This paper presents tools and technologies for first responders (FRs) carrying out tasks at crisis scenes. These technologies are being developed in the framework of the European scientific research project FASTER. There are innovative tools that can help rescuers respond quickly and effectively to save human life and health. This work concerns improving and extending communication and situational awareness for rescuers, smart textiles, autonomous or remotely controlled vehicles. The main point is to integrate the tools into a system coordinated using a mobile operation command centre that will provide a portable common operational picture (PCOP). For the project, the key is to increase the safety of first responders, not just the efficiency of their operations.

According to the needs of scientific research project research and development, the research of cooperative team excavation methods was carried out. Aiming at the current difficulties in accurately and reliably defining and identifying cooperative research teams from co-author network, an improved Louvain algorithm that integrates core node recognition was proposed: Louvain-LSCR algorithm. Based on the analysis of the Louvain algorithm, considering the local topology of the node in the network and the communication range of the node, a new algorithm LSCR for core node identification was constructed. The LSCR algorithm and Louvain algorithm were merged to obtain a new and improved algorithm, Louvain-LSCR. In this algorithm, the leaf nodes in phase 1 of Louvain algorithm were first pruned to reduce calculations; then, seed nodes were selected according to the LSCR algorithm in phase 2. The experimental results on related datasets show that LSCR algorithm has certain advantages in identifying core nodes. The modularity of Louvian-LSCR algorithm is better than other algorithms, and the community structure is more reasonable. It was verified that the algorithm can mine potential cooperative research teams in co-author network.

The development of innovation activities is of great importance on the path to achieving the goals of sustainable development. Success on this path is closely related to the presence of comparable information on the development of innovation activities at the regional level. The aim of the paper is to assess the development of innovation activities in the regions of Ukraine and identify differences in results. The study is performed using relative indicators for the assessment of the development of innovation activities in the regions of Ukraine. The indicators were averaged and normalized. To analyze how innovation activities change over time, the dynamic indices based on the geometric mean of the growth rate of the relative indicators were used. The obtained results have significant differences in the regions being assessed. Most regions have a heterogeneous development of innovation activities. At the same time, they are at the top and bottom of the rankings of the regions in different indicators of the development of innovation activities. Only Cherkasy and Zaporizhzhia oblasts are at the top of the rankings in at least 75% of indicators. However, in 2017‒2019, all indicators improved in at least 29% of regions. In addition, 75% of indicators improved in at least 54% of regions. Therefore, over time, most regions progressed in the development of innovation activities. Management decisions for the development of innovation activities should be complex for all regions and implemented primarily in the regions where there is no improvement over time. This paper analyzes the user needs of the scientific research project management system, expounds the feasibility of information system development, and analyzes the business needs combined with the reality of scientific research project management. In the system level design, combined with the demand analysis of the information system function, the system module is developed in a hierarchical way. The whole system is divided into four layers: (i) core business layer; (ii) data access interface layer; (iii) neighborhood object layer; (iv) data platform. The specific functions include three various modules, i.e., scientific research project information management module, research achievement management module, and scientific research information portal module. In the system software part, the attribute encryption method is used to effectively encrypt the information of scientific and technological projects and to protect the safe sharing of scientific and technological information in colleges and universities. Finally, we look at the limitations of conducting high-quality design-science research in the context of the larger information system community. The experimental results show that the system can perform the corresponding functions effectively, and the data reading integrity is high, which can meet the requirements of the university science and technology project information management.

The author considers methodology as a scientific discipline of a general character, which studies and analyzes phenomena from a scientific point of view by applying the principles of objectivity, reliability, systematic approach and precision. The methodology of scientific work, gradually tested, helps one reach basic and relevant knowledge starting from basic ideas, by applying methods and research procedures, defining science and scientific research work, proving hypotheses, and all the way to the implementation and indicators in the application of an established scientific research project. Starting from basic ideas, using methods, through research procedures, defining science and scientific research work, proving hypotheses, all the way to the implementation and indicators in the use of an established scientific research project, the methodology has found its application in theory and science.
