In the article, a problem is set regarding urgent transformation of the public administration of the social and economic policy of Ukraine under the healthcare reformation. The problem seems to be urgent because the Ukrainian national healthcare management system differs from similar systems in most developed countries due to a unique characteristic. The point is that at the highest legislative level, the state guarantees its citizens free medical care, although in practice, this provision remains partially declarative. And this should be a target of reformation. Today, the Ukrainian healthcare system, based on the centrally controlled principles, is facing a deep crisis, therefore the public administration model should be changed, and the healthcare system be radically reformed. Basing on modeling methods, expert survey, mathematical statistics, the following results have been obtained: a formulated list of problems, an offered model for the healthcare system management in Ukraine considering that the process should be transformed. These results can lay the groundwork for the development of a real strategic plan, when the task of "clearing the problematic area" to be solved in stages, according to the actual urgency of certain problems from the point of view of increasing the efficiency of the healthcare system reformation in Ukraine.

The pervasive internal insecurity in Nigeria underscores the need to question the effectiveness of the current policing and security system. With increasing prevalence and incidence of insecurity in the country, the Nigeria Police has failed in its major assignment of internal security. Against this backdrop, this study focuses on the search for holistic approach to the reformation of Nigeria Police and Security Architecture in the country. In-depth interviews were conducted with forty-five (45) participants from the NPF. From the findings, major challenges affecting policing and the security architecture in the country include a lack of effective accountability and monitoring the mechanism in the police force, gross misconduct, and mismanagement of funds and resources in the police force. Critical recommendations to enhance the reformation process include improved accountability and monitoring mechanism in the police force, adoption of an effective policing model that addresses crime and insecurity and provision of modern equipment, research, science and technology to enable police and security agencies meet the crime and insecurity challenges. The situation calls for a fundamental reformation of the NPF targeted at vision actualization and achievement of its mission and goals of improved internal security. Based on the analysis of scholarly discourse on the results of Bologna Declaration goals and principles’ incorporation into reformation of higher education system in Russia and through their own experience of teaching in higher education institutions, the authors come to conclusion that commitment to accession into the world educational space was caused not so much by real domestic needs to improve home higher education system but by political factors as a result of slow-response impact of a liberal reformation strategy of the 1990s. Expediency to concentrate intellectual resources of university academia necessary for digitalization of educational process in compliance with the aims and needs of economy and the whole society is substantiated.

The patient is a principal part in market relationships in conditions of health care system reformation. The patient is a consumer of medical services provided with set of rights, including right to choice of medical organization and right to choice ofphysician. The implementation of the given rights is possible only in conditions of competition at medical services market. So, in present situation, maintenance and getting involvedflow of patients are actual tasks raised before medical organizations. At the present stage, the official Internet web-site of medical organization play the role of one of tools of non-price competition at the market of medical services. The availability of official web-site with information in concordance with approved requirements to its content and form of presentation is a commitment of medical organizations of all organizational and legal forms fixed at the legislative level. The main purpose of web-site is to support awareness ofpatients concerning all issues related to medical services receiving, including choice of medical organization. The openness and accessibility of information to patient is a criterion of quality of web-site of medical organization. The purpose of study is to evaluate content, informativeness, accessibility and practical significance of official web-sites of medical organizations. The article presents the results of complex studying of web-sites of medical organizations including comparative analysis of official web-sites of medical organizations of state and non-state forms ofproperty, sociological assessment of structural stuffing of official web-sites of medical organizations as a tool of informing population about medical care, expertise evaluation of informativeness, accessibility and functionality of official web-sites of medical organizations.

Topicality. Maintaining of the permanent structures of the maritime transport system in proper condition is one of the components of the domestic seaports competitiveness. The relevance of the problem of the permanent structures financing is based on the high degree of port infrastructure deterioration and lack of investment for its development. Today in Ukraine the only source of funds for the development of permanent structures of the maritime transport system is the port dues, which are among the highest in the world. This fact negatively affects on the cargo turnover of Ukrainian seaports. So, the issue of port dues is relevant and requires a thorough study. There are discrepancies in the existing differentiation of port dues rates in Ukraine and in the world, between the number of port dues in the competitive Ukrainian ports. The disputable issue is the methodology for collecting port dues.Aim and tasks. The purpose of the article is the theoretical and methodical development of the basic provisions of the port dues system reformation, paying attention on the financing of the permanent structures of the maritime transport system. In order to achieve this goal, it is necessary to study the essence of port dues, to develop their classification, to analyze international experience, to study the legislative regulation of the port dues system in Ukraine.Research results. The article outlines the main schemes for collecting port dues, analyzes the types of port dues in Ukraine, identifies the main problems. The port dues classification is systematized by author. On the basis of the analysis of Administration of seaports of Ukraine revenues it was found that the share of port dues in the income structure is about 70 %. The analysis of the dynamics of cargo turnover indicators and the income from the port dues was carried out. In view of the analysis, the list of directions is proposed in order to improve the port dues system in Ukraine. It is analyzed the legislative framework and the Methodology the calculation of port dues.Conclusions. The proposed ways of improving the mechanism of collection of port dues will improve the efficiency of functioning of the port industry in Ukraine in conditions of high competition among the Black Sea ports. Prospects for future research in the field of port dues collection are based on the economic justification of each type of port dues.
