The purpose of the article is to present the practical experience of educational organizations of the Chuvash Republic in bringing the basic educational programs into compliance with the requirements of the Law on Education No. 273-FZ (as amended on July 31, 2020), in particular, on the development and implementation of the work program of education and the calendar plan of educational work as an integral part of the basic educational program to the pedagogical community; to describe the mechanism of organizational and managerial, informational, methodological support of educational activities of educational organizations of the Chuvash Republic. Methods. The study of the dynamics of the readiness of educational organizations of the Chuvash Republic to implement work programs of education was carried out using a comparative comprehensive analysis based on the results of monitoring studies, the compilation of ratings of educational organizations, discussions. Results. The need for organizational, managerial, informational, methodological support of the activities of educational organizations for the development of work programs of education and calendar plans of educational work led to the development of a republican model of methodological support of educational activities. Local activities, as well as the distributed responsibility of the subjects of the republican education system, including methodological support systems, for the preparation of teaching teams for the development and implementation of work programs of education and calendar plans of educational work, provided quantitative and qualitative indicators of the readiness of the regional education system to implement educational activities in accordance with the requirements of the Law on Education No. 273-FZ (as amended on July 31, 2020). Conclusion. The conducted research revealed the existence of an appropriate level of quantitative and qualitative indicators of the readiness of the education system of the Chuvash Republic to implement educational tasks and determined the further direction of its development - methodological support of educational activities of educational organizations, ensuring the quality of this area of work.

The aim of this article is to describe the basic parameters of a value-oriented approach to assessing the education results as a possible basis for the methodology for assessment of the educational work in the general system of education. The key methods we used were content analysis of text sources, cross-reference analysis, comparative analysis, and humanitarian examination of juristic documents. The interpretation of education as a unity of teaching and upbringing for the state as a key subject of education, which forms the requirements for the results and organization of the educational process, sets the task of assessing personal, subject and metasubject educational results. The philosophy of education faces a challenge regarding the determination of the expediency of assessing educational results, the conceptual basis of assessment, fixing the orientation of assessment on the conditions of educational organzations' activities, and (or) on the results achieved by students. A practical managerial task is to develop an attitude towards using formalized procedures and methods for assessing educational results. The article proposes a value-oriented approach to assessing the educational work in the general education system of the Russian Federation based on an analysis of key regulatory documents of the Russian education system, the interpretation of upbringing as a process of forming value-semantic attitudes. The approach is based on identifying three main groups of value orientations to build a possible system of indicators that fix educational results: "Value orientations related to life, health and safety"; "Value orientations of social interaction"; "Value orientations of personal development". Values are an essential element in regulating human behavior, which guides the process of defining goals and choosing the means to achieve them. Values acquire a functional character in value orientations and can serve as indicators of education results at the level of students as a collective subject. It seems impossible to single out the contribution of individual actors to the output of education and to avoid contradictions between the value-semantic attitudes that exist in the space of modern culture. For the education system, the subject of assessing the quality of upbringing as a purposeful process can be both the quality of the organization of upbringing work and the outcomes of upbringing efforts. The results of education as a manifestation of value orientations in the activities of students can be considered based on quantitative and qualitative indicators, which is significant for making managerial decisions at different levels.

Introduction. Currently, there are numerous discussions concerning a relevant issue – the impact of transformations of the higher education system on the quality of graduates of technical universities. It is important to analyze the advantages and disadvantages of modern higher education in construction in comparison with one of the Soviet period and to define the direction it should be developed in the future. The present article analyzes the changes that higher education in construction has undergone since 1955 to the present time. Materials and methods. The data used in the analysis include regulatory documents which regulated the implementation of educational activities in different years: orders, classifiers, model curricula and state educational standards. The requirements to the structure and results of the study of educational programs in the field of construction were analyzed. Results. The analysis showed that over the past decades, higher education in construction has undergone significant changes. Fundamental transformations took place at the turn of the millennium when changing from a disciplinary to a competence model of education, as well as from direct government management of the education system to the normative legal regulation of educational activities. If in Soviet times, training was delivered under model curricula of construction specialties, now training is mainly performed according to Bachelor’s and Master’s degree programs, the content of which educational institutions determine independently on the basis of educational standards. Conclusions. The performed analysis identified the deficiencies in the modern system of higher education. The imperfection of the regulatory framework, the deficiencies of the competence approach make it impossible to ensure quality training of specialists in the construction industry. This involves improvement of higher education system, including in the field of construction. It is necessary to establish more detailed requirements to the study results and the content of educational programs. It requires among educational standards, exemplary basic educational programs.

