For more than 150 years, the issue of building a railway through the Main Caucasus Range in its central part, has been discussed, which has posed the main problem of railway construction in the Caucasus. The question of why the railway crossing through the Caucasus ridge should necessarily go through the central part of the ridge was immediately obvious and understandable. In Transcaucasia, of course, it was possible to make a road along the Black Sea and along the Caspian Sea, which was eventually done, but the direction through the central part of the Caucasus Range is of great strategic and economic importance. Such a superhighway opens the meek path from Russia and Europe to Transcaucasia, and from there to Turkey and Persia, India and the Middle East. The article analyzes the discussion of projects of a pass through the Caucasian ridge of the railway. What projects were proposed, what were their advantages and disadvantages, who and It is considered, what projects were proposed, what were their advantages and disadvantages, who and why were interested in each project. The main problem of the construction of the pass railway was of technical issues. And although in 1917 the authorities of Vladikavkaz actually launched the construction of a pass road, the issues of the technical plan were not yet fully clarified. But there is no doubt that if it were not for the revolutionary events, the pass road would eventually be built, since Vladikavkaz was very interested in its construction. Today, the construction of a pass railway is still an urgent task. Therefore, it is necessary to know and analyze the projects of past years.

Abstract Blasting roof cutting and pressure relief is an effective technical way to solve the problem of thick and hard roof. In order to solve this problem, it is necessary to carry out research on the evolution of cracks between the cut holes of the blasting roof. The univariate comparative analysis method is used to analyze the evolution law of the fissures between the cuts under different factors. Furthermore, it is concluded that the broken zone and fissure zone of the surrounding rock of the single-hole blasting hole wall are symmetrically distributed in the confining pressure environment, and the fissure zone and the surrounding rock fissure zone between the holes show an "X"-shaped continuous ev olution. By analyzing the evolution law of cracks between blasting holes, the critical discriminant equation of penetration between blasting holes under mining stress environment is given, which is used to optimize the technical plan of blasting roof cutting. Engineering practice shows that the blasting roof cutting scheme has achieved a good seam effect, creating good initial conditions for the cutting of thick and hard roofs.

The paper discusses some issues that may arise in the formation of the regulatory framework for the creation and maintenance of a three-dimensional real estate cadastre in Russia. An analytical review of the prerequisites for the creation of a three-dimensional real estate cadastre in Russia has been carried out. The priorities of interaction between urban planning and cadastral activities are considered, as well as the definition of scientifically grounded requirements for the accuracy of cadastral work, taking into account the introduction of the third, high-altitude coordinate H. Close attention is paid to the expansion of the requirements for the technical plan, in the transition to a 3D cadastre, the general availability of information about real estate objects on the public cadastral map.

The article is devoted to the study of cryptocurrency as a new means of payment, which is relevant both in Ukraine and abroad. The urgency of the problem described in the article is due to the accelerated scientific and technological progress and global computerization of society, where modern technologies contribute to the emergence and development of new mechanisms of the economy, in particular, relations using non-cash payments. The main features of cryptocurrency are considered and argued in the form of its advantages: availability, speed, decentralization, security, and disadvantages: unreliability, distrust of users, inability to cancel transactions, use to commit illegal acts. The features that are controversial in modern conditions are anonymity and transnationality. The main problems of cryptocurrency and its legal regulation are generalized. Emphasis is placed on the practice of regulating the cryptocurrency market in the European Union, as well as on the legislation of the Republic of Estonia in the field of virtual assets. The legal status of cryptocurrency in Ukraine is considered, which is an urgent problem on the way to its legalization both in the legislative and technical plan. Attempts to legally regulate a new type of currency are analyzed. Bills and acts of the National Bank of Ukraine in the field of cryptocurrency circulation are described. Gaps in the current legislation, in particular in the Law of Ukraine "On Prevention of Corruption", were identified, and ways to solve such problems were suggested. It is concluded that it is necessary to develop and create effective legislation in the field of regulation and control of cryptocurrency circulation not only at the national but also at the international level, because otherwise there is a threat to economic and financial life of the state and society and other problems for the international community. in the form of criminal acts with cryptocurrency, because today in Ukraine there is no effective legislation on the circulation of cryptocurrency, and the number of problems with the use of digital currency is growing every day, so it is worth paying attention to such components as the Internet and virtual assets, as in the leading countries of the world this direction is important in domestic and foreign policy.

