The purpose of the article is to present the practical experience of educational organizations of the Chuvash Republic in bringing the basic educational programs into compliance with the requirements of the Law on Education No. 273-FZ (as amended on July 31, 2020), in particular, on the development and implementation of the work program of education and the calendar plan of educational work as an integral part of the basic educational program to the pedagogical community; to describe the mechanism of organizational and managerial, informational, methodological support of educational activities of educational organizations of the Chuvash Republic. Methods. The study of the dynamics of the readiness of educational organizations of the Chuvash Republic to implement work programs of education was carried out using a comparative comprehensive analysis based on the results of monitoring studies, the compilation of ratings of educational organizations, discussions. Results. The need for organizational, managerial, informational, methodological support of the activities of educational organizations for the development of work programs of education and calendar plans of educational work led to the development of a republican model of methodological support of educational activities. Local activities, as well as the distributed responsibility of the subjects of the republican education system, including methodological support systems, for the preparation of teaching teams for the development and implementation of work programs of education and calendar plans of educational work, provided quantitative and qualitative indicators of the readiness of the regional education system to implement educational activities in accordance with the requirements of the Law on Education No. 273-FZ (as amended on July 31, 2020). Conclusion. The conducted research revealed the existence of an appropriate level of quantitative and qualitative indicators of the readiness of the education system of the Chuvash Republic to implement educational tasks and determined the further direction of its development - methodological support of educational activities of educational organizations, ensuring the quality of this area of work.

Analisamos a conjuntura de criação e funcionamento do Conselho de Intendência do Serro no período de 23 de janeiro de 1890 a 07 de março de 1892, em especial sua Inspeção Municipal, responsável pelo novo projeto modernizador da instrução pública no município-sede e seus distritos. Discutimos a respeito dos conflitos inerentes ao novo projeto de instrução pública considerando quatro pontos: o primeiro é como o ideário positivista da modernização da instrução pública se manifestou; o segundo é como a imensidade geográfica do município e de seus distritos afetou o projeto renovador; o terceiro é como o funcionamento burocrático através de documentos se dava no contexto (impactado pelas reformas de Leôncio de Carvalho, de 1879 e de Benjamin Constant, iniciada em 1890) e o quarto é o embate republicano na imprensa serrana. A metodologia utilizada é a de pesquisa documental das fontes primárias do Conselho de Intendência do Arquivo de Câmara do IPHAN Serro, bem como de fontes primárias e secundárias da história do Serro, de Minas Gerais e do Brasil, como leis, decretos, portarias, recibos de obras e livros, além de fontes secundárias de autores ligados à história da educação imperial e republicana para ampliação conceitual do contexto pesquisado. Espera-se como resultado oferecer uma contribuição para a história da educação no Brasil republicano. * * *We analyze the creation and functioning of the Serro Council Intendance of from January 23, 1890 to March 7, 1892, in particular its Municipal Inspection, responsible for the new modernization project of public education in the city and its districts. We discussed the conflicts inherent in the new public education project considering four points: the first is how the positivist ideology of the modernization of public instruction manifested itself; the second is how the geographical immensity of the municipality and its districts affected the renovating project; the third is how the bureaucratic operation through documents occurred in the context (impacted by the reforms of Leôncio de Carvalho, 1879 and Benjamin Constant, begun in 1890) and the fourth is the republican clash in the mountain press. The methodology used is documentary research of the primary sources of the Council of Intendance of the Chamber Archive of IPHAN Serro, as well as primary and secondary sources in the history of Serro, Minas Gerais and Brazil, such as laws, decrees, ordinances, receipts works and books, as well as secondary sources of authors related to the history of imperial and republican education for conceptual extension of the researched context. As a result, it is expected to contribute to the history of education in republican Brazil.

This chapter introduces the popular lecture as a paradoxical icon of nineteenth-century modernity. On both sides of the Atlantic, it argues, the audiences and performers transformed a cultural practice with origins in the medieval cloister into an unexpected flashpoint medium of public life. It was an educational form that began to flourish amid the educational fervor of the late Scottish Enlightenment. But it bursts into life most powerfully in the United States in the decades leading up to the Civil War, where it was often known as the “lyceum movement.” As it grew, this phenomenon sat at the confluence of at least three major transformations in American life. First, it helped shape a revolution in oratory, fashioning a space for educational speech and rational debate that promised to float free of creed or party. Second, it embodied new ideals of republican education, democratizing the habits of elite collegiate pedagogy for the masses, and forging new economies of knowledge and cultural consumption. Third, it set in motion a lasting transformation in the relationship between the public and American literature, providing both the necessary conditions for the modern public intellectual and a powerful new performative conception of authorship. The introduction sets out the content for the chapters that follow.

The rapid change and transition process experienced through the Modernization / Westernization period entered with the Republic, which was founded in Turkey in 1923, includes intense constructions of culture and art media. All these constructions desired to be realized involve provision of a secular platform for political and ideal life, integration of culture into all parts of the society using the national history as a basis in culture, structuring high cultural institutions and bringing them into force. Due to the conditions of the period, educational administration is centralized. The objective of the elementary education is to train citizens for the new republic and raise the awareness of citizenship. Educational policies and programs rising national consciousness with a universal-humanist-secular approach is the principal feature of the republican education system.Keywords: Early Reepublic period.
