"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

In the Strategy of scientific and technological development of the Russian Federation, the main goal is to ensure the competitiveness and independence of the state by forming an effective system of the most complete application and development of the intellectual potential of the state. The main directions in the work of the Government of the Russian Federation, for the period up to 2024, is the formation of conditions for the entry of the Russian Federation into the top five leading countries in the field of R D, represented by the priorities of scientific and technological development of the state, determined by this Strategy.These areas are represented by the Program, which is the main mechanism for implementing the Strategy. It is aimed at increasing the socio-economic effect of applying the results of scientific research and intellectual activity, significantly increasing the efficiency of using budget funds and extra-budgetary sources to finance R D, by switching to the qualified customer model. The Strategy also provides for measures to develop the level of capitalization of the educational potential of the population to fulfill the tasks of technical modernization of industrial production, development of entrepreneurial structures of all types, attracting talents, social mobility, ensuring the required rates of economic growth, as well as the quality of life of society

Present day economy is based on knowledge and intellect, where the principle element of competitiveness is intellectual property. Availability of intellectual property market is an integral part of the innovation economy development, which determines the form and procedure of objects of intellectual property circulation. In industrialized countries intellectual property becomes a factor of production. The necessity to use objects of intellectual property in economic relations is stipulated also by globalization processes taking place in economy. It is impossible to realize the Strategy of Scientific and Technological Development of the Russian Federation without new technologies. At the same time the development, protection and introduction of new technologies are not feasible without new approaches and methods of using objects of intellectual property in the system of economic relations. One of these approaches is the use of intellectual property as a mortgage tool. The article analyzes a possibility of using objects of intellectual property as a mortgage. It studies practice and features of such deals in Russia and abroad. Legislative regulation of these relations is also investigated. Key conditions of the credit deal using object of intellectual property as a mortgage were formulated, the principle criterion of conducting this transaction is the use of the effective object of intellectual property, which can guarantee min risks both for the creditor and the borrower.

Introduction. The article is devoted to the study of the current state of the research and development sector in the Russian Federation during the transition from the first to the second stage of the implementation of the Strategy for the Scientific and Technological Development of the Russian Federation. In addition, the authors also prepare proposals for improving the state scientific and technical policies. Methods. This paper employs theoretical methods, including non-comparative and comparative analysis, cognitive synthesis, abstraction and concretization, systemic approach and structural-functional method. Results and Discussion. The paper presents the dynamics of changes in the key indicators of scientific and technical activity in the Russian Federation as well as significant risks and threats/challenges constraining scientific and technical activities, which are divided into two groups: organisational and economic (internal) challenges and global technological (external) challenges. The main research results are: a set of measures in the framework of the state scientific and technological policy, ensuring the further scientific and technological development of the Russian Federation, including the improvement of the public administration system through the development of mechanisms for financing research and development; creation of favourable conditions for involving enterprises of the real economy and other companies in all stages of research and development; creation of an integrated system for assessing scientific, research and technology results; introduction of a holistic system to support scientific, research, technological and innovation activities, providing targeted support at every stage of the innovation life cycle; introduction and development of the mechanism of scientific diplomacy in Russia; development of science and technology at the regional level; development of mechanisms for involving qualified personnel to scientific activities; development of a holistic system of expertise, monitoring and forecasting for scientific, research and technological activities. Conclusion. Results of this research substantiate the assertion that such areas as science, technology and innovation should operate as a whole structure integrated into the socio-economic system of the country and ensuring the technological selfsufficiency and competitiveness of the national economy.

The article examines the most harmful particular types of economic dysfunctions that significantly undermine the economic security of the Russian Federation. Using the method of deduction and retrospective technique, their negative impact on the micro- and macroeconomic development of the national economy is presented. The following forms of economic dysfunctions are proposed for consideration: inflation, dollarization and capital outflow. Demonstrated are the economic and legal mechanisms of counteracting them, indicating the progressive decriminalization and economic recovery. New types of economic dysfunctions have been identified that require a prompt response from the state and bona fide participants in economic relations.

