An electric-power utility was first established in Charlottetown in 1885, but less than fifteen years later the question of its municipalization was being considered. High rates and poor service brought the issue to a head in 1904, and the following year the citizens voted heavily in favour of public power when the question was submitted to them in a plebiscite. Civic politicians proved to be more interested in lower rates than in municipal ownership, however, and when the power company, under duress, promised better but cheaper service, the idea of direct ownership of the utility by the city was quickly forgotten.

The fight over municipalization of electrical services in Quebec City waged between 1929 and 1934 grew out of the determination of a prominent dentist, Dr. Philippe Hamel, to rescue his fellow citizens from the grip of the electricity trust. Initially Hamel's attack on the Quebec Power Company, in a monopoly position in Quebec City after 1923, received support from local businessmen's associations with the notable exception of the Board of Trade. Quebec Power's co-operation in the board's schemes to attract new big business ventures to Quebec City and Hamel's favourable disposition toward government-run electrical utilities combined to produce a bitter confrontation when the city administration appeared to be responding positively to his campaign. Ultimately divisions within the business community, personality clashes, and political rivalries contributed to the success of Quebec Power's carefully orchestrated defence of its interests carried out at the provincial as well as the municipal level of government. Hamel's involvement in the French-Canadian nationalist movement and his association with L'École Sociale Populaire during the 1930s added a unique dimension to the attack he led against the electricity trust in Quebec City. The crusading nature of his drive to secure government-run competition in the electricity field proved to be an effective weapon in the hands of Quebec Power and its allies and thus contributed to the failure of the public power movement spearheaded by Hamel in Quebec City in these years.

The investigation of the views of the stakeholders involved in the municipal solid waste separate collection programme (CP) performed in the East Zone of the city of São Paulo is presented in this paper. Aiming to obtain the necessary information to be analysed, interviews with the manager of the Municipal Urban Cleaning Authority (MUCA) of the city, with leaders of recycling worker cooperatives (WCs), and citizens were performed using semi-structured questionnaires. The analysis was performed using the software “IRAMUTEQ”. The results show that, in the view of the manager of the MUCA of the city and the WCs’ leaders, the low adhesion of the population to the separate CP is the greatest obstacle to a further expansion of the existing programme. At the same time, the citizens have blamed the low diffusion made by the municipality about the separate CP in the East Zone of São Paulo. Thus, it can be concluded that the separate CP available in the East Zone of São Paulo is still flawed; since neither the public power, the WCs, nor the population are satisfied and point out several flaws. This situation highlights the need to establish better venues for discussion between the population, WCs, and the municipality to jointly design a separate collection system with a more participatory approach.

Throughout history, cities have incorporated into their urban context a significant influence of migratory currents. Among Brazilian cities, Rio best reflected racial and cultural miscegenation in welcoming foreign migrants from other states in search of work. The lack of working-class resources led her to occupy hills, river banks, and other vacant areas of the city to raise her dwelling. Living in communities without urbanization and basic sanitation reveals the contempt of the public power towards the poorest sections of the population. This article aims to reflect on this and other issues related to urban development in Rio to level the quality of life in the city.

