The urgency of the research is due to existing features of implementing the institute of disciplinary responsibility in the field of labor and legal relations in credit institutions. The discipline of labor in credit institutions is developing in line with the trends characteristic of modern manufacturing process management. The general line is standardization of the manufacturing process to the extent that self-sufficient organizational forms that do not require manual control appear, following which is provided to the self-discipline of the employee (standard or matrix organizational solutions). Against the background of the ongoing changes, the issue of the employee's relative freedom and his responsibility to the employer, who no longer controls the labor process point-by-point – in the spirit of the industrial era, is raised. Despite the obvious features of labour organization for credit institutions employees, no special research has been conducted in the domestic legal science on the problems of implementing disciplinary responsibility. The author makes conclusions on the need to adopt a Labor Procedural Code, which will single out: the procedure for bringing to responsibility for misconduct committed under the conditions of the employer's current control over the quality of work and compliance with the process of its execution, as well as the specifics of bringing to responsibility for offense committed in conditions of relative freedom (without the employer's current control); forms of guilt as a mandatory sign of a disciplinary offense and the specifics of its definition if the employer's task involves an independent choice of its execution method (relative freedom of the employee); principles of proving guilt and innocence in examining the circumstances of a disciplinary offense; standardization disciplinary decisions, conditions and limits of its use; the procedure for using electronic document management in disciplinary proceedings; rules for interviewing third parties in disciplinary proceedings, rules for these persons' access to information about the state of affairs in the institution (or the entrepreneur, if he is the employer); rules for the protecting the information about disciplinary offenses, their circumstances, penalties applied.

The article studies successive implementation of the concept of sustainable development on the international and Russian market starting with the official formulating the concept in the report ‘Our Common Future’, which was presented by the UN in 1987 and till the latest trends of national economy of the Russian Federation. The author provides the gist of key aspects and notions of ESG-approach to management, analyzes their rise and assesses the degree of their academic elaboration and practical use in Russia. On the basis of the current trend analysis a conclusion was drawn about the importance of introducing the concept of management from ESG-standpoint on all levels of economy. Scientific generalization of practical experience allowed the author to come to the conclusion that international trends of sustainable development will determine the general line in ESG-approach to management of social and economic development in Russia on all levels – from federal to corporate one. The article identifies key regulator trends in carbon regulation, the development of tools of green and responsible financing, commitments on ESG-information revealing and risk management. The latest initiatives of big state, public and finance companies in issuance of green bonds were described, as well as acute trends in the state regulator work in ESG- sphere.

The article presents preliminary data on the intonation of the Tuvan folklore narration with specific focus to the relation between intonation and text structure. The analysis was carried out on the basis of four Tuvan folklore texts. Three hypothetical intonational correlates of the text structure were examined. First, we consider the difference in tempo of the main parts of the texts, following the idea of three-part structure of folklore texts proposed by V. Propp (beginning, complication and ending). The data obtained show no direct correspondence between the tempo of an utterance and its position in the text, as the tempo of the first and the last utterances and their ratio to the average tempo vary significantly from text to text. Secondly, it is shown that the texts contain a number of metatext markers, which are used quite often and are distinguished by the means of intonation (including changes in tone and intensity and separation by a pause). Thirdly, verbal forms with particle -tyr performing similar functions are examined. In contrast to metatext markers, they are not characterized by any intonational prominence, as the tone and intensity follow the general line of declination marking the end of an utterance. Thus, intonation plays an important role in forming the structure of Tuvan folklore texts, which, however, manifests itself only indirectly, in the way of emphasizing lexical means of structuring the text (metatext markers).

The article deals with the theoretical and methodological problems of the semiotics of history. Semiotics is the science that studies the sign system. This system is used by people to transfer knowledge and information. Modern governance is semiotic. A separate fact can turn into a sign-symbol. The sign lives its own life in the virtual space, leaving the information space. The modern world is governed by language. The revolution starts with the language. Semiotics changes the epistemological regime. The code provides a communication system. Any code requires decoding. Cultural space codes are ambiguous. The semiotics of history actively interacts with the history of ideologies. The question of the truth of the nationalism doctrine cannot be solved by science, because it belongs to ideology. The name is the essence. In psychiatry, there is the concept of semiotic dementia, when the patient does not understand the meaning of words. Information is distributed among people, therefore it acquires its social significance when it is perceived by people, only under this condition it becomes knowledge. Knowledge helps to act. A prerequisite for this is correct information. Concepts of the information society can be distinguished in the format of semiotics of history. Images have a stronger effect on people than texts. Negative information spreads faster than texts. Virtuality creates the image of the desired world. The images of the future are not neutral. A certain image of the future is set by the present. No one can escape the human prejudice. The semantics of history develops in the general line of the linguistic turn in historical science. In this sense, the methodological and theoretical problems of the semiotics of history are associated with the linguistic problems of consciousness, caused by the imperfection of any language and the ways of its public use

Background. The West Siberian basin which is one of the main oil and gas regions of Russia is characterized not only by classical structural traps but also by extremely complex geological objects of Achimov sequence. Thereby, it is quite difficult to evaluate perspectives of license areas within which we can discover those Achimov type of deposits, especially at regional stage exploration in terms of a complete absence of 3D seismic data and uneven coverage of area by 2D seismic surveys. Aim. This article is devoted to the methodology description for probabilistic assessment of the resource base of non-structural traps in the Achimov strata in areas with different 2D-seismic exploration degree. Materials and methods. The methodology based on the “density” method which in relation to the evaluated area uses statistics of estimated parameters and number of bodies in the field analogs. The general line of this paper is how to use this methodology for resource base evaluation in the zones of Achimov deposits intersection as the most promising from the point of further development. Results. As part of the project evaluation according to the proposed approach, the resource base was divided into components — resources of objects in areas of possible intersection and resources of single, non-intersecting objects. Conclusions. It provides an opportunity to spot and conduct a technical and economic assessment of previously uneconomic reservoirs.