In a situation of uncertainty, there is a rapid change of priorities, which is reflected both in the requirements for the level of professional training of specialists and in the requests of employers for new specialties. However, the list of specialties and areas of training of workers for the regional economy in the regional system of secondary vocational education is formed on the basis of applications from employers for a five-year perspective, but in a situation of uncertainty, no one can guarantee that in five years graduates of a particular specialty or profession will be in demand in the labor market. To achieve a balance in this problem, it is necessary to develop and implement new mechanisms for interaction between professional educational organizations and employers. The aim of this study is to determine the list of popular vocational education specialties, the description and identification of effective mechanisms of interaction between professional educational organizations and employers that affect the improvement of the quality of specialists training and the indicators of their employment according to their specialty based on the analysis of the indicators of the admission campaign and graduates employment of vocational education system of the Republic of Buryatia.

The problems of modern departmental education associated with the formation of the professional culture of future specialists require the identification and thoughtful study of the underlying contradictions, substantiation of the possibilities for their resolution. The peculiarity of our research is that it was carried out on the basis and in the context of three methodological approaches - culturological, axiological and hermeneutic. The novelty of the research and the results obtained is related to its focus not so much on the formation of personal and professional qualities of cadets, determined by the development of their general culture, but on the formation of qualities that are especially important for the development of the professional culture of future specialists, taking into account the specifics of the upcoming law enforcement activities of graduates of educational institutions of the Federal Penal Service and the Ministry of Internal Affairs of Russia. Based on the results of the study as well as their implementation in educational activities, relevant proposals have been formulated that make it possible to direct the formation of the professional culture of future specialists in the direction of their understanding of the humanistic content of the upcoming law enforcement activity, as well as to the development of such personally significant qualities of law enforcement officers that provide them moral stability under the influence of factors that cause professional and moral degradation, among which there may be interaction with carriers of the penitentiary subculture. Professional training of specialists in departmental educational organizations, carried out in accordance with the principle of cultural conformity, will be successful if: pedagogical conditions are created that direct educational activities to achieve understanding by students of the peculiarities of the subculture of individual social groups and their representatives – carriers of the subculture; methodological support of classroom lessons has been created and used, and in the classroom, to achieve a kind of «immersion» of students in a situation of law enforcement, including manifestations of subculture, the advantages of traditional and innovative methods and means of teaching are used; extracurricular educational work includes activities that reflect the peculiarities of the subculture of objects for future law enforcement specialists.

In the modern education system, high requirements are imposed on the organization of educational activities by the teacher, taking into account the socio-cultural conditions of the development of society. In this regard, it is required to revise the models of training a future teacher to solve the problems of professional activity, to substantiate effective methods for the development of the corresponding components of students’ competencies, which determine their motivational and technological readiness for the effective organization of educational work with students. The authors of the article considered theoretical approaches related to the implementation of the ideas of personality-oriented training of future teachers for the organization of educational activities in the education system, identified promising methods for solving the problem in psychological and pedagogical research. The article identifies the problematic field of organizing the vocational education system, highlights the methodological aspects of designing a system for developing the readiness of future teachers to effectively solve the problems of educational activities with students. The purpose of the article is to demonstrate the experience of developing the integral content of the professional educational program of the university and show the results of its practical implementation in the aspect of developing the readiness of future teachers to organize educational activities in education.

