Optimizing the consolidated budget of the development Program for a diversified industrial complex

In a situation of economic downturn, complicated by COVID-19 pandemic, which has covered many countries in the world, including Russia, it is necessary to choose ways to ensure more or less sustainable economic growth. The condition in the Russian chemical complex is analyzed. The choice of the chemical complex as one of the priority ways of the Russian economic development has been substantiated. A conditional long-term development Program for the Russian chemical complex is worked out. This Program takes into account the shortcomings of fragmented government measures for the development of chemical and petrochemical industries. It is argued that the implementation of the Program will allow increasing the domestic supply for high-value-added hydrocarbon products, generally contributing to the reduction of the raw material share of Russian exports. The authors' earlier research to optimize structure of the development program for a large industrial complex in conditions of limited resources is developed. In particular, an approach to the choice of the optimal structure of the development program`s budget, consisting of such sources of financing as assignments from the national budget, private capital, long-term credits, as well as reinvested profit from investment projects participating in the Program is proposed. The results of economic and mathematical modeling and computer experimentation for optimizing structure of this Program`s consolidated budget, which make it possible to significantly improve its target indicators, as well as to involve socially significant low-profit investment projects of small and medium-sized businesses, are presented.

Currently, the government of the Russian Federation has adopted a number of strategic planning documents containing measures aimed at the development of the grain-product subcomplex of the agro-industrial complex. In particular, the long term strategy for the Development of the grain complex of the Russian Federation until 2035 was approved. It is a strategic planning document in the grain sector that defines priorities, goals and objectives of public administration and food security, ways of their effective achievement and comprehensive solution. The target indicators of the long term strategy for the development of the grain complex of the Russian Federation until 2035 are: gross yield of grain and leguminous crops - 140 million tons, crop areas – 50 million hectares, domestic consumption – 86.2 million tons, grain export volume, including products of its processing – 55.9 million tons, capacity for simultaneous storage of grain and leguminous crops – 167.4 million tons. The federal project "Export of agricultural products" is being implemented within the framework of the national project "International cooperation and export", one of its goals s to achieve the volume of grain export (in value terms) in the amount of 11.4 billion US dollars by the end of 2024 by creating new commodity mass (including with higher value added), creation of export-oriented commodity distribution infrastructure, elimination of trade barriers (tariff and non-tariff) to ensure access of agricultural products to target markets and creation of a system for promoting and positioning agricultural products. The target indicators stated in the official documents necessitate the search for reserves to increase the efficiency of the grain subcomplex development, increase export of grain and its processing products.

<p class="abstract-1"><strong></strong>Indonesia, the largest producer of palm oil, has been developed palm oil biodiesel as renewable energy in the last decade. Indonesia biodiesel development policies aim to increase domestic value added of palm oil product and reduce the reliance on fossil fuel. Indonesia has embarked on a comprehensive palm oil biodiesel program since 2006 and targeted the 20% biodiesel blend (B20) in 2016. This article explores the strategy formulation by accommodate the stakeholder perspective in the problems and the solutions. This research analyzes the information from in depth interview with biodiesel stakeholders (government, industry and researcher) in Indonesia by combine Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis with a Multi Actor Analysis approach. The results show the problems of biodiesel development are mainly on the high production cost due to high price of raw material, production technology and distribution infrastructure. The government policy, technology development and raw material supply are the driving forces of the biodiesel development in Indonesia. In the long term strategy, government of Indonesia should secure the biodiesel raw material, develop an environmental friendly technology in biodiesel processing, and accommodate any improvement idea from other stakeholders.</p>

