Preserved urban ruins convey a social and political message, sometimes with great impact. Whereas stakeholders often tend to cancel the traces of disaster, the conservation of ruins has been the consequence of much disputed decisions. Such decisions can be explained by the will to use the conservation of ruins as a preventive tool. Indeed, the conservation of a disaster’s traumatic marks can be a tool to perform urban resilience, since the urban system integrates the trauma, in an open purpose of risk mitigation. However, this instrument of risk management entails major urban planning issues. Many municipalities in various countries have decided to preserve ruins after tragic events. They set up specific restoration and management standards, various aesthetic and technical choices, access and presentation criteria, but they also indicate a political exploitation of the disaster.

This paper analyzes some natural and man-made disasters that happened in recent years, which demonstrate how the resilience of a city does not depend only on the actions carried out by public authorities, but it requires the joint work of all actors that live or work in a city. Resilience represents the ability of an urban system to adapt to an external event and quickly return to normality. In recent years, urban resilience has mainly addressed natural risks, neglecting man-made disaster. Therefore, this study considers the risk issue in relation to the resilience concept within urban planning and policies to achieve sustainability and urban security. Urban resilience has become an important objective for cities, particularly to face climate change. The paper proposes a review of the existing Civil Protection Urban Emergency Plan, as a sector plan to support urban planning at the local level, aimed at building resilience in cities. In particular, the proposed Emergency Plan reduces risk and increases resilience by identifying specific scenarios and actions that every city actor—public authorities, research, enterprises, and citizens—can implement. This proposal contributes to the implementation of the quadruple helix principle, according to which the involvement of these four actors is necessary to achieve a common goal, such as increasing urban resilience. The proposed methodology is then applied to the man-made disasters that have involved the city (such as the flood of 2011 and the collapse of the Morandi Bridge in 2018). Genoa represents a good example to be studied according to the “learning-by-doing” approach to understand how the city has responded, adapting resiliently, to natural and man-made events thanks to the collaboration of all the actors above mentioned. The new scenarios, included in the Urban Emergency Plan, can play a fundamental role, both in the emergency and prevention phase, and can help other cities around the world in planning more resilient cities to face higher risks.

AbstractPT. XYZ is a contractor company that focused on railway installation. Nowadays, PT.XYZ is working on a double track railway development in Semarang-Bojonegoro section. The project requires the ability of a project manager to manage risk. Working accidents occur due to poor risk management. The purpose of risk management is to anticipate the occurrence of risks that has caused financial losses and failure. The objectives of the study are to implement risk assessment and risk control based on risk management standards. The risk management process that has been applied refers ISO 31000 standards. The standards are included the risk identification, risk analysis and risk evaluation. The result shows that assessing railway double rail project has identified 19 unexpected risks as a high risk and 12 unacceptable risks that are required risk mitigation to reduce the impact. Keyword: Project Management, Risk Management, Risk Mitigation.  AbstrakPT. XYZ adalah perusahaan kontraktor dibidang pembangunan jalur kereta api. Proyek  pembangunan jalur ganda kereta api memerlukan kemampuan seorang manajer proyek dalam mengelola manajemen risiko. Kecelakaan kerja yang terjadi disebabkan belum terkelolanya manajemen risiko dengan baik. Pengelolaan manajemen risiko sangatlah penting dapat mengantisipasi terjdinya risiko yang menimbulkan kerugian finansial dan kegagalan dalam mencapai tujuan proyek. Tujuan penelitian melakukan penilaian dan pengendalian risiko dengan menggunakan standar manajemen risiko. Proses manajemen risiko mengunakan standar ISO 31000 meliputi tahapan identifikasi, analisis dan evaluasi risiko. Hasil penelitian menunjukkan bahwa  pembangunan proyek jalur ganda kereta api memiliki risiko yang tinggi karena langsung bersinggungan dengan jalur kereta aktif sehingga teridentifikasi ada 19 risiko yang tidak diharapkan. Selain itu terdapat 12 risiko yang tidak dapat diterima. Risiko yang tidak dapat diterima memerlukan  mitigasi risiko mengurangi dampak yang ditimbulkan. Keyword: Manajemen Proyek, Manajemen risiko, Mitigasi Risiko.

From long, long time ago until nowadays information still takes a serious position for all aspect of life, fromindividual to organization. In ABC company information is somewhat very sensitive, very important. But how wekeep our information safe, well we have many ways to do that: in hard drive, removable disc etc. with otherorganizations they even have data centre to save their information. The objective of information security is to keep information safe from unwanted access. We applied Risk Mitigation Action framework on our data management system and after several months we have a result far better than before we use it: information more secure, quickly detect incidents, improve internal and external collaboration etc.

All management standards have requirements for different aspects of improvements on the personal level, family level, company level, in business and life. What is about national level and country level? Is it possible for today’s generations to learn history of nations and of civilizations? If it is — ok, let’s apply it on actual time and people to have less problems and difficulties — especially if is actual in field of risk management. Majority of people are occupied by today’s problems. They don’t consider past and future challenges. People from each country strive for better quality, better and cleaner environment, higher safety etc. historically and today. But could we remember: How did Genghis Khan conquer many regions and how was he defeated? How did Mayas and Aztecs die out? How were Native Americans in North America drastically reduced in numbers? How did the Roman Imperium vanish? How was the Ottoman Imperium established and how it vanished? How many people were killed in the wars in XX century, etc? In all these catastrophic changes risks were not considered in an adequate way. Requirements of risk management — Principles and guidelines — ISO 31000:2009 are very consultative. They could be used on country level, national level, regional level, continental and intercontinental level.