Development of human capital nowadays in the XXi century stands out as the most important factor of transforming economy and society. With help of investments into development of human potential, Russia increases the rates of economic growth, creating the necessary foundation for strengthening its positions in terms of global completion. The quality of human capital is built by the system higher professional education which determines the potential and success in changing the social structure in technological and economic aspects. The authors examine the topical moments of transforming the personnel provision for the Russian system of higher professional education at the current stage of forming the innovative economic strategy of Russia’s development. Improving the quality of the Russian higher education is at present topical, presenting a strategic task, the solution of which will allow to provide economic stability of our country. The article brings forth the results of investigating the attitude of the Russian people to the Russian and foreign higher education, gives an assessment of the current state of the personnel provision for the Russian higher school. On the basis of these results, the article identifies main drawbacks of the personnel provision for the Russian system of higher professional education and offers directions of increasing the personnel potential of the Russian educational organizations of the higher professional education system. It draws a conclusion that the process of transforming the personnel provision for the higher professional education system in the Russian educational organizations dictates a complex of requirements to the professional role of the faculty members, bringing to the forefront the availability of functions in organizing both the academic and the project and research activities, to formation of educational practices. The present-day faculty member must serve as a consultant, a researcher, a manager of projects, must be «a navigator» in the educational and digital environment.

The article urges the problem of enhancing the academic activity of law students as one of the ways of improving the efficiency and quality of professional training. The nature and structure of academic activity of future lawyers are covered. Thus, academic activity is a form of a human activity, which structure is viewed through the prism of mastering a set of knowledge and methods of activity, moral and ethical values, as well as social relations. Academic activity of student youth promotes mastering of basic methods and practical experience of solving professional problems, development of planetary thinking and creativity, that is, it is a professional-oriented activity. In order to enhance the academic activity of law students, the features of its structure were investigated. In particular, the following components were selected: motivational, cognitive and practical.A questionnaire on the topic “Why did I choose the profession of a lawyer?” was conducted. The pedagogical experiment and psychological research based on two methodologies, Ilyina's "Motivation to study in higher educational institutions" and Ayzenko's method of figurative thinking "Find regularity", have been involved.An assessment of the impact done by interactive teaching methods of students, who are studying at the National Aviation University, the specialty "Law", has also been provided.The main ways to solve the problem of intensifying the educational activities of future lawyers have been identified. They include the development of communication, mental processes, motivation to study, active involvement of students in educational activities, and taking responsibility for studying in the higher educational establishment. Problems of interaction between teachers and students while training and increasing students' independence need further development.

The article presents the development of the system of external quality assurance of higher education in Ukraine. In particular, the positive and negative tendencies of the formation of the external security system in the post-Soviet period are considered, the situation of the present proceeding from the analysis of the Laws of Ukraine “On Higher Education” 2014 is outlined and "On Education" 2017, as well as the ways and prospects for its further transformation.In the first decade of Ukraine's independence, there has been a decline in the quality of higher education. The education management system of this period was, in fact, a Soviet model adapted to the needs of the transition period. Attempts by the state to further establish an effective institution of state accreditation of higher education institutions for a number of objective reasons (state monopoly on the decision of the conditions of accreditation of higher education institutions, non-competitiveness, opacity and non-accountability of the accreditation mechanism, corruption) revealed its inefficiency. The main trend in the higher education system of the late 1990s and early 2000s was the quantitative growth of higher education institutions, which was accompanied by a decrease in the quality of education and a significant imbalance of graduates' specializations to the needs of the labor market. Obvious losses were suffered by such advantages of Ukrainian education as fundamentality, systematic and practical orientation.The first steps aimed at improving the external quality assurance system of higher education was the Bologna Process, to which Ukraine joined in 2005, committing itself to make appropriate changes to the national education system and to join the work on setting priorities in the process of creating a single European Higher Education Area. The next key round of positive changes and integration processes in the European Union in the higher education system was the adoption of the Law of Ukraine "On Higher Education" of July 1, 2014, in which one of the important innovations was the creation of a National Agency for Quality Assurance in Higher Education and an attempt to legitimize the idea of independent institutions of assessment and quality assurance of education. The Law on Education, adopted on September 5, 2017, provided new opportunities for the development and enhancement of its competitiveness for education seekers, educators and educational institutions. The law has substantially distributed the powers and areas of responsibility of the authorities in education, significantly expanded the public's right to participate in the management and control of the activities of educational institutions and authorities, etc. The strategy of development of civic education for the period up to 2022 aims to form a holistic system of education, to create appropriate conditions for the functioning of the education system, implementation of the system of monitoring the quality of education and assessment of civic competences.The above points to the future positive changes in the creation of an effective system of external quality assurance of higher education aimed at joining the European educational, scientific and professional space.
