Subject. This article deals with the control and management aspects of regional development on the basis of Leontief’s balance model. Objectives. The article aims to develop schemes for stable estimation of aggregate parameters of region balance models based on a shortened sample of input-output statistical data and rules for their subsequent regularization. Methods. For the study, we used multiple forms of regional economic balance model transformation based on the aggregation of data of the selected regional subsystems. Results. The primary estimates of aggregate input-output matrix for the southern regions of the Tyumen Oblast were obtained from the statistical input-output data for 2014–2018. To comply with the productivity conditions, additional information was introduced into the estimation algorithm reflecting the balance dependence for the reference input-output matrix for the Russian Federation and for the southern regions of the Tyumen Oblast in retrospective (2004–2013). Conclusions. The result of regularization of aggregate input-output matrix for the southern regions of the Tyumen Oblast obtained from the statistical input-output data on the basis of the least squares method indicates that the backward estimation technique cannot act as a basic tool for the primary construction of balance models of regional economies. However, backward estimation algorithms with subsequent regularization are effective in correcting the reference input-output matrix using actual data of the region’s socio-economic development.

Abstract The article presents the results of comprehensive studies of the plant biodiversity near the industrial zone of the city of Tobolsk, Tyumen Oblast, Russia. Nine species of formation communities were identified: Abies sibirica Ledeb, Pineta (sylvestris), Betuleta (pendula), Betuleta (pubescens), Tilieta (cordata), Populeta (tremula), Saliceta, Prata, Emersiherbosa. Also, eleven associations were identified for the studied communities: fir forest with sedges, linden and birch; mixed small-leaved dark coniferous forest with sedges; low-shrub sphagnum pine forest; steppe birch forest; swampy low-shrub sphagnum birch forest; swampy reedgrass birch forest; linden-birch forest; cereal-horsetail-fern aspen forest; aspen forest with grass layer; aspen forest mixed with birch and sedges; mixed birch-aspen forb forest; maturing aspen-birch forest with hygrophilous grasses.

The relevance of the policy areas reflected in this scientific article stems from the essential and peculiar fact that the entire international community increases interest in political communication because of its functionality and flexibility. The transformation of communication functions of a political nature considered within the constituent entities of the Russian Federation is vital for each of the spheres of State administration. It is the multifaceted nature of the topic that determines its importance in both academic and policy circles. A literate and intensive study of the development of political communication makes it possible to conclude the multifaceted influence of the historical era on the political structure of both the country as a whole and the subjects in particular. This aspect shows the diversity of communication functions in the State's political life and the likelihood of their lasting transformation. This article aims to give qualitative consideration to the various functions of political communication, using the example of the Tyumen region as an essential subject of the Russian Federation. The primary method of investigation of this problem was the analysis of scientific works of leading political scientists, philosophers and sociologists. Thanks to these works, the authors were able to trace the relationship between an era, type of the State, its social orientation and the development of political communication functions in terms of regional forms. The functions of political communication in the regional process of the Tyumen Oblast are directly dependent on institutional and functional groups and lobby associations, which are common in all regions. Knowing the dependency of functions on the well-defined aspects of political organization in an article helps to predict, or at least track, the likelihood of new functional diversity in political communication and steer it in the right direction.

Agricultural entrepreneurship, viewed as an essential structural factor for the development of economy and market relations in rural areas, is largely affected by the socio-economic context. The article discloses the realities of Russian agricultural entrepreneurship on the example of various forms of agribusinesses in the remote Russian countryside (companies, farms, peasant farms). Article aims to reveal the characteristic image of a rural businessman of the Tyumen oblast south. Empirical data are obtained as a part of a research project which studies the development of regional rural areas. Authors’ narrative analysis of problematic issues is based on 59 expert in-depth interviews (21 with agribusinessmen, 38 with the ones of related occupations). In the theoretical aspect, the authors rely on classical and modern scientific literature on rural sociology, sociology of entrepreneurship and theoretical and methodological approaches that dominate in these areas of sociology. Qualitative data analysis allowed us to reveal: 1) main characteristics of a rural businessman, their actual qualities and skills necessary for their work; 2) internal and external factors of the business environment, that influence the efficiency of agribusiness. The problems of agriculture and rural areas, considered as barriers to business-activity development, are contextually identified. Scientific novelty of results is determined by the original empirical data, obtained through expert interviews, as it can be used in further research within this field. The application of MAXQDA Plus 2020 tools for analysis and interpretation of qualitative and mixed data is of practical importance.
