Due to the decline in gas and condensate production at the Orenburg oil and gas condensate field, the priority area of activity of Gazprom PJSC and Gazprom Dobycha Orenburg LLC is the reproduction of the mineral resource base and the achievement of maximum component recovery factors to provide the Orenburg gas and chemical complex. The solution to this problem is directly related to the involvement of the unique reserves of hard-to-recover oil (matrix oil, high-molecular raw materials), confined to the gas-saturated part of the Orenburg field, in the production and deep complex processing. Hard-to-recover oil has a variable composition – from high-bituminous oil in fractured-porous and porous low-permeability reservoirs to liquid traditional oil in porous and large-pore permeable reservoirs. This paper analyzes the results of estimating the reserves of matrix oil, the predicted resources of associated components of matrix oil (metals) and the retained gas reserves, which are not included in the assessment of reserves.

With more than a half-century in operation, the industrial chemical complex of Estarreja (ICCE) in northern Portugal has left serious environmental liabilities in the region. Although protective measures were implemented, soils, surface, and groundwater contamination caused by persistent pollutants are still prevalent. This study presents data from several geophysical and hydrochemical campaigns carried out to monitor groundwater contamination in the Estarreja region over a period of 30 years. Both geophysical and hydrochemical data showed a good agreement and revealed an important anomaly caused by groundwater contamination (high levels of Na, Cl, SO4, and Fe, among others) in 2006–2007, likely caused by the remobilization of waste pollutants (roasted pyrites, soils, and sludge) during their deposition in a sealed landfill (operating between 2003 and 2005). More recently, in 2016, this impact persists, but was more attenuated and showed a general migration pattern from E to SW according to one of the main groundwater flow paths. Groundwater flow in this region has a local radial behaviour. Drainage effluent systems, such as ditches and buried pipes formerly used by ICCE, are also likely to contribute to some contamination “hotspots”. Finally, the results obtained by the combined use of these two approaches allowed for the delineation of the contamination plume for future monitoring.

In a situation of economic downturn, complicated by COVID-19 pandemic, which has covered many countries in the world, including Russia, it is necessary to choose ways to ensure more or less sustainable economic growth. The condition in the Russian chemical complex is analyzed. The choice of the chemical complex as one of the priority ways of the Russian economic development has been substantiated. A conditional long-term development Program for the Russian chemical complex is worked out. This Program takes into account the shortcomings of fragmented government measures for the development of chemical and petrochemical industries. It is argued that the implementation of the Program will allow increasing the domestic supply for high-value-added hydrocarbon products, generally contributing to the reduction of the raw material share of Russian exports. The authors' earlier research to optimize structure of the development program for a large industrial complex in conditions of limited resources is developed. In particular, an approach to the choice of the optimal structure of the development program`s budget, consisting of such sources of financing as assignments from the national budget, private capital, long-term credits, as well as reinvested profit from investment projects participating in the Program is proposed. The results of economic and mathematical modeling and computer experimentation for optimizing structure of this Program`s consolidated budget, which make it possible to significantly improve its target indicators, as well as to involve socially significant low-profit investment projects of small and medium-sized businesses, are presented.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."
