The application of green infrastructure in the built environment delivers a nature-based solution to address the impacts of climate change. This study presents a qualitative evidence synthesis that evaluates policy instruments which enable the use and implementation of green infrastructure, using Ontario, Canada as a case study. Unpacking the elements of the policy landscape that govern green infrastructure through environmental regulatory impact analysis can inform effective implementation of this nature-based solution and support decision-making in public policy. This environmental regulatory impact analysis is based on a systematic review of existing policy instruments, contextual framing in a continuum of coercion, and identification of alignment with relevant UN SDGs. Enabling widespread usage of green infrastructure in the built environment could be a viable strategy to build back better, localize the UN SDGs, and address multiple climate change impacts.

Politisasi birokrasi merupakan polemik yang menjadi benalu dalam penyelenggaraan pemerintahan yang hingga kini belum tuntas diatasi. Hal ini berdampak sangat buruk terhadap integritas ASN dan kualitas pelayanan publik yang diberikan kepada masyarakat. Sikap pejabat politik yang memanfaatkan birokrat demi kepentingan pribadi dan golongannya sangat menciderai profesionalisme para penyelenggara pemerintahan di bidang teknis tersebut. Permasalahan ini timbul karena biasnya makna ketentuan Pasal 1 Ayat (14) Undang-Undang Nomor 5 Tahun 2015 tentang Aparatur Sipil Negara bahwa Pejabat Pembina Kepegawaian (PPK) adalah pejabat yang mempunyai kewenangan menetapkan pengangkatan, pemindahan, dan pemberhentian pegawai ASN dan pembinaan manajemen ASN di instansi pemerintah. Untuk itu diperlukan. Untuk itu perlu dilakukan (1) Identifkasi permasalahan politisasi birokrasi dalam menetapkan pengangkatan, pemindahan, dan pemberhentian pegawai ASN oleh kepala daerah; dan (2) Analisa Alternatif kebijakan terbaik untuk mengatasi permasalahan tersebut. Penulis menggunakan metode deskriptif kualitatif karena mengkaji pola hubungan antara politik dan birokrasi dengan teori Interdependence between policy, poitic and administration dan Konsep dikotomi pejabat politik dan pejabat birokrasi kemudian melakukan analisa terhadap dampak regulasi ASN melalui metode Regulatory Impact Analysis (RIA) .

Halal products are products consumed by the community, especially Muslim communities. Given that Indonesia is a Muslim-majority country, the State handles the production and distribution of halal products. In 2019, the Ministry of Religion stipulated Regulation of the Minister of Religion of the Republic of Indonesia (PMA) Number 26 of 2019 concerning Guaranteed Halal Products. Therefore, enforcement of halal certification for products circulating in Indonesia is mandatory. However, regulation enforcement generally has many challenges to predict impacts without detailed studies and consultations with affected parties. In this regard, the purpose of this study is to analyze the impact of the application of PMA number 26 of 2019 compulsorily by using Regulatory Impact Analysis (RIA). This study concludes a gap between current conditions and ideal conditions that need to be postponed to enact the Regulation of the Minister of Religion of the Republic of Indonesia Number: 26 of 2019 by correcting the gap.

Brief Review of Accreditation Policy For X-Ray Compliance Testing Laboratory The Compli¬ance Test Program has been Implemented Since 2011 and The Updated Regulation was in 2018. According to the implementation progress, adjustments are needed to the dynamics of the problems that arise. In 2021, it is planned to prepare a draft amendment to BAPETEN Regulation Number 2 of 2018; therefore, an analysis of the implementation profile of the regulation is carried out to identify existing obstacles. One of the problems identified is the polemic of the urgency of accreditation obligations for the Compliance Testing Laboratory, which is the institution appointed by the Head of BAPETEN to carry out compliance tests and issue compliance certificates. Currently, 78% of laboratories are not accredited, most of which are importing companies. Therefore, it will have implications for reducing laboratory availability and constraining the compliance test process in health facilities. This paper aims to identify aspects that can hinder the application for laboratory accreditation, especially for importing companies, and the proposed solution that can recommend. This paper uses a regulatory impact analysis approach. The study results show that laboratory accreditation is essential to maintain the quality of services, competencies, and outputs of the laboratory so that four options that LUK can take are proposed in dealing with obstacles in applying for accreditation. This paper can provide contributions in preparing the draft amendments to BAPETEN Regulation Number 2 of 2018.

