One of the objectives of the open access movement has been to upend the traditional model for scholarly publishing by making research findings freely available to anyone, anywhere. The trend emerged partly in response to the major publishing houses having become the gatekeepers of the dissemination of research findings and setting high prices for access to this material via subscriptions to scholarly journals.On the face of it, this state of affairs suggests that commercial actors have no place in the realm of open access publishing. However, an argument can be made to the effect that commercial companies have a part to play in transforming the way scientific publication works and contribute to making research freely available. Having numerous interested parties in the OA domain may contribute towards making research accessible, leading to a general increase in innovation. This is necessary in a field that by and large is in its infancy, technologically, politically and economically. An OA initiative that is part of a profit-driven organization does not preclude it from contributing to a sustainable publishing model, and a commercial approach is not necessarily incompatible with the principles.  In this poster we offer NOASP as an example, and part of the wider context of commercial open access publishing. Nordic Open Access Scholarly Publishing is an open access publisher of scholarly journals and books in Scandinavia and a subdivision of Cappelen Damm Akademisk. NOASP was established in 2015 – and continues to grow.  In our experience, meeting the very specific criteria for Open Access publishing requires substantial investments in technology and human resources. Publishers who choose to establish themselves in this niche area must have a long-term strategy and develop specific expertise. Competition between publishing houses and other actors provides incentives for staying abreast of new requirements and standards, technology and infrastructure. These strategic and economic factors directly and positively impact the quality of journals and publishing solutions, and ultimately contribute to innovation in the field. The economics of commercial publishing, by heightening competition between the services publishers provide, therefore leads to improvement of both technical platforms and editorial practices. In turn, this leads to higher quality of the end product and broader distribution of the freely available research, which should ultimately be the goal of the OA movement.

This research explored the awareness, usage and perspectives of Tanzanian researchers on open access as a mode of scholarly communication. A survey questionnaire targeted 544 respondents selected through stratified random sampling from a population of 1088 university researchers of the six public universities in Tanzania. With a response rate of 73%, the data were analysed using the Statistical Package for Social Sciences. The study reveals that the majority of the researchers were aware of and were positive towards open access. Findings further indicate that the majority of researchers in Tanzanian public universities used open access outlets more to access scholarly content than to disseminate their own research findings. It seems that most of these researchers would support open access publishing more if issues of recognition, quality and ownership were resolved. Thus many of them supported the idea of establishing institutional repositories at their respective universities as a way of improving the dissemination of local content. The study recommends that public universities and other research institutions in the country should consider establishing institutional repositories, with appropriate quality assurance measures, to improve the dissemination of research output emanating from these institutions.

Scholarly publishing is central to the efficiency of research, dissemination of research findings and diffusion of scientific and technical knowledge. Studies however reported that gaining access to published research findings is still a problem due to the increasing costs of journal subscription, a system protected by copyright law. This chapter briefly explains open access and explores its strengths and weaknesses. It further explains why the UK accepted the Finch Report recommendations to encourage innovations by enabling more people to read and use research publications. This chapter emphasizes that the benefit of open access policy as an incentive to enhance innovation must be encountered with caution as it will bring varying implications for different countries and disciplines. It also argues that although those involved in scholarly publishing have the right to be fairly compensated, they also have the moral obligation to ensure its dissemination for the benefit of public interest.

We outline recent developments in scholarly publishing that we think will improve the working environment and career prospects for life scientists. Most prominently, we discuss two key developments. (1) Life scientists are now embracing a preprint culture leading to rapid dissemination of research findings. (2) We outline steps to overcome the reproducibility crisis. We also briefly describe other innovations in scholarly publishing, along with changes to open access mandates from funding agencies.

Cappelen Damm Akademisk has established an editorial division for Open Access scholarly publishing of journals and books under the name: Nordic Open Access Scholarly Publishing (NOASP). In cooperation with Co-Action Publishing, a pioneer in the field of Open Access publishing, NOASP has established a user-friendly platform that provides suitable presentation, legibility, straightforward navigation, optimal search-functionality and ideal distribution for scholarly journals.NOASP offers editorial support from a team of experienced editors who will steer manuscripts through the various phases of the publication process. The platform is easy to use, for editors, authors and peer-reviewers alike. It has been developed with good workflow, simple logistics and a clear system for handling multiple versions of an article in mind.NOASP was established roughly one year ago. We now have six Open Access journals, three of which are entirely new. We were also the first Norwegian publisher to release an Open Access book, and several more peer-reviewed monographs and anthologies are in the pipeline. NOASP is a member of the Open Access Scholarly Association (OASPA), the Directory of Open Access Journals (DOAJ) and the Directory of Open Access Books (DOAB).The OA landscape is constantly evolving, and as an Open Access publisher, we seek out knowledge and information from experts in the field and connect with important OA-actors internationally, as well as gaining expertise in the Norwegian and Nordic context. We also support and help our journals in the accreditation process and in obtaining governmental financial support. We believe that an important role in being early movers on the OA front in Norway is to be an active part of the evolving process.NOASP provides Open Access publishing on the principle that making research accessible supports a greater exchange of knowledge. As an academic publisher, we believe Open Access publishing is an important supplement to our publication portfolio, and we are dedicated to promoting OA publishing as an essential service to the academic community in the Nordic countries.