The priorities of scientific and technological development of the Russian Federation, established by Decree of the President of the Russian Federation № 642 of 01.12.2016, provide for the improvement of health-saving technologies, which in this article have been considered from the standpoint of their focusing on reducing health risks caused by the adverse impact of environmental factors, including by increasing the functional and adaptive reserves of the body. The article analyzes in order to improve regulatory legal documents in the field of improving the prevention of chronic non-communicable diseases, the formation of a healthy lifestyle and hygienic education of the population. Also, a critical analysis of the state of educational activities provided at the state level in the field of higher professional education and postgraduate training of medical workers in the direction (specialties): medical and preventive care, medical care, public health and healthcare. Concluded that to ensure scientific and technological development of the country's need to expand educational and enlightening activities on issues of ensuring sanitary and epidemiological welfare of the population, hygiene, public health and organization of health care in health care organizations, and also outside in all major sectors of economy and business, in the sphere of organized tourism and recreation, SPA, fitness centers, educational organizations, sports, social welfare and life of the population, especially in terms of prevention, that in accordance with Federal Law № 323 of 21.11.2011 "On the basics of protecting the health of citizens in the Russian Federation" provides for measures to eliminate the harmful influence of environmental factors. Proposals and additions to the relevant state regulatory documents of the Russian Federation that have already been approved and are currently under development are given.

The research paper focuses on a complex study of scientific and technological development of high-tech companies of the Russian Federation in the context of introducing the conception “INDUSTRY 4.0”, which involves six main phases: 1) Computerisation; 2) Connectivity; 3) Visibility; 4) Transparency; 5) Predictive capacity; 6) Adaptability. The article describes external factors – with the help of such marketing tool as the STEP-analysis – that have an impact on scientific and technological development of Russia’s high-tech companies in the context of introducing the digital economy and conception “INDUSTRY 4.0.” The authors of the research paper present the scheme for cooperation components of scientific and technological development of industrial enterprises in the Russian Federation which includes such important aspects as the forming process a progressive technological base; development methods of objective assessment for the technical development prospects; using of artificial intelligence and neural network; making more efficient use of industrial enterprises; searching for new energy sources and their using; accelerate biotechnologies; research on the new breakthrough technologies; application of achievements in science and technology; development of new design solutions; development of aerospace industry in the military-industrial complex; development of new kinds of materials and their using in the production process and others. The authors present data indicating the number of organizations which perform research and developments. The authors’ research perspectives present practical aspects of scientific and technical development of military-industrial complex as a whole and aerospace industry of the Russian Federation in general.

The article gives an assessment of reducing the living standard of the population in rural areas of Russia (a case of the Volgograd region). The analysis of the current state of rural areas was carried out and problems and trends of a decreasing standard of living of the population were identified. The dynamics of the urban and rural population of the Volgograd region has been illustrated in accordance with the data of the Federal State Statistics Service of the Russian Federation. The conclusions are drawn about the depopulation in the rural areas, natural loss, migration outflows, and the change in the category of settlements. There have been systematized the factors influencing the living standards of the population in rural areas in modern conditions, such as: legal, socio-economic, political, technological, etc. With the help of the Ishikawa diagram, the potential causes of the declining standard of living of the rural population are ordered and aggregated, and the most important factors are identified. The effectiveness and efficiency of the state policy aimed at the long term development of rural areas is assessed. It has been noted that the volume of financing the state program Comprehensive development of rural areas for 2020–2025 will amount to about 2.3 trillion rubles, which is 12 times more than funding of the previous program. Lack of activities and insignificant amount of funding aimed at the development of social infrastructure of modern villages, the development of education and health care were identified by the authors. A set of measures to improve the existing policy for the long term development of rural areas in Russia has been substantiated. The necessity of including the problems of the development of Russian villages into the system of national projects in the Russian Federation has been emphasized.

This article describes the various approaches to the analysis of the current situation and the justification of the further development prospects of the Russian industry represented at the round table on June 21,2018 inthe State Duma of Federal Assembly of the Russian Federation on a subject: «Legislative providing industrial policy of the Russian Federation: technologies, innovations, investments». Attention had also been drawn to issues requiring the globalization, the industrial development inequality of the countries of the world and the Russian regions, the dependences of economic growth on the state of the knowledge economy, the industrial and monetary and credit policy interrelations, the changes in the system of the state regulation of the Russian industry, the business moods, the technological updating results of the industrial enterprises, the features of the investment projects financing in Russia and in industrialized countries, the prospects of the introduction in Russia of the digital technologies of the industrial production management. Among offers of the situation significant improvement there are: the providing for the economic relations participants of the equal competitive opportunities; the completion of the Federal law «About Industrial Policy in the Russian Federation», the involvement in the economy of free money, the updating on the basis of the problems settlement with the financing of the enterprises of the fixed assets, the selective development of the import substitution, the distribution of the positive experience of the successful industrial companies. The author points to a need of the involvement in the discussion and the other important questions concerning the comprehensive analysis of the reasons of the serious lag of the Russian enterprises from the enterprises of the industrialized countries generating the negative consequences; the labor productivity at the industrial enterprises of the different countries of the world and factors of its growth; the influences of the developed bureaucracy, the administrative barriers, the corruption on a situation in the various industries, the applications of the concept of the economical production, the energy productivity and a resource conservation, etc.