O texto aborda a cidade de Palmas, a última capital brasileira construída no século XX, com sua divisão sócio-espacial explícita. Estruturado em três partes, o trabalho procura entender o papel da violência primeiramente no tocante ao projeto urbanístico de 1989, enfocando a contradição entre discurso e prática; em segundo lugar, o processo de produção da cidade planejada pelo poder público e toda uma sorte de ações, muitas vezes truculentas, visando a construção do projeto; e, em terceiro lugar, a relativa autonomia do mercado imobiliário frente às características do plano original. Num prisma teórico analítico da arquitetura e do urbanismo, o texto versa aspectos históricos da criação da cidade e a violência do processo de espacialização.   PALAVRAS-CHAVE: Palmas; violência; projeto urbanístico; cenarização; mercado imobiliário.   ABSTRACT The text is about the city of Palmas, the last Brazilian capital built in the 20th century with its explicit social-spatial division. This work, structured into three parts, intends to comprehend the role of the violence in relation to the city’s urbanistic plannig from 1989, trying to focus the contradiction between speech and practice; the second part focuses on the planned city process of production managed by the public power and all the whole sort of actions, sometimes in a savage way, aiming at the construction of the project; and, finally, the relative autonomy of the real estate market towards to the features of the original plan. Resumo: Este artigo tem o propósito de analisar a questão da violência contra pessoas idosas na cidade de Itabuna, sul do Estado da Bahia, a partir de denúncias recebidas pelo Conselho Municipal do Idoso. Os casos denunciados, e apurados na pesquisa, refletem o abandono em que se encontram as famílias por parte do poder público, e dão conta de que a violência contra idosos se associa aos frágeis vínculos afetivos construídos por essas famílias, bem como a desvinculação social a que são submetidas, que os reproduzem na convivência familiar cotidiana. Os idosos dependentes de cuidadores acabam sendo as vítimas do descaso do poder público, cada vez mais incapaz de garantir vinculação e pertencimento social a muitos brasileiros, e dos transitórios valores incorporados pelos jovens, onde o idoso não tem espaço. Abstract: This article has the intention to analyze the question of the violence against aged people in the city of Itabuna, southern Bahia state, from denunciations received by the City council. The denounced cases and the ones which were found out in the research reflect how the public power treats the elder families. It also reflects that the violence against aged is associated with the fragile affective bonds constructed by these families, as well as the social disconnection which they are submitted. The aged who is under somebody’s care can be victim of the public indifference, that is, each time more incapable to guarantee entailing and social belonging to many Brazilians, and victim of the transitory values incorporated by the young people, where the aged one does not have space. RESUMO:Os imigrantes germânicos que desembarcaram no Vale do Rio dos Sinos durante a primeira metade do século XIX preconizaram o desenvolvimento da educação de Novo Hamburgo. A comunidade, formada basicamente por religiosos de confissão luterana e católica, fora protagonista em ações mobilizadoras no processo de escolarização. O presente artigo resgata essa trajetória, dando evidência à educação comunitária no território da cidade, demonstrando o resultado que se obteve após pesquisa histórica. O leitor será apresentado a contextos históricos que o Brasil viveu, fazendo paralelo com a área da educação, e conhecendo as decisões políticas educacionais que a comunidade de Novo Hamburgo tomava a partir de preâmbulos nacionais. A pesquisa demonstra que a organização dos espaços, tempos e recursos (inclusive humanos) necessários para a abertura das “aulas” foi fruto do empenho de toda a comunidade, mediada pelas lideranças religiosas. 107 anos antes do Poder Público contratar seus primeiros professores, os primeiros moradores da região se prontificaram em fazer da educação um dos alicerces do desenvolvimento local.Palavras-chave: Educação Comunitária. Novo Hamburgo. ABSTRACTGermanic immigrants who landed in the Vale do Rio dos Sinos during the first half of the 19th century advocated the development of education in Novo Hamburgo. The community, basically made up of Lutheran and Catholic religious, was a protagonist in mobilizing actions in the schooling process. This article retrieves this trajectory, giving evidence to community education in the territory of the city, demonstrating the result obtained after historical research. The reader will be introduced to historical contexts that Brazil lived, paralleling the area of education, and knowing  the educational political decisions that the community of Novo Hamburgo was taking from national preambles. The research demonstrates that the organization of spaces, times and resources (including human) necessary for the opening of the "classes" was the result of the commitment of the entire community, mediated by religious leaders. 107 years before the Public Power hired its first teachers, the first residents of the region volunteered to make education one of the foundations of local development.Keywords: Community Education. Lincoln Electric System, the public power utility of Lincoln, Nebraska, will complete a multiple LM6000 gas turbine station project at the end of 2003 that features Selective Catalytic Reduction (SCR) for both combined cycle as well as simple cycle. Furthermore, the facility will be capable of meeting ultra low emissions levels of nitrogen oxides when firing both natural gas and Number 2 fuel oil. This discussion explores the selection and implementation of these emission control systems from procurement through first fire. Burns and McDonnell, of Kansas City, Missouri, led the design effort of this green field site and co-authors with members of the utility.

This article examines the suitability of water supply installations in residential buildings for the pressure conditions of the main water network, and evaluates the energy saving possibilities associated with pumping water into homes. It assesses the situation and the options for renovation in a sample of 151 buildings in the city of Zaragoza (Spain), estimating the savings in electric power and the possible financial returns that could be obtained. The results show that in half the buildings, the installations are inadequate and lead to inefficient energy use, which could be avoided by renovation. However, they also show that in many cases, this type of retrofitting would not be profitable for the building owners, meaning that technically viable solutions may not necessarily be financially viable. To mitigate or avoid the energy inefficiency in question, the public sector could step in by informing and financing support for building owners and regulating in the areas of town planning and construction.

