The problem and the main stages of choosing a rational configuration of a four-level logistics network that is resistant to the impact of emergencies forstrategic planning are considered. The problem under consideration belongs to the class of multicriteria optimization problems. Criteria related to thefinancial costs of building and operating a logistics distribution channel, as well as criteria related to the level of quality of customer service, arecontradictory. To solve the problem of stability of the logistics system configuration to emergencies, such as failure of intermediate warehouses,failure of transport arteries, etc., a strategic management information system was developed by integrating existing software components at the level ofenterprise software applications. The integration of the system was based on a service-oriented architecture, as all its components are heterogeneous innature. This approach allows you to reuse existing program code. To determine a sustainable configuration option, two criteria are used, which areconsidered equivalent: the level of costs for the maintenance of the logistics channel and the level of service quality in the event of differentemergencies. Since the probability of emergencies is unknown, the minimax criterion is used to minimize the risk when choosing a rationalconfiguration of the logistics network. For this purpose, losses from emergencies are calculated according to all criteria, and there is a variant of thelogistics network configuration that will be the least risky. That is, we will not be able to get a worse result than the one we rely on. The results of thestudy are presented in the form of a configuration variant of the logistics distribution system, which can be used in the future to determine businessoptions.

Рассматривается задача об отыскании оптимальной формы отверстия в вершине трещины продольного сдвига. Искомая форма отверстия удовлетворяет условию минимальной концентрации напряжений на его контуре. Исследуется влияние отверстия оптимальной формы на торможение трещины. Дается критерий и метод решения задачи по предотвращению хрупкого разрушения тела, ослабленного прямолинейной трещиной продольного сдвига. Используется минимаксный критерий. Получено условие хрупкого разрушения. The problem of finding optimal hole shape at the tip of a longitudinal shear crack is considered. The desired hole shape satisfies the condition of the minimum stress concentration on the contour. The effect of the optimal hole shape on deceleration of a crack is studied. A criterion and solution method for the problem of preventing brittle fracture of the solid weakened by rectilinear longitudinal shear crack is given. The minimax criterion is used. The brittle fracture condition is obtained.

The article is devoted to the development of algorithms for operational planning of routes for a group of aircraft (AC). We consider group actions of small and unmanned aircraft in the "air taxi" mode, when there is no regular flight schedule between the points of destination, and requests are received "on call" for flights to points whose composition is unknown in advance and is of a random nature. The multicriteria task of planning a group flight in the "air taxi" mode is being solved. The solution to this problem is proposed using the apparatus of the queuing theory, according to which the system under consideration belongs to the class of multichannel queuing systems with waiting. A method for solving the problem of operational planning of aircraft actions is proposed. An algorithm for group target distribution of new claims between aircraft is developed on the basis of a modified minimax criterion for assigning the nearest aircraft for an object with a maximum service time. The developed algorithm is based on the following four main operations: in the first operation, priority unserved targets are selected according to the criterion of assigning a dynamic priority; in the second operation, the formed list is ranked according to another criterion, taking into account the importance and total distance of each ground object from the aircraft group, in three this operation selects the object with the maximum rank, and for it the task of assigning "own" aircraft is solved according to the third criterion of maximum proximity, in the fourth operation the conditions of non-intersection of the group flight routes are checked. A computer model of the system for servicing requests in the air taxi mode has been developed. The developed model makes it possible to analyze various scheduling algorithms, as well as to determine at each step the number of free claims and the number of free and busy aircraft. A comparison is made between the well-known in the theory of queuing and the proposed minimax approaches. It is shown that, in comparison with the known variants of scheduling in the queuing theory, on the basis of the proposed approach, the optimal number of used aircraft is achieved.