Yannan Coal Mine in Dayan Mining Area creatively utilizes water-preserving mining technology to block abandoned roadways to build underground reservoirs and build underground sedimentation tanks. It implements a zoned utilization and zoned management optimization technical plan for mine water, so that it can meet the needs of underground working face production and surface production and domestic water use. This mine water comprehensively recycles water conservation mining technology and makes full use of mine water resources. This greatly improves the utilization rate of mine water, realizes the recycling of mine water, and accelerates the construction of green mines.

In 2016 the United Nations published the 17 Sustainable Development Goals (SDGs). It quickly became clear that information is a catalyst for almost every goal, and enhancing information access is necessary to achieve and ultimately improve global community life. The Biodiversity Heritage Library (BHL) is therefore an invaluable resource for redressing inequallities as it provides information and literature as an open access library. But there are also still hurdles to overcome to ensure information for all. In the following, we will focus on technical developments outlined in the BHL’s technical strategy. One challenge is the different digital infrastructures resulting in limited access to the web-based BHL. In 2019, only 53.6% of the global population accessed the internet (Clement 2020). Even if the reasons for this are diverse, we assume that network coverage is a problem we have to address. One focus of the BHL's technical strategy is to support and provide solutions for remote areas with no or low bandwidth connection. Furthermore the technical strategy focuses on the provision of services and tools for various usage scenarios by implementing a responsive design. In 2019, mobile devices, such as mobile phones and tablets, accounted for 54% of all page views worldwide (Poleshova 2020). Even though a differentiated view must be taken of which devices are used for which scenario, it can be assumed that mobile devices will be used more frequently in everyday scientific life, for example in field research. By a responsive design of the BHL website, we address this trend in technological development and media usage in order to remain a user-friendly research infrastructure in the future. Another challenge is the multilingual user experience. The multilingualism of BHL will become an essential part of the technological development to address the global biodiversity community and to reflect the worldwide biodiversity research. We aim to achieve this through a multilingual user interface and multilingual search options. The services and tools mentioned above require a high quality database, especially machine-readable text. The improvement of optical character recognition (OCR) is fundamentally important for further technological developments. Good OCR results ensure a comprehensive search in the entire corpus, and with further technological possibilities, data could be added that goes beyond the pure text. Currently taxonomic names are parsed and linked to the Encyclopedia of Life (EOL), giving users the opportunities to search for taxonomic synonyms. In the future, this enrichment could be used for more data, such as collection data, geographical names, etc. In the challenge of improving and enriching the data, the BHL will depend on its large community, for example in crowdsourcing transcription projects. In order to reach those objectives and to continue to offer BHL's services to the global community in the best possible way, we need to monitor best practices in digital library and bioinformatics developments and implement them wherever possible. The BHL consortium will have to rely on partnerships and collaborations to fulfill this plan. We are therefore looking into cooperation with other consortia and will also explore alternative technological development models where third parties would develop apps and services from open BHL data. Taking all the mentioned approaches into account, the BHL will develop from a mainly literature library to a data library. It will be our task to create open source software and tools, like better APIs, to support the re-use of the data. This goes along with the aim to increase the awareness of the BHL within the biodiversity community as it is set in the BHL Strategic Plan 2020-2025 (Biodiversity Heritage Library 2020). To draw a conclusion, the BHL's technical strategy focuses on five main objectives to advance information access for the biodiversity community worldwide: Improve global awareness and accessibility Enhance machine-readability of BHL content for data re-use Identify resources needed to achieve the technical plan Ensure continued priorities and leadership for technical infrastructure Implement BHL 2020 Technical Priority Plan (Biodiversity Heritage Library 2020).