Este texto tem o objetivo apresentar os resultados de pesquisa que identificou duas Políticas Públicas voltadas para atender os catadores de materiais recicláveis no município de Olinda. A metodologia utilizada teve como suporte a dialética do materialismo histórico que verificou a ocorrência de dois agentes os catadores de um lado e o poder público do outro. Os resultados apontam para duas ações do poder público, denominadas de Projeto de Biorremediação do Lixão de Aguazinha e Projeto de Favela do Lixão. Juntos modificaram o aspecto visível do entorno do Lixão e atendeu a demanda dos catadores por moradia, promovendo socialmente os trabalhadores “do lixo” contexto socioambiental que marcou o município de Olinda nos anos 1990.  A B S T R A C TThis text has the objective to present the results of research that identified two actions of the public power directed to attend the collectors of recyclable materials in the city of Olinda. The research was exploratory and its approach used historical, environmental, economic context and procedures such as documentary exploration and interviews. It was verified the performance of two agents the recyclable waste pickers and the public power. The results point to two actions of the public power, denominated Project of Bioremediation of the Garbage of Aguazinha and Favela of the Garbage Project. Together they modified the visible aspect of the Garbage environment and met the demand of the garbage collectors for housing, socially promoting the garbage workers in the socio-environmental context that marked the municipality of Olinda in the 1990s. Keywords: scavengers, public power, citizenship, environment.

O crescimento das cidades de forma desorganizada tem despertado grandes preocupações acerca do mecanismo de proteção e defesa do bem-estar de seus habitantes, as de ordem social e ambiental são deveras preocupantes pelos impactos que estas trazem. Com a finalidade de conhecer os problemas e as necessidades socioambientais no município de Rosário – MA, através da análise de indicadores sociais e a consulta do Plano Diretor da cidade, buscou-se demonstrar os problemas socioambientais enfrentados no município, e a importância de um bom planejamento urbano aliado à gestão ambiental. A base econômica do município está nas atividades de pesca, agricultura familiar, extrativismo, pecuária, artesanato, frágil indústria e comércio bastante limitado. Observou-se no município uma carência em seu planejamento, principalmente na implantação de projetos ambientais, no qual o problema da negligência de tais questões é acentuado pela omissão da comunidade na gestão. O descaso do poder público é mais evidente pelas pessoas de baixa renda que, além de arcar com o ônus da dificuldade de acesso à habitação, ao saneamento básico, à educação, ao transporte e à saúde, entre outros itens necessários à reprodução social, essa população também é a mais exposta e vulnerável aos riscos ambientais intrínsecos aos contextos urbanos.Palavras-chave: Vulnerabilidade Socioambiental; Planejamento Urbano; Rosário – MA.ABSTRACTThe growth of cities in a disorganized manner has raised great concerns about the mechanism of protection and defense of the welfare of their inhabitants, the social and environmental are very worrying for the impacts they bring. In order to know the social and environmental problems and needs in the city of Rosario – MA, through the analysis of social indicators and needs in the impacts they bring. In order to know the social and environmental problems and needs in the city of Rosario – MA, through the analysis of social indicators and the consultation of the master plan of the city, we sought to demonstrate the social and environmental problems faced in the city and the importance of a good urban planning combined with environmental management. The economic base of the municipality is fishing, family farming, extractives, livestock, crafts, fragile industry and very limited trade. There was a lack of planning in the municipality, especially in the implementation of environmental projects, in which the problem of neglect of such issues is accentuated by the omission of the community in management. The neglect of the public power is more evident by the low-income people who, besides bearing the burden of the difficulty of access to housing, basic sanitation, education, this population is also the most exposed and vulnerable to environmental risks intrinsic to urban contexts.Keywords: Socio Environmental Vulnerability; Urban Planning; Rosario – MA.RESUMENEl crecimiento de las ciudades de manera desorganizada ha suscitado grandes preocupaciones sobre el mecanismo de protección y defensa del bienestar de sus habitantes, los social y lo ambiental son muy preocupantes por los impactos que conllevan. La base económica del municipio es la pesca, la agricultura familiar, el extractivismo, la ganadería, la artesanía, la industria frágil y el comercio muy limitado. Hubo una falta de planificación en el municipio, especialmente en la implementación de proyectos ambientales, en los que el problema de la negligencia de tales problemas se acentúa por la omisión de la comunidad en la gestión. El abandono del poder público es más evidente por las personas de bajos ingresos que además de suportar la carga de la dificultad de acceso a la vivienda, saneamiento básico, educación, esto la población también es la más expuesta y vulnerable a los riesgos ambientales intrínsecos a los contextos urbanos.Palabras clave: Vulnerabilidad social y ambiental; Planificación urbana; Rosario – MA.