Neuroscience communication is at a turning point, with tremendous opportunity for growth and democratization. The rise of the web and social media as platforms for dissemination of research findings and stakeholder engagement presents both unique opportunities and critical ethical considerations. Online- and mobile-based information and services for brain health may enhance the autonomy of users in health decision-making. However, nonadherence to ethical norms, such as informed consent and conflict of interest by digital content creators, may lead to harm. The challenges of communicating neuroscience in the digital era will require the rejection of the traditional top-down dissemination of research findings by the science community. Communicators must embrace participatory communication models, frame science in non-sensationalized, lay-friendly terms, improve the ethics of online resources and web users’ ability to assess the quality of information and source material, and educate scientists in the importance of transparency and public engagement.

The chapter examines the opportunities associated with open access (OA) initiatives from the perspective of research students in selected Nigerian universities. A survey design was adopted to conduct the study, whereby the questionnaire was the instrument of data collection. The findings revealed that OA is perceived by the research students as a good idea, easy, beneficial in terms of access and use and usually makes research more interesting. OA most importantly provides opportunities such as enabling readers with the access to publish articles, the future of scholarly research, and publishes faster than the traditional outlets, along with wider dissemination of research and opportunity of free access to all. Incentives of OA include users' accessibility, copyright retention by authors, high quality publications, among others; while the disincentives of OA include lack of reach, cost of publishing, and inadequate quality of some OA platforms. A considerable number of respondents have the continuous intention to use OA instead of traditional platforms, for study and research, as an autonomous tool for improving research and to recommend to colleagues. Significant challenges associated with OA include procrastination, inadequate ICT infrastructure, high cost of internet, and slow speed of internet, restrictions placed on using storage devices like discs or flash drive for downloading contents from OA platforms, among others. The chapter made recommendations based on the findings.

Scientists at the International Rice Research Institute (IRRI), Philippines, generate a large volume of research results emanating from donor-funded projects. The main objective is to disseminate, as widely as possible, the results of IRRI's research. There is also a strong push to provide free open access to these information resources through modes convenient to researchers in both developing and developed countries. Certain instruments for open access (OA) are already in place at IRRI, including links to full-text publications posted on the Institute's Web site (http://www.irri.org/), especially via the Library branch site (http://ricelib.irri.cgiar.org/), the Rice Knowledge Bank (http://www.knowledgebank.irri.org/), and Rice Publications Archive (http://rice-publications.irri.org/). The joint initiatives of the Library and the Institute's main science publishing units, particularly Communication and Publications Services and the Training Center, typify a convergence of practices to overcome hurdles to OA implementation. This paper explores how the links in IRRI's scholarly publishing chain, bridging information management and publishing, can effectively deliver public goods (knowledge about rice, in this case) to the intended primary users -- researchers and extensionists in the national agricultural research and extension systems (NARES) in developing countries. It also discusses publishing models for delivering public goods generated by an international research organization. To meet its mission, IRRI must employ various demand-supply models to disseminate information. Open access publishing is one model to adopt but first, the onus is on the Institute to overcome issues such as intellectual property rights, funding, and connectivity. IRRI's donors, NARES partners, governments, and rice farmers and consumers expect it to create and share information for the common good, and it strives to convert its resources into electronic format for delivery over the Internet. However, not all its stakeholders are connected. To create impact, IRRI must deliver information through whatever appropriate form, be it cutting-edge digital versions or traditional hard-copy books. This paper discusses this dilemma and hopes to encourage further research and thought on open access publishing.

