The urgency of the problem being investigated is conditioned by the issues of rational use of natural resources in the conditions of transition of the economy to the trajectory of sustainable development. The analysis of conceptual views on this issue points to many arguments, which indicates a divergence of theoretical positions. The purpose of the article is aimed at the formation of a resource-saving strategy and the concepts of “cleaner production”, which are one of the decisive ways in increasing the efficiency of the use of natural resources. In recent years, this process is significantly intensified, which is associated with the extraction, processing and transportation of oil and gas, which are a dangerous source of possible environmental complications. The manifestation of increased attention to the problem being investigated is based on an understanding of the main role of resource saving in market conditions. The leading approach to the study of this problem was the structural reorganization of existing production facilities and the creation of new ones based on the integrated use of petroleum raw materials, taking into account the introduction of innovative processes. The main components of scientific novelty are directions that have been further developed and containing elements of a real increase in scientific knowledge. The main results of the article are aimed at justifying the development of all components of resource-saving links. The materials of the article can be used to improve the state policy in the field of resource saving, using the principles and tools of the “cleaner production” concept, as well as in teaching courses in economic theory, the theory of resource-saving management.

Due to the decline in gas and condensate production at the Orenburg oil and gas condensate field, the priority area of activity of Gazprom PJSC and Gazprom Dobycha Orenburg LLC is the reproduction of the mineral resource base and the achievement of maximum component recovery factors to provide the Orenburg gas and chemical complex. The solution to this problem is directly related to the involvement of the unique reserves of hard-to-recover oil (matrix oil, high-molecular raw materials), confined to the gas-saturated part of the Orenburg field, in the production and deep complex processing. Hard-to-recover oil has a variable composition – from high-bituminous oil in fractured-porous and porous low-permeability reservoirs to liquid traditional oil in porous and large-pore permeable reservoirs. This paper analyzes the results of estimating the reserves of matrix oil, the predicted resources of associated components of matrix oil (metals) and the retained gas reserves, which are not included in the assessment of reserves.

Трансформационные процессы, происходящие в экономике, ужесточение конкуренции на рынках, усложнение рыночной конъюнктуры, нехватка всех видов ресурсов обусловливают необходимость стратегического планирования российскими компаниями своих ресурсов и управления ими. В этих сложных условиях хозяйствования проблема экономии ресурсов стала особенно актуальной. Возникла объективная необходимость формирования ресурсосберегающего потенциала логистики на промышленных предприятиях страны. Использование инноваций, цифровых технологий, автоматизированных производственных, логистических процессов, подготовка высококвалифицированного персонала, отвечающего современным требованиям нефтегазового образования, все это в целом будет способствовать решению проблем ресурсосбережения. Очень важно помнить, что необходимо изменить подходы к принципам и методам управления производством, что позволит провести преобразования в части техники, оборудования, технологий, системы контроля качества и в перспективе минимизировать отрицательное влияние на окружающую среду. Особенно необходимо внедрять ресурсосберегающие мероприятия на предприятиях нефтегазового комплекса (НГК), поскольку данная отрасль оказывает значительное влияние на экологию. Transformational processes taking place in the economy, toughening competition in the markets, complicating market conditions, and the shortage of all types of resources make it necessary for Russian companies to strategically plan and manage their resources. In these difficult economic conditions, the problem of saving resources has become especially urgent. The use of innovations, digital technologies, automated production, logistics processes, training highly qualified personnel that meets modern requirements of oil and gas education, all this will generally contribute to solving problems of resource conservation. It is very important to remember that it is necessary to change approaches to the principles and methods of production management, which will make it possible to carry out transformations in terms of equipment, equipment, technologies, a quality control system, and in the long term minimize negative impact on the environment. It is especially necessary to implement resource-saving measures at the enterprises of the oil and gas complex (OGC), since this industry has a significant impact on the environment.

The article analyzes the stages of transformation, present features and possible scenarios of the Russian oil and gas sector development. It argues that only due to the growth of budget expenses directed at the reproduction of mineral and raw materials base, implementation of advanced power and resource-saving technologies and development of the dominant energy market oil and gas orientation of the Russian economy can become the main factor of its growth.

.Instability of the global energy market and internal problems of operation of the mature Orenburg oil and gas condensate field have led to the need for innovation. The relevance of new technologies is explained by the fact that since 1967, the development of the field has been complicated by the aggressiveness of the extracted hydrogen sulfide gas and the activity of water manifestations. The lack of effective technologies has led to a deterioration in the conditions of field preparation of raw materials, a drop in reservoir pressure and flow rate of wells, and an increase in their water content. As a result, oil and gas production and environmental and economic efficiency indicators are rapidly declining. In this regard, priorities have been set for technological improvement of subsurface use: 1) reduction of operating costs through the introduction of resource-saving and energy-efficient technologies; 2) application of environmental innovations in order to reduce the man-made impact on the environment. This paper presents measures aimed at solving the identified problems: re-equipment of oil wells with an automated plunger-lift on solar batteries without reconstruction of fountain fittings; arrangement of a system for utilization of gases degassing of sulfur on the Claus process plant;etc.

The paper presents the history of the transport infrastructure of the West-Siberian oil and gas complex in the last century and ways to solve the problems of road construction in the twenty-first century. The development of the territory of Siberia and the North in the present period is constrained by the low rates of development of the transport structure. One of the reasons for this lag is the lack of regulatory documents to substantiate transport structures in the harsh climatic and difficult soil and geological conditions based on the use of new modern road-building materials. The development of new resource-saving materials, structures and technologies based on local building materials, products and industrial waste using modern methods and research methods in materials science is an aim of current study. The general research methodology consisted of theoretical, laboratory and field studies. The developed designs and technologies for the construction of embankments in permafrost and in swamps using geotechnical holders filled with unsuitable soils (thawed and frozen waterlogged peat and clay soils) can reduce the volume of work and the cost of construction by one and a half to two times while increasing the service life of structures. The experimental sites of embankments constructed between 1995 and 2009 in the wetlands of the Uvat Group of deposits in the Tyumen Region and in permafrost in the areas of Novy Urengoy have been observed for more than ten years. The artificial stone material tested in Murmansk and Surgut based on the strengthening of local soils with inorganic binders with polymer additives using modern technologies allows it to be used instead of imported stone materials and reinforced concrete slabs for the construction of structural layers of road pavements, reinforcing slopes, as well as in hydraulic structures. The new artificial stone material is characterized by high strength and durability in areas with a temperature gradient of the external environment of more than 100 (from +50 to -50 °C).
