Islam as a religious teaching that has a vision of rahmatan lil'alamin contains teachings that are able to shape a person's personality who implements divine messages (Alquran) and prophetic messages (hadith) in daily behavior -day. The obligation to study, work, hold fast and convey the mandate, and accountability for deeds before Allah SWT is a small part of Islamic teachings that allow a Muslim to have good work behavior. Commitment, motivation and job satisfaction (either together or separately) will be higher when HR policies create workforce capabilities, reward motivation and provide opportunities for participation. Fourth, HR policies to develop capabilities, motivation and opportunities must exist and reinforce each other. HR policies and reward practices that are implemented and enforced by the leadership can trigger discretionary behavior which is characterized by a change in attitude. It can increase or weaken if the policy is not in accordance with the organizational culture and values adopted. The success of the work done will provide experience that can help in acting in the future.

According to the citizen–agent paradigm, the way street-level bureaucrats view their target population shapes their discretionary behavior. Applying this in the context of the so-called “European Migration Crisis,” this article investigates how street-level actors make sense of their migrant clients and how these conceptual understandings of the “Other” shape their discretionary behavior. Focusing on the divisive issue of gender identities and beliefs, or gender perspectives, this research combines ideas from public administration and social psychology. It shows that street-level actors’ discretionary behavior depends on whether they see the Self-Other difference as fixed or changeable, and as hierarchically organized or not.

<p><strong><em>Abstract</em></strong></p><p><em>Non-Cash Food Assistance (BPNT), has the ability as an effort to protect the community (Social </em> <em>Defense) and an effort to achieve community welfare (Social Welfare). At the implementation stage of the program, the legal events summarize the tug of war of interests in accessing resources played by grassroot actors. This article identifies and formulates problems in the question, how is the role of grassroot actors as a potential criminogenous correlative factor for corruption in the implementation of the BPNT program? This study aims to analyze the potential for corruption in the BPNT program to arise from the sociological implications of its application in society. The research study used is a normative juridical approach in both broad and narrow terms. The results found in this study are the potential for corruption, stemming from the role of grassroot actors who have excessive power in power relations to gain access to BPNT resources (single supply of foodstuffs to E-Warong). The strengthening of the potential for corruption is boosted by the discretionary behavior of program supervisors. It takes proactivity in the role of program guard (Government) in terms of its implementation.</em></p><p><strong> </strong></p><p><strong>Abstrak</strong></p><p>Bantuan Pangan Non-Tunai (BPNT), memiliki kemampuan sebagai upaya perlindungan masyarakat <em>(Social Defence)</em> dan upaya mencapai kesejahteraan masyarakat (<em>Social Welfare</em>). Pada tahap implementasi program, peristiwa hukumnya merangkum tarik menarik kepentingan dalam mengakses sumber daya yang dimainkan oleh <em>grassroot actor</em> (Aktor akar rumput). Makalah ini mengidentifikasi dan merumuskan problematika dalam pertanyaan bagaimanakah peran grassroot actor sebagai faktor korelatif kriminogen potensi tindak pidana korupsi pada implementasi program BPNT? Penelitian ini bertujuan menganalisis potensi timbulnya tindak pidana korupsi penyimpangan program BPNT bersumber dari sosiologis penerapannya di masyarakat. Kajian penelitian yang digunakan adalah pendekatan yuridis normatif baik dalam arti luas maupun sempit. Hasil yang ditemukan pada kajian ini ialah potensi timbulnya tindak pidana korupsi, bersumber dari peran aktor akar rumput (<em>grassroot actor</em>) yang memiliki <em>excessive</em> power dalam relasi kuasa mendapatkan akses sumber daya BPNT (pasokan tunggal bahan pangan ke E-Warong).  Penguatan potensi tindak pidana korupsi dibooster oleh perilaku diskresi supervisor program. Dibutuhkan proaktivitas peran pengawal program (Pemerintah) dalam hal implementasinya.</p>

The aim of this study is to examine the relationship between work capacity, work motivation and the opportunity to participate, either partially or simultaneously, with the discretionary behavior of private Islamic higher education lecturers. This research is a quantitative survey study conducted at private Islamic universities in the province of Lampung. Population of 145 persons and samples using total sampling. Hypothesis testing uses the Pearson product moment correlation technique analysis and multiple regression, with a significance level of 5 per cent alpha (α = 0.05). This study resulted in four findings: 1) the work capacity variable has a relationship with the discretionary behavior of the lecturer; 2) the work motivation variable has a relationship with the discretionary behavior of the lecturer; 3) the opportunity to participate in the variable has a relationship with the discretionary behavior of the lecturer; 4) at the same time, work capacity, work motivation and opportunity.

The multitude of financial scandals throughout the last two decades is mainly due to fraud and significant irregularities recorded in the financial statements published following accounting manipulations. The aim of this study is to test the moderating effect of Law 2001-65 relating to credit institutions on discretionary practices within Tunisian banks. Following a comparative study of discretionary practices before the introduction of this law and after its introduction, on a sample of Tunisian commercial banks we have shown the crucial role played by this law in the limitation of discretionary behavior in order to align regulatory capital in relation to the period preceding the promulgation of this law (1990-2000). However, we have shown an increase in these discretionary behaviors for earnings management purposes during the period following the entry into force of this law (2001-2019).

Abstract This article discusses the construct of stakeholder voice. It highlights the importance of encouraging voice, which is the discretionary behavior of asserting ideas, criticisms, or improvements for organizational functioning within healthcare organizations. Five methods by which healthcare facilities can motivate, support, and maintain voice engagement from a range of individuals (including employees, managers, patients, and caregivers) are elaborated. Given the importance of collective work and opinion sharing in generating innovative solutions to dynamic healthcare issues, the value of enabling voice within such settings should not be underestimated.