Potensi ancaman masuknya Obat dan Makanan tanpa izin edar masih menunjukan menunjukan dominasi yang mengkhawatirkan, dengan rata-rata per-tahun sebesar 70,5% dari 13 jenis perkara Obat dan Makanan pada periode tahun 2015-2017. Pemahaman PPNS BPOM menjadi krusial pada fungsi penindakan. Penelitian ini bertujuan untuk menganalisis pemahaman PPNS BPOM dan memformulasikan strategi yang tepat dalam pengawasan post border. Penelitian menggunakan pendekatan mixed methods dengan metode survei dan studi kasus. Regulatory Impact Analysis (RIA) Framework digunakan sebagai pola pikir dengan pendekatan analisa intelijen. Hasil penelitian menunjukan bahwa pemahaman PPNS BPOM masih harus ditingkatkan hingga diperoleh pemahaman yang sama dan merata di seluruh Indonesia. Asimetris informasi antar BPOM dan DJBC dihilangkan dengan melakukan pelatihan bersama. Kesadaran akan pentingnya kerjasama dengan DJBC dan kebutuhan informasi sebelum Obat dan Makanan keluar dari kawasan pabean menunjukan perlunya langkah strategi kolaborasi pengawasan post border. Pertukaran informasi intelijen merupakan strategi prioritas pengawasan post border yang dapat dibangun dari kolaborasi BPOM dan DJBC.   Potential threat of non-registered entry of imported Drug and Food showed alarming domination, with an average annual rate of 70.5% of 13 types of Drug and Food cases in the 2015-2017 period. Understanding of Indonesian-FDA investigator is crucial in the enforcement function. This study aims to analyze the understanding of Indonesian-FDA investigator and formulate an efficient and effective control strategy. The study uses a mixed-methods approach using survey methods and case studies. The Regulatory Impact Analysis (RIA) Framework is used as a mindset with an intelligence analysis approach. The results show that the understanding of Indonesian-FDA investigators still needs to be improved so that an understanding is equal and evenly distributed throughout Indonesia. Asymmetric information between Indonesian-FDA and DGCE is eliminated by conducting joint training. Awareness of the importance of collaboration with DGCE and the need for information before Drug and Food leave the customs area shows the need for collaborative post-border surveillance strategic steps. The exchange of intelligence information is a priority strategy for post border control that can be built from the collaboration of Indonesian-FDA and DGCE.

Regulatory Impact Analysis or Regulatory Impact Analysis (RIA) is the process of systematic analysis of the impact of the policy. Usually, the RIA approach is implemented in the process of formulating a new policy or policies in force that could be useful for the processes of revision or improvement of policies. This study was to analyze the impact of Minister of Trade Regulation (the Regulation) No.16 / M-DAG / PER / 3/2017 and the Rules and Regulations Auction Markets refined sugar that has been disseminated to stakeholders issued by PT Pasar Komoditas Jakarta (PT PKJ) and provide recommendations to the government, in this case, the Coordinating Ministry for the Economy and Trade Ministry. Data processing was performed using a combination of quantitative and qualitative methods to take advantage of the data sources are interviews, discussions, field studies, as well as desk-study. Quantitative methods are performed by calculating the percentage of respondents' opinions on these questions. While qualitative methods were performed with descriptive information gathering through interviews or discussions. The place of research includes 6 Province, namely Jakarta, West Java, Banten, Central Java, East Java, and Yogyakarta, conducted in early October to early December 2017. The sample of this study is the small and medium industries as many as 21 respondents. While respondents expert (expert) made up of economists, legal experts, and public policy experts amounted to 6 people

The article investigates the experience of optimizing the institution of RIA in developed OECD countries and the European Commission, which allows to distinguish two main approaches to regulatory impact assessment, namely, using the full (classical) or simplified RIA models. The authors give particular attention to the principle of proportionality introduced in developed countries, whose essence is that the depth of analysis and evaluations should be proportional to the degree of the regulatory act's impact on economy, on individual stakeholders, and on public interests. Considered the importance of selecting "economically significant" regulatory acts. The authors carry out an analysis of the introduction of specific filters for the selection of regulatory acts for RIA in developed countries, namely: 1) definition of types of regulatory acts or spheres of regulation, which are subject to RIA; 2) classification and selection of acts according to the degree of significance; 3) and the existence of exceptions in the field of RIA in accordance with current legislation. To establish the second filter, namely to select regulatory acts based on their importance, the authors propose to use, in Ukraine, first, the introduction of the principle of proportionality, which will introduce into the practice of the assessment of regulatory acts the simplified and complete RIA models; secondly, to introduce combined (quantitative and qualitative) criteria for assessing the significance of draft regulatory acts with determining possible economic consequences of their adoption and in compliance with the criteria of priority of public interests (support for economic growth by optimizing costs and corresponding increase in value added, in the state and local budgets and others); and third, a step-by-step algorithm for implementing the world's best RIA practices into the practice of state regulation in Ukraine.