Watch the VIDEO of the presentation.Journal coordinated peer reviewing, a hallmark of scholarly publishing, is also a pivotal part of other central academic processes, such as evaluation of research grant applications, and ranking of applicants for faculty/research positions. Hence, journal coordinated peer reviewing may be viewed as “the mother of academic peer reviewing”. On this background, it is astonishing that universities and other public R&D institutions take only a very limited interest in the management and policy shaping of this cornerstone of scholarly publishing.We suggest that the universities need to become more aware of the pivotal role of the peer reviewing jobs carried out by their professors and researchers. The peer reviewing should be viewed as a partial, in kind payment from the institutions involved to the journal publishers. The advantages of this are manifold: i) negotiating power that may lead to easier and quicker implementation of open access publishing and/or ii) reducing costs, in particular the unjustifiably high subscription and licensing rates set by the big commercial publishing houses; iii) better control of how scientific staff use their time for the good of the university; iv) managing a unified policy shaping of peer reviewing, reducing fraud and flaws. This will in turn increase quality of the research produced by the universities.    The EU has recently announced their goal of making all European scientific articles freely accessible by 2020. This announcement was made unanimously by the EU ministers responsible for research and innovation. The ministers have not announced what means to use in achieving their announced goal. We suggest a united approach whereby taking control of the peer review job could be an interesting road to follow. Such a unified international action among universities and grant agencies would be very beneficial in order to make the changes needed to establish peer reviewing as a truly academically based responsibility. The increasing international agreements and actions to implement open access publishing are indications that such changes are possible. By standing together universities will be able to break the economic grip that the big commercial publishing houses have on academic research.Some may argue that it is the right of each individual scientist to decide on the extent and for what journal to perform peer reviewing. However, if an employer for some reason limits the amount of time used to do peer reviewing for certain commercial publishing houses, it would not interfere with the academic freedom to do research and to choose freely where and how to publish. After all, work contracts include instructions on how to perform a certain amount of teaching, administration and research. The option of directing where to do or not to do peer review should not be very controversial.By taking control of and organizing peer reviewing universities would obtain a means to regain the academic freedom that was lost when commercial enterprises took over the society driven journals, introducing heavy paywalls. And it may facilitate a development towards an open science regime.

This research investigates the effectiveness of photographs in enhancing, creating attachment and appreciation towards memories of historical events which took place in the former National Palace of Kuala Lumpur. AbstractThere were 89 articles published in the Journal of Cardiovascular Magnetic Resonance (JCMR) in 2017, including 76 original research papers, 4 reviews, 5 technical notes, 1 guideline, and 3 corrections. The volume was down slightly from 2017 with a corresponding 15% decrease in manuscript submissions from 405 to 346 and thus reflects a slight increase in the acceptance rate from 25 to 26%. The decrease in submissions for the year followed the initiation of the increased author processing charge (APC) for Society for Cardiovascular Magnetic Resonance (SCMR) members for manuscripts submitted after June 30, 2018. The quality of the submissions continues to be high. The 2018 JCMR Impact Factor (which is published in June 2019) was slightly lower at 5.1 (vs. 5.46 for 2017; as published in June 2018. The 2018 impact factor means that on average, each JCMR published in 2016 and 2017 was cited 5.1 times in 2018. Our 5 year impact factor was 5.82.In accordance with Open-Access publishing guidelines of BMC, the JCMR articles are published on-line in a continuus fashion in the chronologic order of acceptance, with no collating of the articles into sections or special thematic issues. For this reason, over the years, the Editors have felt that it is useful for the JCMR audience to annually summarize the publications into broad areas of interest or themes, so that readers can view areas of interest in a single article in relation to each other and contemporaneous JCMR publications. In this publication, the manuscripts are presented in broad themes and set in context with related literature and previously published JCMR papers to guide continuity of thought within the journal. In addition, as in the past two years, I have used this publication to also convey information regarding the editorial process and as a “State of our JCMR.”This is the 12th year of JCMR as an open-access publication with BMC (formerly known as Biomed Central). The timing of the JCMR transition to the open access platform was “ahead of the curve” and a tribute to the vision of Dr. Matthias Friedrich, the SCMR Publications Committee Chair and Dr. Dudley Pennell, the JCMR editor-in-chief at the time. The open-access system has dramatically increased the reading and citation of JCMR publications and I hope that you, our authors, will continue to send your very best, high quality manuscripts to JCMR for consideration. It takes a village to run a journal and I thank our very dedicated Associate Editors, Guest Editors, Reviewers for their efforts to ensure that the review process occurs in a timely and responsible manner. These efforts have allowed the JCMR to continue as the premier journal of our field. This entire process would also not be possible without the dedication and efforts of our managing editor, Diana Gethers. Finally, I thank you for entrusting me with the editorship of the JCMR as I begin my 4th year as your editor-in-chief.