Background: Seismic risk mitigation is an important issue in earthquake-prone countries, and needs to be solved in those complex communities governed by complex processes, where urban planning, socioeconomic dynamics, and, often, the need to preserve cultural assets are present simultaneously. In recent years, due to limited financial resources, mitigation activities have often been limited to post-earthquake events, and only a few in periods of inactivity, particularly in urban planning. At this point, a significant change in point of view is necessary. Methods: The seismic risk mitigation (and more generally, natural risk mitigation) must be considered as the main topic in urban planning and in the governance of communities. In fact, in several recent earthquakes, significant socioeconomic losses have been caused by the low or lack of resilience of the communities. This is mainly due to the high vulnerability of private buildings, in particular, housing units. Results: Therefore, in recent years, several studies have been conducted on the seismic resilience of communities. However, significant improvements are still needed for the resilience assessment of the housing stock, both qualitatively and quantitatively. In this study, which is applied to the housing system, a proposal regarding a change in urban planning and emergency management tools based on the concept of resilience is reported. As a first application, a case study in Italy is considered. Conclusion: The proposal is focused on defining and quantifying the improvement of the resilience of the communities and this must be obtained by modifying the current Civil Protection plan. New tools are based on a new resilience community plan by encompassing urban planning tools, resilient mitigation strategies, and consequently, emergency management planning.

Urban resilience in the context of COVID-19 epidemic refers to the ability of an urban system to resist, absorb, adapt and recover from danger in time to hedge its impact when confronted with external shocks such as epidemic, which is also a capability that must be strengthened for urban development in the context of normal epidemic. Based on the multi-dimensional perspective, entropy method and exploratory spatial data analysis (ESDA) are used to analyze the spatiotemporal evolution characteristics of urban resilience of 281 cities of China from 2011 to 2018, and MGWR model is used to discuss the driving factors affecting the development of urban resilience. It is found that: (1) The urban resilience and sub-resilience show a continuous decline in time, with no obvious sign of convergence, while the spatial agglomeration effect shows an increasing trend year by year. (2) The spatial heterogeneity of urban resilience is significant, with obvious distribution characteristics of “high in east and low in west”. Urban resilience in the east, the central and the west are quite different in terms of development structure and spatial correlation. The eastern region is dominated by the “three-core driving mode”, and the urban resilience shows a significant positive spatial correlation; the central area is a “rectangular structure”, which is also spatially positively correlated; The western region is a “pyramid structure” with significant negative spatial correlation. (3) The spatial heterogeneity of the driving factors is significant, and they have different impact scales on the urban resilience development. The market capacity is the largest impact intensity, while the infrastructure investment is the least impact intensity. On this basis, this paper explores the ways to improve urban resilience in China from different aspects, such as market, technology, finance and government.

AbstractThe contemporary ‘digital age’ prompts the need for a re-assessment of urban planning principles and practices. Against the background of current data-rich urban planning, this study seeks to address the question whether an appropriate methodological underpinning can be provided for smart city governance based on a data-driven planning perspective. It posits that the current digital technology age has a drastic impact on city strategies and calls for a multi-faceted perspective on future urban development, termed here the ‘XXQ-principle’ (which seeks to attain the highest possible level of quality for urban life). Heterogeneity in urban objectives and data embodied in the XXQ-principle can be systematically addressed by a process of data decomposition (based on a ‘cascade principle’), so that first, higher-level urban policy domains are equipped with the necessary (‘big’) data provisions, followed by lower-ranking urban governance levels. The conceptual decomposition principle can then be translated into a comprehensive hierarchical model architecture for urban intelligence based on the ‘flying disc’ model, including key performance indicators (KPIs). This new model maps out the socio-economic arena of a complex urban system according to the above cascade system. The design of this urban system architecture and the complex mutual connections between its subsystems is based on the ‘blowing-up’ principle that originates from a methodological deconstruction-reconstruction paradigm in the social sciences. The paper advocates the systematic application of this principle to enhance the performance of smart cities, called the XXQ performance value. This study is not empirical, although it is inspired by a wealth of previous empirical research. It aims to advance conceptual and methodological thinking on principles of smart urban planning.

The internet of things (IoT) and social media provide information related to disasters that could help businesses to strategically mitigate risks and optimize their supply chain during difficult times. This paper proposes a framework to show how business or supply chain enterprisers can collaborate with community and government in disaster supply chain risk management. Businesses must have an established risk mitigation plan, update it periodically and implement promptly. Community collaboration can build a resilient society, and government should play an important role in leading both financial and non-financial support during natural disasters and pandemic management. The IoT and social media are new mechanisms as a vocal point to enable government, ensuring trustworthiness of information, to provide the community with a means to express needs and feedback, and to assist business services to meet the changeable preferences under risk threats. Social media can be a collaborative effort between all the parties and helps make value added decisions efficiently in supply chain risk management.
