The civil servants are treated as the principal-agent of the government for providing service and coordinating among different segments of society; it is better to provide appropriate training to them. Bangladesh public administration training centre (bpatc) is providing capacity enhancement training for the civil servants. The study aims attempt: to identify the effectiveness of the existing curriculum of the policy level courses for senior civil servants; to examine training methods whether those are relevant for curriculum delivery as need-based or not, if so then how much; to identify some strong and weak points as a means of 'center of excellence' of bangladesh public administration training centre (bpatc) and to visualize managerial implications and provide policy suggestions for ensuring the effectiveness of policy level training courses for the senior civil servants of bangladesh. This study adopted semi-structured questionnaires developed by the evaluation department of bpatc are assessed and presented in this report to obtain study objectives. Analyzing results found that in training modules, training methods, contents, some academic, and non-academic components at a satisfactory level. Results also provide some managerial implications for the future development of training courses and training content development. Bpatc organizes several training courses, but this study has given focused only on senior staff course (ssc). Finally, the study findings have implications to enrich the training curriculum development of policy-level courses and training management for the senior officials as well.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

The article is devoted to the actual issues of the civil service reform in the direction of motivating the civil service, where a personal interest of a public servant is the key to the success of execution of the government tasks that are necessary to perform state functions at the appropriate professional level. An analysis of the existing features of the motivation of the civil service, which are determined in accordance with current regulations in Ukraine, was performed. The possibilities of improving the modern civil service as part of effective public administration by forming effective proposals, which are based on the analysis of the experience of European countries, were identified. The analysis of the legislative and regulatory framework in the field of civil service revealed problematic issues regarding the unequal of the financial remuneration of employees. The current state of ensuring the remuneration of civil servants was assessed. The formation of the salary of employees with mandatory and incentive payments in relation to the minimum wage in the country as of December 2020 was analyzed. Intangible motivations, such as positive honors (awards) for achievements in the professional activity of civil servants, offering remote work, and encouraging employees with corporate culture, which can be used by the head of the civil service office to create a favorable positive atmosphere. Contrary, in certain situations in a public body, negative incentives, e.g. punishment for improper performance of duties or inaction, were investigated. The peculiarities of the motivation of the civil service in Ukraine were identified taking into account experience of France in building a career matrix for the promotion of civil servants in public administration. Shortcomings in the practical components of the application of motivation in working with staff are partially revealed. The directions of reforming and methodical approaches of the civil service in terms of motivation were suggested. The ways of solving and improving the mechanisms of realization of the state policy in the sphere of civil service, namely the improvement of the system of motivation of civil servants were offered. The practical components of motivation were revealed, new mechanisms for improving the implementation of civil service reform were proposed.

The article presents the results of management quality survey in Russian clusters that reveals specifics of cluster support policy in Russia. We compare 22 Russian clusters, supported by the Government, using series of indicators measuring cooperation intensity of cluster participants and activity of cluster management teams. We introduce a description of the typical Russian innovative territorial cluster, based on the average values of the indicators. Our analysis revealed that international communications, information about funding and training courses are highly useful tools to improve collaborations among cluster participants. This paper proposes a methodology for measuring cluster performance by the cluster scale index, cluster development index and cluster management efficiency index. In conclusion, we formulate recommendations for cluster policy improvement in Russia, based on our analysis of indicators’ correlations and comparison between the results of our research and the similar researches in other countries. This analysis will be useful for researchers and policymakers from countries, where cluster policy has recently become a popular topic.

This chapter aims to understand how the Bangladesh Public Administration Training Centre (BPATC) can ensure social justice through its apex and unique training manuals. Qualitatively and by critical discourse analysis, this discussion shows that existing training guidelines and policies have a deep and robust lineage with coloniality, predominating the fundamental legal aspects of Bangladesh through Colonially Inherited Acts, Rules, and Regulations as well as practices. Can the government ensure the SDGs and a just and right productive, autonomous, and accountable citizen-oriented public service? The Government of Bangladesh may imply the recommendations in policies to ensure social justice in public administration through BPATC.


