Summary The Civil Service Act, passed in 1918, had never been substantially modified for the 43 years following its adoption. In 1957 however the Government asked the Civil Service Commission to review personnel procedure in the Government Service and to prepare a report. The report produced was entitled Personnal Administration in the Public Service. The following article is an analysis of Bill C-71, which resulted from the Commission's report and from the work of a Special Committee of the House established in 1961.

This study examines the lack of proper evaluation and performance in promoting staff of Borno state civil service commission , It is indeed clear that the effects of civil service commission in appraisal of the performance of employees in relation to promotion. Similarly, evaluation of staff promotion is a critical factor in economic and social development for it to determine the standard of the organisation. Being an employee, certain variables are expected by the individual from the organisation as rewards. It is a well-known fact that three has been a very serious decline and in some instance complete collapse of the public sector in Borno state over the years as a result of insurgency. In spite of huge financial commitments put in place by the government as payment of remuneration and other fringe benefits, the public sector in the state is either decline or in most cases embarrassingly inefficient and in effective, thought many factors contributed to this unfortunate issues of lack of proper evaluation of staff promotion in Borno state civil service commission.

Every government seeks to build a public service having the value of excellence and with integrity. Thus, every government should wish to constantly maintains the standard of “a public office is a public trust,” for that being said, they started various programs or initiatives specifically to curb or combat the problem of corruption in our society and encourage good governance and public thrust. This study wants to assess the implementation and monitoring of the different anti-corruption initiatives to promote good governance and enhance public trust. The problem being investigated is the effort of the Philippine Government in the implementation, and monitoring of different anti-corruption initiatives. Expressly, it ought to collect particular answer to the following question: (1) What is the status of the anti-corruption initiatives of the Philippine Government in terms of: 1.1. Implementation; and 1.2. Monitoring. The methodology used was a qualitative research. 10 respondents were chosen from the Philippine civil service commission. A semi-structured interview was utilized. The findings of the study show that the commission is continuously improving its procedure and conducting surprise visit to its satellite office to ensure the public trust, also these anti-corruption initiatives are being monitored to give an assurance to the public that they continuously provide quality, effective, and efficient public service to everyone.

This article focuses on the central national government of Great Britain. It outlines the most important permanent features of the British administration, those which have remained constant over the past hundred years or so. It then describes the major changes in the public service between 1960 and 1970 and during the government of Margaret Thatcher. It also discusses some unresolved issues and identifies key lessons learned on how to reform and maintain an efficient public administration. Furthermore, it is explained that the British civil service has been altered by accession to the European Community, because their laws restrict the formulation or implementation of British public policies. Finally, thirteen essential elements for an effective civil service in a modern democratic state are mentioned.

In the present era of national mobilization and rearmament the problem of personnel selection for civilian federal employment becomes increasingly important. It is proposed to discuss herein the latest trends in employment policies and practices in government service with emphasis on implications for teachers and counselors in mathematics. The main source of the data was the United States Civil Service Commission which holds examinations in hundreds of cities throughout the country, covering jobs in all grades and classifications. Information desired concerning a particular kind of job, or examination therefore, should be requested from them in Washington, D.C., or from one of their other 13 regional offices.

The quest to improve the government service delivery is becoming an important agenda for most governments. The introduction oflCT in the public sector especially E-Government initiatives opens up a new chapter in the government administration throughout the world. Governments have deployed ICT to serve their citizens in an efficient and effective manner. This paper presents an empirical investigation of Malaysian government's e-Procurement initiative (locally known as e-Perolehan). The aim of the paper is to examine factors that influence the current and future use of the system within the supplier community. These factors are grouped in three perspectives, (i) organizational perspective; (ii) technological perspective; and (Hi) environmental perspective. The general consensus amongst both the buyer and seller communities is that e-procurement will become an important management tool to enhance the performance of supply chain especially in the public sector. However, before this occurs, the findings suggest that several issues must be addressed by the relevant authorities in light of the three perspectives as mentioned above, to improve the procurement process at the federal government level.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.
