The Measurement Lab (MLab) provides a large and open collection of Internet performance measurements. We make use of it to look at the state of the German Internet by a structured analysis, in which we carve out expressive results from the dataset to identify busy hours and days, the impact of server locations and congestion control protocols, and compare Internet service providers. Moreover, we examine the impact of the COVID-19 lockdown in Germany. We observe that only parts of the Internet show a performance degradation at the beginning of the lockdown and that a large impact in performance depends on the network the servers are located in. Furthermore, the evolution of congestion control algorithms is reflected by performance improvements. For our analysis, we focus on the busy hours. From the end-user perspective, this time is of most interest to identify if the network can support challenging services such as video streaming or cloud gaming at these intervals.

This study considered the development, awareness, adoption, and usage of digital library (DL) resources at the university level. To develop and implement a successful electronic library resource system, it is vital to review the success factors and identify the most important technological aspects of DL resources. Electronic library information technology was described and grouped into several categories that influence user satisfaction in a DL context. These are open access to information, the facility of access, uncomplicated interface design, high quality of the communication process, Internet performance, performance assurance service, ease of communication via social network, and patron-driven acquisition. With these important features of DL services, the simplicity of accessing online information and the performance of DL utilities have become of paramount importance. Several research works were therefore reviewed and evaluated to determine the usability of DL services; thereafter, the design of the DL discovery system was developed through Blacklight open-source software.

The article analyzes the experience of distance learning in conditions of self-isolation, obtained in the spring of 2020 in higher education institutions. A survey of students in the first days of transition to online training and after three months of working in this mode revealed the most common difficulties manifested in the subjective assessments of cadets and teachers of higher education organizations. Four groups of difficulties are identified that, according to students, reduce not only the productivity of work in the process of forced distance learning, but also the satisfaction of this form of training: difficulties associated with a decrease in motivation, creativity, and the value of professional training; difficulties in understanding and completing tasks; user difficulties when working with a computer; technical difficulties associated with unsatisfactory computer or Internet performance. Quantitative characteristics of each group of difficulties are given, their probable causes and ways to support students are discussed. Some data from the survey of students and teachers after three months of training in self-isolation are presented. A number of data on the psychological causes of subjective difficulties of students is provided.

We have investigated dynamics of the Internet performance through the assessment of scaling features of a network ICMP echo mechanism or pinging. Time series of round-trip times (RTT) from the host computer to 5 destination hosts and back, recorded during three consecutive days and nights, have been used. To assess correlation and scaling features of network echo mechanism, we used method of detrended fluctuation analysis (DFA) for RTT data sets. It was shown that for different, 10 minute long periods of day and night observations, RTT data sets mostly fluctuate within a narrow range, though sometimes we observe strong sharp spikes. RTT variations mostly reveal persistent behavior. DFA fluctuation curves often are characterized by crossovers indication stronger or lesser changes in the dynamics of network performance. Distribution function of DFA scaling exponents of considered RTT time series mostly was asymmetric with long tail on the right hand side. Dynamical changes occurring in the scaling features of Internet network as assessed by RTT fluctuations do not depend on the location of the host and destination nodes. Larger delays in round-trip time responses make the scaling behavior of the RTT series complicated and strongly influence their long range correlation features.