The article substantiates the expediency of modeling the development of national industry taking into account how the main interconnected key sectors of Ukrainian economy (not only processing and extractive industries, but also agriculture) are developing, as well as taking into account the factors that cause changes in this development over time. Based on previous researches, multiplicative production function has been chosen as the base for building the model, which was modified by taking into account the peculiarities of the Fourth Industrial Revolution and the specifics of individual industries in Ukraine. The economic-mathematical model of long-term development of specified branches of economy of Ukraine in the conditions of digitalization was proposed, in which the value added in the branch is the dependent variable, and the classic components of production functions (labor and the capital) are the independent variables, as well as the new factor – digitalization, and factors, specific to individual industries (world food price index for agriculture and world raw material price index for the extractive industry). A specific feature of the model is also the use of correction factors that reflect the change in the return of factors over time and increase the accuracy of calculations. In addition, separate models have been developed to calculate each of the main factors, based on the dynamics of investments, taking into account the recursive influence of value added, propensity to invest, the condition of the world economy and other specific factors. The calculation of value added in agriculture, extractive and processing industries of Ukraine in 2010-2019 was performed using the model. The adequacy of the model was validated based on the results of its parameterization, which showed sufficient accuracy for the implementation on practice, as the average absolute error of approximation ranges from 2.94% to 4.14% depending on the industry, with abnormal 2014-2015 excluded from the calculations. The value of GDP in the country as a whole was calculated on the basis of the results of value added calculations by key industries. Taking into account the fact that the proposed set of models does not include all industries, a regression model was used to calculate GDP, to which value added for the identified key industries was used as factor. It is established that the proposed model is quite accurate and can be used to calculate the GDP of Ukraine on the basis of value added calculations in agriculture, extractive and processing industries. Given the prospects of practical use of the model for management decisions, the elasticity of the main driving factor (investments) of the development of individual industries was assessed for the main variables, which, in particular, showed that the exchange rate of hryvnia to the US dollar has a negative impact on investments, and the most pronounced – on investments in fixed assets of the processing industry. This questions the widespread idea that the devaluation of the hryvnia stimulates domestic production.

The key trends of dynamics and structure of investment activity in the agroindustrial complex of Ukraine are determined. It is indicated that the most attractive type of agroindustrial complex for foreign investors is the production of food products. The tendency to decrease the level of direct state support of capital investments in the agro-industrial complex was revealed. It was established that in the types of economic activity of the agro-industrial complex in 2017, 233 investment projects were implemented accompanied by state authorities and management (national, departmental and regional levels). The proposals on improving the investment attractiveness of the agro-industrial complex are presented. Reasonable measures aimed at improving the organizational and economic mechanism of investment activity of the agro-industrial complex. The tools of stimulating investment lending in the agroindustrial complex by means of payment of budget compensations aimed at «cheapening» loans, as well as for expanding the practice of applying investment lending to the agro-industrial complex based on the use of market instruments are proposed. Promising market instruments for activating long-term (investment) lending to the agro-industrial complex have been identified, namely: support for the functioning of cooperative banks established with the participation of business entities in the agro-industrial complex; support for the creation and operation of specialized agrarian banks, which should be targeted at the priority servicing of borrowers of the agro-industrial complex; creation of the State Development Bank, which will carry out preferential investment crediting of agricultural enterprises; stimulation of introduction of the newest credit products for the agro-industrial complex.

The report considers how the state economic policy contributes to the national economic development in the midterm perspective. It analyzes main current economic problems of the Russian economy, i.e. low effectiveness of the social system, high dependence on export industries and natural resources, high monopolization and underdeveloped free market, as well as barriers that hinder non-recourse-based business development including high tax burden, skilled labor deficit and lack of investment capital. We propose a social-oriented market economy as the Russian economic model to achieve a sustainable economic growth in the long-term perspective. This model is based on people’s prosperity and therefore expanding domestic demand that stimulates the growth of domestic non-resource-based sector which in turn can accelerate annual GDP growth rates to 10-12%. To realize this model "Delovaya Rossiya" proposes a program that consists of a number of directions and key groups of measures covering priority national projects, tax, fiscal, monetary, innovative-industrial, trade and social policies.

The 2018 Nobel Economics Prize was awarded to two American economists - William D. Nordhaus and Paul M. Romer - who designed methods for better assessing environmental issues and technological advances on growth. This year’s Laureates, Nordhaus was the first person to create an intergrated model to assess interactions between society and nature and Romer laid the foundation for what is now called endogenous growth theory. According to the Swedish Royal Academy of Sciences, these two macroeconomists’ research have helped “significantly broaden the scope of economic analysis by constructing models that explain how the market economy interacts with nature and knowledge” which integrates climate change measures into long-term sustainable economic growth. The article presents the results of a study to assess the functional reserve of the kidneys against the background of a comparative study of antiaggregant therapy dipyridamole and allthrombosepin in 50 patients with a relatively early stage of chronic kidney disease. Studies have shown that long-term administration of allthrombosepin to patients has resulted in better maintenance of kidney functional reserves. Therefore, our research has once again confirmed that diphtheridamol, which is widely used as an antiaggregant drug in chronic kidney disease, does not lag behind the domestic raw material allthrombosepin

