Students’ feedback on faculty performance is an influential measure in obtaining the objectives of teaching effectiveness. Southern Leyte State University-Tomas Oppus usually experiences student evaluation reactions on faculty performance. Considering that success of the evaluation process is the instrument itself, this research dealt with students’ degree program profile and academic performance; determined their opinion on the criteria’s appropriateness and the instrument’s validity, reliability, objectivity, and utility and their attitude upon it; and, determined relationship between academic performance and degree program on opinions of the four criteria. Through the descriptive one shot survey, stratified sampling was employed to college freshmen, juniors and seniors with different courses of SY 2010-2011. The mean, percentage, frequency, and chisquare were used. The students’ opinion on the appropriateness of the criteria was very appropriate and very high on the four criteria. They manifested positive attitude on the instrument. Their academic performance and degree program have no significant relationship with their opinion on the instrument. Student’s opinion of the evaluation instrument was very appropriate, yet, it has to be revisited because some items, though minimal, were moderately appropriate. Keywords - Performance Evaluation Instrument, Southern Leyte State University-Tomas Oppus

For colleges and universities, the expectation for excellence in teaching and learning has made development of a system for measuring teaching effectiveness critical. Teaching effectiveness is generally assessed with a comprehensive review of skills including instructional design, instructional delivery and course management. This requires student feedback usually in the form of Student Evaluation Instruments (SEIs). Since SEIs are an important part of measuring teaching effectiveness to assess excellence, and excellence in the classroom is expected when considering promotion and tenure, it follows that they play an integral role in the promotion and tenure process.  In fact, faculty promotions and the issuance of tenure may hinge on the results of these vital evaluations. Our study investigates the use of SEIs at our university’s School of Business.  Unlike many other prior studies, limited to a single course or department and a single semester, we examined data collected from the use during six semesters (three years) of our Student Evaluation Instrument for the entire School of Business.  The results yielded nearly 30,000 useable responses across all business majors. If SEIs are to be used effectively and fairly then one must have a clear understanding as to what should be the appropriate standard used to evaluate faculty teaching effectiveness. Should a global value – the mean for the entire school or university – be used or should it be based on the mean for each department?  We believe this to be a critical consideration given the potential for differences in mean ratings amongst departments.

The main concern of this study was the assessment of the faculty performance evaluation system of State Universities and Colleges in the Philippine Eastern Visayas Region. Specifically, the study sought answers to research questions on how the faculty performance is evaluated with regards to evaluation procedures, instruments, and criteria and what is the present and desired faculty performance evaluation system considering the standards on utility, feasibility, propriety, and accuracy. In search of answers to the abovementioned research questions, the researcher made use of the descriptive-assessment research design. The respondents of this study were administrators, faculty members, and students from the main campuses of State Universities and Colleges in Philippine Eastern Visayas Region. As result, the researcher found out that the most common evaluation procedure used were administrative observation in the class and the administration of appraisal instrument. Rating scales were extensively employed evaluation instrument and the most commonly used evaluation criteria were teaching commitment, mastery of the subject matter, teaching for independent learning, and classroom management. In addition, the SUCs in the Eastern Visayas Region of the Philippines unanimously expressed their desire to implement a faculty performance evaluation system that adheres to the standards of utility, feasibility, propriety, and accuracy. At the present, the existing faculty performance evaluation system of SUCs in the Eastern Visayas Region of the Philippines generally followed the standards on utility, feasibility, propriety, and accuracy.

The examination of Student Evaluation Instruments (SEI) has generated a considerable literature. Interestingly, this extensive literature provides no clear guidance on how to interpret SEI results in order to make comparative evaluations of instructors’ performances. The research presented in this paper draws upon six semesters worth of SEI responses for all courses in our school of business – a database of nearly 30,000 responses. The paper examines how core measures of teaching effectiveness – student evaluation of instructor’s teaching ability and willingness to recommend the instructor – are affected by several factors. These factors include:  the department from which the course was offered; whether the course was required by the core, the department or was an elective; the status of the student and the anticipated grade. Statistical analyses are conducted to examine and determine the impact of these factors and their interactions. The goal is to develop a system that can more accurately gauge instructors’ performances as measured by the student evaluation instrument.

This paper describes a pilot series of extension programs delivered to inmates within the Mississippi Department of Corrections system. The project was a collaboration between the Chickasaw County Regional Correctional Facility, state Extension forestry specialists, and county Extension staff. A large body of research describes benefits of inmate education, including lower recidivism and reducing tension that could otherwise lead to behavioral problems. Over four months, Mississippi State University Extension personnel worked with prison officials to educate inmates about forestry, logging, and arboriculture. This paper describes the collaborative process driving the project as well as program design, curriculum, materials, and delivery. Besides technical information, instructors discussed opportunities and challenges inmates may encounter if they were to pursue employment in forestry or tree care following their sentences. Instructors worked closely with prison staff to appropriately address teaching in a unique environment and the educational needs of the students. We present the student evaluation process, which was limited by prison rules. Finally, we present results from an evaluation of partners and instructors that elaborate on pitfalls, challenges, and opportunities. The Department of Corrections was highly satisfied with the program and has requested expansion to facilities across the state.

The main concern of this study was the assessment of the faculty performance evaluation instrument of State Universities and Colleges in the Philippine Eastern Visayas Region. Specifically, the study sought answers to research questions on what are the psychometric properties of the evaluation instrument and what are the problems identified with regards to the faculty performance evaluation instrument. In search of answers to the abovementioned research questions, the researcher made use of the descriptive-assessment research design. The respondents of this study were administrators, faculty members, and students from the main campuses of State Universities and Colleges in Philippine Eastern Visayas Region. As result, the researcher found out that the faculty performance evaluation instrument of the SUCs was valid and administrable, but not yet tested for reliability. The serious problems identified on the faculty performance evaluation system of SUCs in Philippine Eastern Visayas Region were primarily related to the evaluation criteria and procedure such as the lack of involvement of administrators, faculty, and students in the construction of the evaluation system.
