The effectiveness of the unification of enterprises in the cluster is also associated with high uncertainty and risks. Thus, the development of theoretical approaches and methodological instruments for efficient risk management of enterprises under the conditions of cluster association is an urgent scientific task. The methodology of a comprehensive risk assessment of the cluster enterprise is based on the use of the approach for building a functional-target model of a cluster enterprise, and is reduced to the search for a response to the question: can an event change the value of a providing indicator in such a way that this will lead to a deterioration in the resulting indicator in each enterprise subsystem? Based on the results of forecasting external risks, it was established that the group of state and global risks, in particular, political, territorial and financial, is characterized by significant threats for the next 5 years for the studied cluster enterprises. We proposed and tested a methodology for a comprehensive assessment of the risks of cluster enterprises, based on a functional-target approach, according to which a cluster enterprise as a socio-economic system is considered as a set of three basic subsystems: management, production and financial and economic.

The article proposed interdisciplinary research should contribute to understanding the attitude of the population to the ongoing processes of digital transformation of the means of interaction with authorities, the level of their confidence in the widespread introduction of artificial intelligence technologies in the provision of public services. Understanding the psychology of the user, the specifics of information flows in public administration, the capabilities of modern IT systems - all this together will make it possible to significantly improve the corresponding communication processes.The scientific task posed within the framework of the topic is to develop a conceptual model for optimizing one of the main elements of modern e-government systems - "intelligent chat bots" designed to make the interaction of citizens with government bodies more efficient. The results of the article is contribute to the implementation of the goals, objectives and strategic guidelines of the programs of scientific and technological development of both the region and Russia as a whole.

This article reveals the philosophical value of the Confucian treatise "Kong-zi jia yu," it examines issues of the theoretical importance for the history of world sinology. In the historicо-philosophical tradition, this text has long been attributed to the Confucian scientist Van Su (3rd century), however, not so long ago the situation changed significantly. In the modern scientific community, disputes around the authorship and time of writing this treatise continue. The content of "Kong-zi jia yu" is composed of stories from the life of Confucius, his conversations with his closest students, as well as prominent political figures of that time. These conversations are philosophical dialogues, they concern the most important ontological, ethical, aesthetic and epistemological issues, such as: harmonization of the Tianxia on the basis of virtuous management, the philosophical need for ritual practice, cosmological device of the Tianxia, issues traditional for early Confucianism of a pedagogical and educational nature, moral self-improvement. The diverse theme of "Kong-zi jia yu" is a valuable source that reveals the essence of the philosophy of early Confucianism. Individual fragments of "Kong-zi jia yu" coincide with the classic Confucian monuments "Shang shu," "Lun yu," "Xiao jing," etc. Although "Kong-zi jia yu" for a number of reasons, is not considered a classic text of Confucianism, but it carries an enduring philosophical value. The study of "Kong-zi jia yu" seems to the author of this work to be an urgent scientific task, the solution of which can expand the arsenal of world philosophical knowledge, as well as contribute to the dialogue of the philosophical cultures of the East and West.

AbstractThe main sources of charged particles in the Earth’s inner magnetosphere are the Sun and the Earth’s ionosphere. Furthermore, the Galactic cosmic radiation is an important source of protons in the inner radiation belt, and roughly every 13 years, when the Earth and Jupiter are connected via the interplanetary magnetic field, a small number of electrons originating from the magnetosphere of Jupiter are observed in the near-Earth space. The energies of solar wind and ionospheric plasma particles are much smaller than the particle energies in radiation belts. A major scientific task is to understand the transport and acceleration processes leading to the observed populations up to relativistic energies. Equally important is to understand the losses of the charged particles. The great variability of the outer electron belt is a manifestation of the continuously changing balance between source and loss mechanisms, whereas the inner belt is much more stable.

Discussing the Catalan crime fiction may appear as a challenging scientific task due to its lacking autochthonous tradition. The scholars exploring this issue have come to conclusion that, even though there were authors such as Rafael Tasis o Manuel de Pedrolo, whose contribution to this literary genre’s solid foundations seems indubitable, Jaume Fuster is the writer responsible for its consolidation in the Catalan literary system in the 1970s. The aim of the present paper is to analyze Jaume Fuster’s De mica en micas’omple la pica in a specific historical context in order to present some of his foreign influences and inspirations. Specifically, it investigates whether the author remained indifferent to external literary products or whether he chose deliberately some of the archi-genre’s elements in order to implement and consolidate crime fiction in Catalonia. For this purpose, we have applied some of the principles of Even-Zohar’s Polysystem Theory. The results showed that De mica en mica s’omple la pica not only has played a major role in the consolidation of crime fiction but it also placed its author in one of the central positions in the Catalan literary polysystem. Moreover, Fuster tended to interact with different foreign traditions by using in his works modified crime fiction components based on the unique repertory conditioned by the geopolitical situation of Catalonia.

Identifying the spatial structures of economic activity within a supra-regional entity is an urgent scientific task. In this study, it is solved using a combination of a framework approach and a model analog of the gravitational interaction for the cities of the Volga-Ural macroregion. According to the cost of industrial production of cities with a population of more than 100 thousand inhabitants (i.e., the first and second cities of their regions) and the distance between them, an industrial-urbanized framework of the macroregion was built, demonstrating the potential of economic ties within it. The analysis of the strength of ties allowed us to identify the peripheral and central cities-industrial centers. Among the first ones there are the cities of Orenburg and Penza regions, among the second ones – Ufa, Samara and Tolyatti. In addition, the functions of the second cities of the regions were analyzed and the degree of industrial orientation of the first and second cities of the macroregion was revealed.

This paper investigates the EEG signature related to a scientific task in biology involving the frequent "moving things are alive" heuristic. Results show that ERP signals differ between counterintuitive stimuli and intuitive ones at N2 and LPP locations, which are commonly involved in inhibitory control.

Introduction. Driving at a speed exceeding the permitted and average speed of traffic flow often leads to a collision of vehicles with other road users or with elements of the arrangement of highways. As a result, it is necessary to establish whether the fact of this violation of the traffic rules, which led to the occurrence of an emergency-dangerous road traffic situation. The methods used to calculate the speed of vehicles based on the resulting deformations are quite accurate, but this fact is true in conditions of complete overlap (impact across the entire width of the front, rear or side parts of the body). But there is a scientific task of developing a methodology according to which an expert or investigator will be able to calculate the average statistical value of measuring the depth of deformation of a vehicle for a specific road traffic situation.Materials and methods. The paper proposes a method for evaluating the possibility of using the data available to the expert for calculation by introducing the coefficient of variation of the depth of penetration. With the help of the coefficient of variation, the specialist has a tool for selecting and ignoring individual measurements of the depth of penetration, depending on the degree of overlap and on the ‘spread’ of the deformation values.Conclusions. After studying a number of collisions with incomplete overlap and excluding the ‘extra’ values of penetration, the speed equivalent to the energy cost for the development of residual deformations and errors (the difference between the true collision speed and the established one without taking into account the ‘falling out’ values of deformations) was calculated and it was found that the use of the algorithm taking into account the coefficient of variation led to sufficiently accurate calculation results.Discussions. The proposed methodology regulates the use of the coefficient of variation as a criterion for the admissibility of the use of source data to determine the quality of the final result of the calculation. This mathematical device is applicable to all collisions, but is especially relevant when studying collisions with incomplete overlap of any part of the car body.