The paper examines the concept and goals of the state policy of countering crime, which is considered as a special direction of state activity associated with the development and implementation of strategies and tactics (general line) of organized resistance to crime and other offenses. Conditioned by the objective need to protect society from criminal encroachments, this policy is formed and implemented as a response of the state and society to the very fact of the existence of crime, its dangerous prevalence and continuous growth, and is designed to serve as a solution to the social conflict associated with the existence of crime. All this determines the goals of counteraction crime policy, its ideology, the main parameters, structure, main directions (types) and implementation practice. As a relatively independent and complexly organized type of social policy, it is implemented through a hierarchically structured system of subordinate types of policies at different levels, each of which has its own goals, objectives and content, and together they all serve to implement the general goal of reducing crime as much as possible, deterring it and keeping it at a socially acceptable level. The diversity and multi-level nature of the goals in the field of crime prevention, which make the process of their implementation long, complex and ambiguous, require a certain systematization of them. In this regard, the author formulated a number of important (in fact, key) requirements for the formation and implementation of goals, as well as the construction of their system in the field of combating crime, which could become important factors for achieving the planned results. At the same time, the author critically assesses the identification of the policy in the field of combating crime as a combination of all the efforts of the state and society aimed at countering crime with criminal policy as the activity of the state related to the criminalization and penalization of acts, the development and implementation of strategies and tactics, forms and methods of influencing crime with the help of criminal legal instruments.

We have long regarded beating babies of avant-garde to be the most serious cultural crime, which threw the USSR back from the front line of architecture by 20-30 years and made them start from the beginning in 1960. If Stalin had seen a mainstream for architecture in that advanced idea and supported it, we would have had quite a different Soviet architecture today. His choice put an end to the constructivism utopia, according to which architecture would become a technical means of life organization. Ginzburg’s constructivism of the 1920s was a clear program of the common style and environmental standard, which could make an oppressive impression in the hands of third-rate doers. Unrealized opportunities of constructivism now don’t look so desirable. The paradoxicality of choosing academism and Stalin’s Empire style has probably another logic, a logic of reflexive frauds and false pretenses. However, if constructivism had remained as a general line for about 30 years, we would have had a kind of culture resembling Orwell more than anything else.

In this study, a method for detecting the railway surface defects called “squats” using the ABA (Axle Box Acceleration) measurement of trains was proposed. ABA prototype design, implementation, and field tests were conducted to derive and verify the results. The field test was performed using a proven precision measurement system, and the measured data were signal-processed using a Matlab program. The algorithm used to determine the position of the squats was developed based on wavelet spectrum analysis. This study was verified for a section of a domestic general line and, following field verification for the section, squats was detected with a hit rate of about 88.2%. The main locations where the squats occurred were the rail welds and the joint section, and it was confirmed that in some sections, unsupported sleepers occurred at the locations where the squats occurred.

This is a collection of papers published between 1977 and 2017. The papers focus on moral metaphysics, on holism in the theory of reasons and ethical particularism, on the theory of motivation, and on the development of ethical intuitionism. In moral metaphysics the distinction between resultance and supervenience is taken to have significant consequences. In moral theory the general line is that there are plenty of moral reasons but no moral principles. In the theory of motivation a case is made for the idea that the reasons for which we act are matters of fact, real or supposed. In the history of intuitionism, I try to show the benefits of taking H. A. Prichard seriously.

The article highlights the essence of the concept «ethnodesign». Features of using ethnodesign tools in creative socio-cultural projects of artistic institutions by future and leading designers are considered. The following etnotematics are rethinking: national motives of folk culture, fine and decorative arts, architecture, interest in traditional decoration and colors. The author analyzes the concepts of ethnodesign and the specifics of its use in different time periods. Cosmopolitanism of design solutions and internationality of figurative language make design products understandable for the masses, regardless of religious, national, ideological, etc. Therefore, there is a need for national identity in society, the need to promote the product on the international market as a national brand, there is a rethinking of the reference to cultural heritage. In modern artistic institutions, ethnodesign encourages future designers to engage in creative, research, analytical, and cognitive activities.Modern ethnodesign should successfully combine elements of traditional decorative and applied art solutions, as well as a combination of aesthetically related colorful and graphic properties. Understanding the complexity of national traditions and bold experiments of design students shows the polystylistic variety of author's interpretations in the General line of postmodern ethnic romanticism. The ethnodesign inspires by folk art and ethnic motives. It is applied the stylistic and decorative techniques for folk art and crafts development in interior design, graphic works, landscape design, industrial design, and clothing design. Despite the freedom in global design, the national design space remains an insufficiently formed model of national design, so further development is a priority for Ukrainian design theorists and practitioners