Stabilization ponds are a common treatment technology for wastewater generated by dairy industries. Large proportions of cheese whey are thrown into these ponds, creating an environmental problem because of the large volume produced and the high biological and chemical oxygen demands. Due to its composition, mainly lactose and proteins, it can be considered as a raw material for value-added products, through physicochemical or enzymatic treatments. β-Galactosidases (EC 3.2.1.23) are lactose modifying enzymes that can transform lactose in free monomers, glucose and galactose, or galactooligosacharides. Here, the identification of novel genes encoding β-galactosidases, identified via whole-genome shotgun sequencing of the metagenome of dairy industries stabilization ponds is reported. The genes were selected based on the conservation of catalytic domains, comparing against the CAZy database, and focusing on families with β-galactosidases activity (GH1, GH2 and GH42). A total of 394 candidate genes were found, all belonging to bacterial species. From these candidates, 12 were selected to be cloned and expressed. A total of six enzymes were expressed, and five cleaved efficiently ortho-nitrophenyl-β-galactoside and lactose. The activity levels of one of these novel β-galactosidase was higher than other enzymes reported from functional metagenomics screening and higher than the only enzyme reported from sequence-based metagenomics. A group of novel mesophilic β-galactosidases from diary stabilization ponds’ metagenomes was successfully identified, cloned and expressed. These novel enzymes provide alternatives for the production of value-added products from dairy industries’ by-products.

Background Sweet sorghum bagasse (SSB), comprising both a dermal layer and pith, is a solid waste generated by agricultural activities. Open burning was previously used to treat agricultural solid waste but is harmful to the environment and human health. Recent reports showed that certain techniques can convert this agricultural waste into valuable products. While SSB has been considered an attractive raw material for sugar extraction and the production of value-added products, the pith root in the SSB can be difficult to process. Therefore, it is necessary to pretreat bagasse before conventional hydrolysis. Methods A thorough analysis and comparison of various pretreatment methods were conducted based on physicochemical and microscopic approaches. The responses of agricultural SSB stem pith with different particle sizes to pretreatment temperature, acid and alkali concentration and enzyme dosage were investigated to determine the optimal pretreatment. The integrated methods are beneficial to the utilization of carbohydrate-based and unknown compounds in agricultural solid waste. Results Acid (1.5−4.5%, v/v) and alkali (5−8%, w/v) reagents were used to collect cellulose from different meshes of pith at 25–100 °C. The results showed that the use of 100 mesh pith soaked in 8% (w/v) NaOH solution at 100 °C resulted in 32.47% ± 0.01% solid recovery. Follow-up fermentation with 3% (v/v) acid and 6.5% (w/v) alkali at 50 °C for enzymolysis was performed with the optimal enzyme ratio. An analysis of the surface topography and porosity before and after pretreatment showed that both the pore size of the pith and the amount of exposed cellulose increased as the mesh size increased. Interestingly, various compounds, including 42 compounds previously known to be present and 13 compounds not previously known to be present, were detected in the pretreatment liquid, while 10 types of monosaccharides, including D-glucose, D-xylose and D-arabinose, were found in the enzymatic solution. The total monosaccharide content of the pith was 149.48 ± 0.3 mg/g dry matter. Discussion An integrated technique for obtaining value-added products from sweet sorghum pith is presented in this work. Based on this technique, lignin and hemicellulose were effectively broken down, amorphous cellulose was obtained and all sugars in the sweet sorghum pith were hydrolysed into monosaccharides. A total of 42 compounds previously found in these materials, including alcohol, ester, acid, alkene, aldehyde ketone, alkene, phenolic and benzene ring compounds, were detected in the pretreatment pith. In addition, several compounds that had not been previously observed in these materials were found in the pretreatment solution. These findings will improve the transformation of lignocellulosic biomass into sugar to create a high-value-added coproduct during the integrated process and to maximize the potential utilization of agricultural waste in current biorefinery processing.

The COVID-19 pandemic has exposed long-standing system problems of U. S. health care ranging from access barriers, uncontrolled prices and costs, unacceptable quality, widespread disparities and inequities, and marginalization of public health. All of these have been well documented by international comparisons. Our largely privatized market-based system and medical-industrial complex have been ill equipped to respond effectively to the pandemic. The accompanying economic downturn exacerbates these problems that further reveal the failures of our largely for-profit private health insurance industry, dependent as it is on continued government subsidies while it profiteers on the backs of vulnerable Americans. This article brings historical perspective to these problems, and provides markers of the extent of our unpreparedness and ineffective response to the pandemic. Coherent national health and public health policies are urgently needed based on evidence-based science, not political pressures. Financing reform is necessary, such as through single-payer Medicare for All. Eight takeaway lessons are summarized that can help to inform now best to rebuild U. S. health care and public health, an urgent task for the incoming Biden administration.