A model has been developed for the optimization of the share structure of an investment portfolio in high-tech projects supported by the leaders of the leading industry companies in Russia. Several indicators (financial leverage, integrated rating of companies, industry rating) were applied in the decision support system for the shared distribution of investments. High-tech production is based on innovative technologies for saving resources, the resiliency of systems for transporting and transferring raw materials and finished products within Russia, so the main income will remain within the country. It is possible to export high-tech products, rather than raw materials, which will increase export revenues. Investors will invest in high-tech projects of Russian companies, taking into account the targeting of investment development. The guarantee is the stable financial position of the companies and the competitiveness rating. Methods: The authors propose a new approach that does not contradict modern rating scales, based on a hierarchical rating procedure and fuzzy logical rules that allow you to build an integral rating in the form of portfolio shares from the whole. A higher share shows an indicator of the higher investment attractiveness of companies. The industry rating is obtained based on the principle of the company’s first affiliation to the highest rating indicator. The final minimax portfolio is based on the initial ratings in a circular convolution and is then adjusted by industry. A software package has been compiled that allows the testing of the method of capital allocation between investment projects for the largest companies’ leaders of high-tech industries in Russia. This software uses the author’s method of multi-stage analysis, the evaluation of financial coefficients, the integral ranking and the correction of the solution taking into account the industry attributes. Results: The results are presented with computer-aided design (CAD) in the form of an algorithmized decision support system (DSS). The CAD system is based on a hierarchical algorithm, based on the use of a multi-level redistribution of investment shares of high-tech companies, taking into account the adaptation to the requirements of the return on investment portfolio. When compiling the portfolio, the minimax optimality criterion is applied, which allows the stabilization of the risk by purposefully redistributing funds between the companies involved in the analysis. The authors of the article have compiled an algorithm for the software implementation of the model. Features of the rating approach: the use of the author’s mathematical apparatus, which includes a hierarchical analysis of the ranked indicators of the financial and economic activity of companies, taking into account their priority, and the use of a minimax approach to obtain a rating assessment of companies, taking into account the industry attributes. Development: The proposed approach should be used for targeted financing of large industry companies engaged in the implementation of high-tech projects.

Конструируются алгоритмы синтеза биназначений, приводятся численные примеры. A mathematical model of the distribution between the executors of pairs of non-interchangeable works is formulated. The concept of “bi-assignment” is introduced and a generalizing classical optimization problem with a minimax criterion is posed. Its intractability is proved. Algorithms for synthesizing of bi-assignment are constructed and numerical examples are given.

The complex of technical means for optimization synthesis of assembling of a packing machine of separate functional modules has been developed. The method of synthesis of a packing machine, based on criterial assessment of separate functional modules (FM), combined by two main assessment groups, has been offered. FM may be selected and calculated by the program of consumption, based on the overall equipment effectiveness (OEE) criterion. An example of synthesis, based on the offered method, takes into account variants of choice of ready functional modules, based on the hierarchic structure of a module of roll packing material supply. The method takes into account the systemic approach to analysis of equipment constructions for packing fine-piece and piece food products in a consumption package. The synthesis of FM assembling as conceptual models, abstract ones, reflecting the construction structure and connections between separate elements – functional devices (FD) – has been offered. The optimal assembling of the functional device in the structure of the functional module of roll packing material supply has been determined. As a result of solving this problem, a FM1 prototype has been created. At conducting the comparative analysis with the existent equipment, the automatic functional device has been modeled. The use of the OEE criterion with joint properties that reflects the generalized assessment of a packing machine or functional module with a maximin (minimax) criterion by the compromise principle has been substantiated. The analysis is grounded on the idea of optimality of each module or device of the machine for packing food products at adding each next functional module to its composition. The program of assessment calculation of the package equipment with the complex assessment criterion OEE for different assembling of FMi machines for packing piece and fine-piece products has been developed. The FM of roll film material supply with using a microprocessor managing device that maintains a sinusoidal law of movement of a stretching roll of the packing machine has been developed. Optimal characteristics of the technical system have been determined. Results, obtained at processing experimental data, confirm adequacy of the offered method for assessing assembling solutions

The article proposes a model of information conflict between the application specific communications system and the system of destabilizing effects based on the game theory formalism. The model takes into account strategies of destabilizing effects and of communications system protection, as well as their change during the information conflict. It shows that based on the game with direct or mixed strategies, it is possible to substantiate the most probably variants of destabilizing effects, as well as the rational structure of communications system in the conflict. The authors propose decision-making formalized by the opposing parties, when choosing strategies at each stage of the information conflict. The paper describes the rules for choosing the strategy of protection and corresponding structure of the communications system in the form of a minimax criterion. These rules allow searching for a rational structure of the communications system both in the current and in the preventive decision-making for countering the system of destabilizing effects.