Subject Outlook for civil service reform in Myanmar. Significance On April 21, the government confirmed that permanent secretaries, abolished in 1962, will be reintroduced into the public administration system. The decision is part of President Thein Sein's "third wave" of reforms, following commensurate political and economic measures after the 2010 elections and Myanmar's transition to semi-civilian government. By restoring this most-senior bureaucratic post, Naypyidaw intends to enhance the bureaucracy and signal its intention to modernise public administration. Impacts Further civil service reform will require the government to define the centre-province administrative balance. Until then, civil service reforms may initially be felt in urban centres only. Additional pay may be required for civil servants.

The article deals with the structure of forming and implementing public administration of professional education of future specialists in tourism in Luxembourg as a prerequisite for optimal functioning and development of the national economy, the realization of its objectives, the transition to a new state and integration into the European educational space. The basic trends in the development of public administration and features of implementing government and non-government regulation of vocational education in Luxembourg are defined here. Legislative and regulatory documents aimed at ensuring the adaptation of the management of national vocational training to economic and educational requirements of today`s are analyzed in the article. It is noted that the cooperation between the government and social partners is a key principle of organization of vocational training of future specialists in Luxembourg. It is also underlined that vocational training in Luxembourg, despite a long tradition, is in a state of reforming. It can be proved by the following facts: the opening of the first university in the country in 2003, the adoption of the Law on the reforms of vocational and practical training in 2008, having made a significant number of amendments to the Constitution regarding primary and secondary education, and the organizing the activity of specialized chambers in the process of vocational training of future specialists. Nevertheless, it can be defined that vocational education and training of future specialists, including specialists in tourism is quite of high quality and popular among the apprenticeship in Luxembourg.

The purpose of this study was to determine the level of influence of the implementation of existing education and training programs on the work productivity of civil servants. Based on the results of data processing, it is known that the elements of the implementation of education and training programs that must be considered and improved are as follows: Training Materials, Non-Formal Education, Training Schedules, Instructor Hospitality, Training Variations, Training Methods, and Training Guidebooks. While the elements of implementing education and training programs that must be maintained are as follows: Formal Education, Instructor Skills, Instructor Ability, Training Infrastructure Facilities, Training Curriculum, Training Evaluation. The implementation of education and training programs affects the work productivity of civil servants and the effect of the implementation of training programs is more dominant, this is so because the implementation of training programs is more often done and more applicable even though it still seems theoretical in the work of civil servants. Therefore an appropriate education and training program will have an impact on increasing the productivity of its employees.

AbstractTh e article examines the recent developments in public service training in Hungary and draws conclusions for the future. Hungary is considered to be part of the legalistic culture of European PA; therefore we analyze the connection between the legalistic approach as a cultural environment of PA practice and PA education as an influential factor of changing this environment. Th e empirical part of the research contains three elements: analysis of the professional training of civil service, the content of PA university training and the composition of professions within the central civil service. Th e empirical findings on these three dimensions are analyzed in light of recent structural changes of PA university education and professional training. Under a Government Decree issued in 2012, the National University of Public Services was appointed by the Government to be in charge of PA education and training. Th e university itself was recently created by the merger of law enforcement, military and civil PA universities (academies). Th is structural change can be characterized by centralization and, to a certain extent, simplification, too. Th e restructuring of PA training is completed by the concept of the Government making the fields of public service permeable, open to each other. Th e university itself is a test field for this concept since police and military students have the opportunity to study civil PA courses. Th e need for this kind of cross-learning is supported by the new phenomenon that defense and policing are gradually becoming more civilian in their character, while traditional training in these fields must undergo serious changes too. Although the article states that the basic framework of public administration education - as a major driver of public administration culture - is still dominantly legalistic, it also introduces the ways in which the new public-administration education system has tried to change the content of its degree programs and how it has attempted to have an impact on the entire public-administrative system to move from procedural orientation to a more solution-oriented mindset.
