, the IBH argues that social cognition requires, in addition, causal relations between the brain and the social environment. We discuss, in turn, the foundational claims for the IBH in its strongest form; classical views of cognition that can be raised against the IBH; a defence of the IBH in the light of these arguments; and a response to this. Our goal is to initiate a dialogue between cognitive neuroscience and enactive views of social cognition. We conclude by suggesting some new directions and emphases that social neuroscience might take.
